During the NATO summit, Viktor kills Elizabeth and narrowly escapes after being chased by Sam and Will. Just before Viktor reaches his helicopter, Sam admits to Will that he's actually seen and enjoyed all of his movies. In the closing moments, we see Noel embarking on a new covert mission while juggling her long-distance romance with Sam. Meanwhile, Sam and Will sit down for a meal together, still teasing each other about their differences symbolised by the classic debate over fish and chips as paparazzi gather outside.
Will there be a Heads Of State sequel?
The post-credits scene in Heads of State reveals some key details. It turns out that field agent Marty Comer who had helped Sam and Will at his Warsaw safe house, actually survived being shot in the head. Noel tracks him down, suggesting he might be part of a new mission. This moment also hints that a Heads of State 2 could be on the horizon.
