America's only rare earth producer gets a boost from Apple and Pentagon agreements

MP Materials, which runs the only American rare earths mine, announced a new $500 million agreement with tech giant Apple on Tuesday to produce more of the powerful magnets used in iPhones as well as other high-tech products like electric vehicles.
This news comes on the heels of last week's announcement that the U.S. Defense Department agreed to invest $400 million in shares of the Las Vegas-based company. That will make the government the largest shareholder in MP Materials and help increase magnet production.
Despite their name, the 17 rare earth elements aren't actually rare, but it's hard to find them in a high enough concentration to make a mine worth the investment.
They are important ingredients in everything from smartphones and submarines to EVs and fighter jets, and it's those military applications that have made rare earths a key concern in ongoing U.S. trade talks. That's because China dominates the market and imposed new limits on exports after President Donald Trump announced his widespread tariffs. When shipments dried up, the two sides sat down in London.
The agreement with Apple will allow MP Materials to further expand its new factory in Texas to use recycled materials to produce the magnets that make iPhones vibrate. The company expects to start producing magnets for GM's electric vehicles later this year and this agreement will let it start producing magnets for Apple in 2027.
The Apple agreement represents a tenth of the company's pledge to invest $500 billion domestically during the Trump administration. And although the deal will provide a significant boost for MP Materials, the agreement with the Defense Department may be even more meaningful.
Neha Mukherjee, a rare earths analyst with Benchmark Mineral Intelligence, said in a research note that the Pentagon 's 10-year promise to guarantee a minimum price for the key elements of neodymium and praseodymium will guarantee stable revenue for MP Minerals and protect it from potential price cuts by Chinese producers that are subsidized by their government.
'This is the kind of long-term commitment needed to reshape global rare earth supply chains," Mukherjee said.
Trump has made it a priority to try to reduce American reliance on China for rare earths. His administration is both helping MP Materials and trying to encourage the development of new mines that would take years to come to fruition. China has agreed to issue some permits for rare earth exports but not for military uses, and much uncertainty remains about their supply. The fear is that the trade war between the world's two biggest economies could lead to a critical shortage of rare earth elements that could disrupt production of a variety of products. MP Materials can't satisfy all of the U.S. demand from its Mountain Pass mine in California's Mojave Desert.
The deals by MP Materials come as Beijing and Washington have agreed to walk back on their non-tariff measures: China is to grant export permits for rare earth magnets to the U.S., and the U.S. is easing export controls on chip design software and jet engines. The truce is intended to ease tensions and prevent any catastrophic fall-off in bilateral relations, but is unlikely to address fundamental differences as both governments take steps to reduce dependency on each other.

July 18 (Reuters) - The U.S. government has designated The Resistance Front, also known as the Kashmir Resistance, as a "foreign terrorist organisation" following an April 22 Islamist militant attack in Indian Kashmir that killed 26 people. The group initially took responsibility for the attack in Pahalgam before denying it days later. Following are some facts about the group. TRF emerged in 2019 and is considered an offshoot of the Pakistan-based Lashkar-e-Taiba, according to the South Asia Terrorism Portal, a Delhi-based think tank. Indian security officials said TRF uses the name Kashmir Resistance on social media and online forums, where it claimed responsibility for Tuesday's attack in Indian Kashmir's Pahalgam area. Lashkar-e-Taiba, listed as a foreign terrorist organisation by the United States, is the Islamist group accused of plotting attacks in India and in the West, including the three-day assault on Mumbai in November 2008. "This is basically a front of the LeT. These are groups which have been created over the last years, particularly when Pakistan was under pressure from the Financial Action Task Force and they were trying to create a pattern of denial that they were involved in terrorism in Jammu and Kashmir," said Ajai Sahni, head of the South Asia Terrorism Portal. On June 22, India's anti-terror National Investigation Agency said it had arrested two men who harboured three militants involved in the Pahalgam attack. The agency said in a statement that the arrested men had revealed the identities of the attackers, and confirmed they were Pakistani nationals affiliated to the Lashkar-e-Taiba. The group has not previously had any large incidents attributed to it, according to Sahni. "All TRF operations are essentially LeT operations. There will be some measure of operational freedom as to where they hit on the ground, but the sanction would have come from the LeT," Sahni said. India's interior ministry told parliament in 2023 that the group had been involved in the planning of killings of security force personnel and civilians in Jammu and Kashmir. The group also co-ordinated the recruitment of militants and the smuggling of weapons and narcotics across the border, the ministry said. Intelligence officials told Reuters that TRF had also been issuing online threats against pro-India groups for the past two years. Pakistan has denied that it supports and funds militants in Kashmir, saying it offers only moral and diplomatic support.

NEW YORK, July 18 (Reuters) - The U.S. government sided with Argentina's effort to put on temporary hold a court order that it turn over its 51% stake in oil and gas company YPF ( opens new tab to partially satisfy a $16.1 billion judgment won by two investors. In a filing late Thursday night, the government told the 2nd U.S. Circuit Court of Appeals that the public interest supports resolving the dispute on the merits, "free from the rushed compulsion of an unstayed turnover order and any negative effects it may have on U.S. foreign relations with Argentina." The investors, Petersen Energia Inversora and Eton Park Capital Management, separately urged the Manhattan-based appeals court to reject a stay of U.S. District Judge Loretta Preska's June 30 turnover order while Argentina appeals. They said the appeal would likely fail, and Argentina's "strategy of delay and obstruction" against collecting the $16.1 billion judgment, which the country is also appealing, justified the turnover. The investors nonetheless said if the appeals court is not inclined simply to deny a stay, it should return the case to Preska to let Argentina propose alternative collateral or set conditions to avoid "irreversible outcomes" during its appeal. "Plaintiffs have no interest in having the shares become unrecoverable in the (unlikely) event Argentina prevails on appeal, and no interest in running an oil company, and so would accept reasonable conditions to ensure the share transfer can be easily unwound if necessary," the investors' lawyers said. Representatives for Argentina had no immediate comment outside business hours. Argentina has said it would suffer irreparable harm and its economy could be destabilized if it gave up its stake in YPF, the country's largest energy company. It has until July 22 to respond to the investors' filing. Petersen and Eton Park are represented by litigation funder Burford Capital (BURF.L), opens new tab, which has said it expected to receive 35% and 73% of their respective damages. The litigation arose from Argentina's 2012 decision to seize the YPF stake from Spain's Repsol ( opens new tab without making a tender offer to minority shareholders. Preska awarded the $16.1 billion judgment in September 2023. The U.S. government expressed its position in a proposed friend-of-the-court brief, which mirrored a position it first took last November during the Biden administration. It said Petersen and Eton Park opposed its motion to file the brief.
