Kota Kinabalu: Kunak Assemblywoman Norazlinah Arif is grateful the attempted coup in Sabah on January 2023 failed due to a lack of support for Warisan President Datuk Seri Shafie Apdal as the next chief minister. 'Many assemblymen, mainly from BN and PH, were also in favour of retaining the current administration (under Hajiji). 'For me, that was a sign that we were betrayed by a party that was supposedly championing the people's rights,' she said, recalling the incident that came to be known as 'the Kinabalu Move.' It was aimed at ousting Datuk Seri Hajiji Noor as Chief Minister and was the ultimate betrayal of Sabahans. She said she and several others were informed that four or five Warisan leaders would be named to the State Cabinet if they backed the Bung-led coup. Following its failure, Norazlinah and several other Warisan assemblymen threw their support behind Hajiji. Norazlinah was with Warisan in 2023 when the party, led by President Datuk Seri Shafie Apdal, plotted with Sabah Umno to replace the Gabungan Rakyat Sabah government. The two-term assemblywoman said Warisan members were hoping that the memorandum of understanding at the federal level that was struck earlier between the party, GRS, Gabungan Parti Sarawak, Barisan Nasional and Pakatan Harapan on Dec 16, 2022 would benefit the people. The intention was to back the newly established unity government led by Prime Minister Anwar Ibrahim, she added. 'Our hope at the time was that the leaders of the respective parties and coalitions would unite to prioritise the rakyat above their personal interests or that of the party. 'Unfortunately, the opposite happened,' she said, referring to the failed 'coup' led by Sabah Umno. In January that year, Datuk Bung Moktar Radin, the Sabah Umno chief, announced that the party was withdrawing its support for Hajiji. However, six Umno assemblymen pledged continued support for Hajiji, foiling Bung's plans which had the backing of Warisan and Parti Kesejahteraan Demokratik Masyarakat. The GRS assemblymen pledged their undivided support for Hajiji, who assumed the top post in September 2020 following a state election. Bung was subsequently dropped as the state's deputy chief minister. Norazlinah said there was nothing altruistic about the Kinabalu Move. Hajiji has treated us well The Kinabalu Move was the straw that broke the camel's back for Norazlinah. On Feb 6, 2023, she left Warisan, a party she had been with since its founding in 2016. She expressed no regrets for her decision, especially after aligning with Hajiji, whom she praised for addressing the people's issues through action rather than rhetoric. 'Hajiji treats all assemblymen fairly, myself included, despite the fact that I only recently joined GRS,' she said, adding that the chief minister was also more accessible. According to Norazalinah, there is talk of Warisan joining forces with BN for the coming state election, despite Shafie previously stating that the party intends to contest all 73 seats on its own. She said such talk contradicted Warisan's previous stance on an alliance with BN. 'When we first joined the party, we were indoctrinated to think that our mission was to topple BN. 'Their (Warisan's) ego is forcing them to forgo that very principle — all because they are power hungry.' * Follow us on our official WhatsApp channel and Telegram for breaking news alerts and key updates! * Do you have access to the Daily Express e-paper and online exclusive news? Africa's regional blocs merge initiatives to steer DRC peace talks

NAIROBI, Aug. 14 (Xinhua) -- Kenyan President William Ruto and Zimbabwean President Emmerson Mnangagwa have announced a decision to merge two initiatives to advance peace efforts in the eastern Democratic Republic of the Congo (DRC). Ruto and Mnangagwa, co-chairing a virtual extraordinary joint summit on Wednesday of the East African Community (EAC) and the Southern African Development Community (SADC), endorsed merging their respective Nairobi and Luanda peace processes into a single African-led mediation framework supported by the African Union to improve coordination. "They also approved key operational documents and a resource mobilization plan to sustain the initiative," the Kenyan presidency said in a statement released on Thursday. During the summit, Ruto advocated a united African-led approach, calling it "the surest path" to durable peace in the eastern DRC, it said. The joint summit endorsed appointing former Botswanan President Mokgweetsi Masisi to join the five-member Panel of Facilitators mandated to steer inclusive dialogue on the eastern DRC. The other four panel members are former presidents Olusegun Obasanjo of Nigeria, Uhuru Kenyatta of Kenya, Catherine Samba-Panza of the Central African Republic, and Sahle-Work Zewde of Ethiopia. The summit welcomed progress from U.S. and Qatari diplomatic initiatives and commended Rwandan President Paul Kagame and DRC President Felix Tshisekedi for embracing dialogue. The EAC-SADC initiative, an Africa-led process, aims to restore peace in the DRC and complements ongoing U.S. and Qatari mediation, the statement said. The eastern DRC has suffered decades of conflict, intensified by the March 23 Movement (M23) rebel group's resurgence since late 2021. According to the United Nations, more than 27.8 million people in the DRC face food insecurity, with more than 7 million internally displaced, many repeatedly.

