Cops to keep 4 major stretches clear of rallyists from 9 am to 11 am

Kolkata: Even as lakhs are expected to take over large stretches of central Kolkata — extending into parts of north and south Kolkata — for Trinamool Congress's Shahid Diwas rally at Esplanade (CR Avenue-Bentinck Street crossing) on Monday, Kolkata Police firmed up a plan to keep north-south traffic to central Kolkata moving between 9 am and 11 pm, as per directives of Calcutta High Court.
Cops will keep four key roads of the city "sanitized" and free of intrusion from 9 am to until 11 am. These will be EM Bypass, Maa flyover-AJC Bose Road flyover-AJC Bose Road-Kidderpore Road-Red Road alignment, AJC Bose alignment between Exide and Park Street Crossing-Park Street, and at least one flank of C R Avenue.
"The idea is to keep away all rallies on foot and parking from these roads so that daily commuters are not harassed.
We will request everyone to think of using these alignments besides using the Metro. We will keep designated holding areas for rallies on other roads to keep traffic jams in check," said a DCP.

A total of 5,500 cops will be on duty between Exide Crossing and Shyambazar — and at important crossings and entry points to the city. "We will advise daily commuters to avoid coming to central Kolkata between 11 am and 3:30 pm, particularly between Exide and MG Road-CR Avenue crossing and between Moulali and Babughat (excluding Strand Road) unless necessary.

Traffic at Dorina Crossing, Rani Rashmoni Avenue, SN Banerjee Road, Chowringhee Road, JL Nehru Road, Babughat, and Lenin Sarani will be regulated," said a joint commissioner.
Lalbazar advised that all Howrah station-bound vehicles can take Vidyasagar Setu. However, thousands of rallyists from Howrah, Burdwan, Midnapore, and Birbhum may enter the city via this bridge, so the flank entering the city will remain heavy.
With Strand Road being used for parking, cops will try to keep MG Road traffic moving towards Howrah.
For those depending on public transport, the commute is going to be even more challenging given that over 13,000 vehicles — buses and mini-trucks included — will be coming to the city from districts. In addition, with party workers requisitioning over 1,500 city buses, several routes operating with limited buses may remain suspended for most of the day.
"The long-distance buses will virtually not operate. We had a situation in East Midnapore (including Digha) and Bankura where buses were taken over by party men as early as Wednesday. Back in city, we asked organisers to allow 20% of buses on each route to operate," said Titu Saha, general secretary of City Suburban Bus Service.
Bus owners said they will try to operate buses between 6 am and 11 am for an up-and-down trip. Auto operators said they will try to operate normally from the evening.
Eleven marches — seven big — will start from different points of city to head to the city centre.

The circular, addressed to all police commissioners, district police chiefs, railway police superintendents, and Provincial Armed Constabulary (PAC) battalion commanders, explicitly prohibits the collection of donations from the public and forbids any compulsory deductions from the salary of police personnel for celebrations. "While Janmashtami has long been celebrated within the police department with joy and devotion, the celebrations must remain within the bounds of tradition and propriety. Apart from maintaining law and order during the festival, officers should ensure that all events uphold the values of cultural respect and public decency," the DGP said.
