
Egypt introduces limited VAT amendments to broaden tax base, correct distortions - Economy
During its plenary session on Sunday, the Egyptian House of Representatives passed a draft law submitted by the government that raises the value-added tax (VAT) rates.
The ETA stated that the adjustments were made in response to requests from representatives of several key sectors.
"There will be no changes to VAT exemptions for essential food commodities and health and educational services, and the general VAT rate will not increase," the statement indicated.
These reforms aim to enhance tax equity, facilitate the transition to electronic systems, and broaden the tax base in accordance with standards established by the World Health Organization (WHO), the World Tourism Organization (UNWTO), and other recognized international best practices.
To reduce burdens on the contracting sector, the amendments include subjecting construction services to the general VAT rate instead of the 5 percent schedule tax, while allowing contractors to deduct all VAT paid on input goods and services.
This could lead to lower service costs, as taxes paid on inputs will be deductible from the tax base.
Contractors will also have the right to deduct or reclaim VAT paid on machinery and equipment used in delivering their services.
Encouraging contractors to document their purchases from suppliers fully will also help in broadening the tax base.
The statement clarified that shops and administrative units located in non-commercial areas remain exempt from VAT.
However, administrative units in commercial locations such as malls and shopping centres are subject to a one percent tax on their sale or rental value.
This is intended to harmonize tax treatment between commercial retail spaces and commercial administrative units.
Meanwhile, crude oil, not petroleum products, will be subject to a 10 percent schedule tax, the authority said.
It emphasized that this amendment will not lead to any increase in local fuel prices, as the Egyptian General Petroleum Corporation (EGPC) is the sole purchaser of crude oil in Egypt. Moreover, the tax cost is already factored into the corporation's upcoming fiscal budget, with expected efficiency savings offsetting the cost.
In response to requests from companies operating in Egypt, the VAT amendments also include adjustments to cigarette tax brackets and a modest increase of 50 piasters in the specific tax rate, the first such increase since 2023.
The changes also shift the taxation of alcoholic beverages from an ad valorem tax based on selling price to a tiered and fixed schedule tax linked to alcohol content, in line with producer and industry demands and WHO recommendations.

Simplified tax system ‘permanent measure' to support small enterprises: ETA head
Rasha Abdel Aal, Head of the Egyptian Tax Authority (ETA), affirmed that Law No. 6 of 2025—covering enterprises with annual revenues not exceeding EGP 20m—marks a key step in the state's drive to support small and micro-enterprises, encourage formalisation, and ensure their long-term sustainability. She stressed that the simplified tax system introduced under the law is permanent and not linked to any expiry date, enabling taxpayers to plan with confidence. Its primary aim, she said, is to streamline procedures and continuously reduce tax burdens, reflecting the state's commitment to a secure, investment-friendly business climate. Abdel Aal explained that the law adopts a graduated tax rate structure, starting from 0.4% for enterprises with annual revenues below EGP 500,000 and reaching 1.5% for those under EGP 20m. Businesses joining the system enjoy a five-year exemption from tax audits from the date of enrolment, along with exemptions from capital gains tax on fixed asset sales, dividend tax, state resource development fees, stamp duty, and registration and notarisation fees for incorporation contracts or business-related land registration. They are also exempt from the withholding or advance income tax payment mechanism. VAT returns are to be filed quarterly instead of monthly, while payroll tax returns are submitted annually, with registration and payment procedures simplified and no requirement for complex accounting records or lengthy returns. She noted that the ETA is committed to providing free technical and technological support to help enterprises join its electronic systems, supplying point-of-sale devices, and offering ongoing consultancy services. Abdel Aal emphasised that participation in the simplified system ensures tax stability, safeguards taxpayer rights, and encourages business expansion, adding that the authority will continue to deliver technical and awareness support to help the tax community fully benefit from these facilitation measures.

Tax facilities offer ‘golden opportunity' to settle disputes without extra costs: ETA chief
Rasha Abdel Aal, Head of the Egyptian Tax Authority (ETA), affirmed that the tax facilities introduced under Law No. 5 of 2025 present a golden opportunity for taxpayers to resolve outstanding tax disputes, especially for those maintaining regular books and accounts. She noted that one of the most significant incentives is that taxpayers who have submitted a settlement request supported by regular accounts, and pay the full amount due within no more than three months from the request date, will be granted a full exemption from late payment fines and any additional taxes related to that dispute. Abdel Aal stressed that these measures reflect the Ministry of Finance and the ETA's commitment to supporting the tax community and easing the burden on compliant taxpayers. Those meeting the criteria benefit from special concessions in dispute settlement, provided payment is made within the prescribed deadline. 'We urge all taxpayers who have submitted settlement requests and keep regular accounts to expedite payment of their dues before the end of the three-month period from the submission date. This will ensure their tax status is resolved smoothly and they receive the full exemption from late payment fines and additional taxes,' she said.

Egypt's Annual Inflation Falls to 13.9% in July
Ahmed Emam Egypt's annual urban consumer inflation rate dropped to 13.9% in July from 14.9% in June, marking an unexpected slowdown despite forecasts of an upward trend. Nationwide, the annual inflation rate fell to 13.1% from 14.4% in the previous month, according to data released by the Central Agency for Public Mobilization and Statistics (CAPMAS). On a monthly basis, urban consumer prices fell by 0.6% in July compared to June 2025, the data showed. The deceleration comes in contrast to projections by local analysts, who had anticipated inflationary pressures to persist following recent cigarette price hikes, tax adjustments introduced by the Egyptian Tax Authority (ETA) , and the fading effect of the 'base year' comparison. Deutsche Bank had earlier forecast Egypt's inflation to average between 15% and 16% by the end of the year. Egypt's inflation reached an all-time high of 38% in September 2023 before gradually declining over the past year. Also, CAPMAS attributed July's slowdown mainly to a 3.1% drop in food and beverage prices. Meat and poultry prices fell by 4.9%, fruit prices dropped 11%, and vegetables were down 7%. Meanwhile, prices of grains and bread rose 0.4%, fish and seafood by 0.2%, oils and fats by 0.1%, sugar and sugary products by 0.2%, coffee, tea, and cocoa by 0.2%, and dairy products, cheese, and eggs by 0.2%.