Committee to review 1,247 Sabah citizenship applications

Saifuddin (seventh left) and Hajiji (eighth right) with the committee members before the meeting. KOTA KINABALU (Aug 14): A total of 1,247 citizenship applications from Sabah will be evaluated by the newly established Sabah State-Level Special Committee on Citizenship Status, jointly chaired by Federal Home Affairs Minister Datuk Seri Saifuddin Nasution Ismail and Sabah Chief Minister Datuk Seri Hajiji Noor. Saifuddin revealed this after chairing the committee's inaugural meeting at Menara Kinabalu today. He said the applications, made under Article 15A of the Federal Constitution, were among more than 2,000 submissions recorded from 2021 to 2024. 'This committee has been established to thoroughly review and recommend decisions on each citizenship application. These include applications involving children born out of wedlock, those under institutional care, and children born to non-citizen parents, among others,' he explained. He added that the committee was formed to expedite decisions on the 1,247 cases currently under its consideration, following a similar mechanism already in place between the Home Ministry and the Sarawak Government. During the meeting, Saifuddin and Hajiji also co-chaired the Central Committee on Foreign Nationals Management, which aims to digitalise data collection efforts.

Masidi's claim on 2019 RM1 billion bond repayment a 'desperate distortion' - Sarifuddin

Sarifuddin KOTA KINABALU (Aug 14): Former Sabah Assistant Finance Minister Sarifuddin Hata has slammed State Finance Minister Datuk Seri Panglima Masidi Manjun's attempt to portray the 2019 repayment of the state's RM1 billion bond as 'automatic,' calling it a desperate distortion. 'When Warisan took over the administration in 2018, just one year before the bond matured, the Bond Repayment Fund only had about RM400 million,' said Sarifuddin, who is also Merotai assemblyman and Warisan Kalabakan Division chief, in a statement today. He pointed out that based on the previous administration's plan of allocating RM200 million annually, at least RM800 million should have been in the fund by then. 'However, the RM600 million shortfall was the result of weak fiscal discipline before Warisan formed the government,' he said. Sarifuddin accused Masidi of cherry-picking figures, noting that 'being tabled in the budget does not mean the funds were actually allocated and deposited into the bond fund.' He said official records showed the actual balance in 2018 was far below the required amount. He stressed that Warisan's fiscal discipline between 2018 and 2019 successfully closed the gap, preventing a default. 'If the repayment had been 'fully guaranteed' as claimed by the minister, then why was there such a rush to top up the fund when Warisan was in power?' he asked. Warisan, he added, had less than 12 months to raise the fund from RM400 million to over RM1 billion, including interest, without taking new debt, cutting essential development programmes, or burdening the public. 'This was not a 'routine exercise' but a critical effort to safeguard Sabah's finances, credit rating, and credibility,' he stressed. Sarifuddin also maintained that Warisan implemented the sales tax on petroleum products in April 2020 and gazetted it during its administration. 'GRS only collected the revenue because the first payment came in after they took over. The policy, groundwork, and legal framework were all Warisan's work, not GRS',' he said. The former assistant minister reiterated calls for transparency on how the bond proceeds were spent. 'If the minister is confident every sen was spent in Sabah, then disclose the full list of projects, locations, contractors, and beneficiaries. Until this is revealed, talk of 'full accountability' is just empty words,' he said, calling for an independent audit. Sarifuddin criticised GRS for avoiding direct answers in the State Legislative Assembly, instead offering vague promises to 'study the matter' or 'provide a written reply.' He challenged Masidi and the GRS government to debate the matter openly in the Assembly. 'If you truly believe in your facts, there is no reason to fear debating in the august House,' he said. Masidi on Wednesday refuted claims by Warisan president Datuk Seri Shafie Apdal that the RM1 billion State Government bond repayment in 2019 was an extraordinary achievement of the Warisan administration. 'The repayment was never a sudden burden. It was planned since 2014 under a Bank Negara Malaysia requirement to set up a Sinking Fund, with RM200 million allocated annually over five years. By the time Warisan came into office, the funds were already budgeted, and only the final RM380 million instalment was tabled during their tenure,' he said in a statement.
