NIA arrests two accused involved in brutal killing of woman in ethnic violence-hit Manipur's Jiribam

New Delhi, The National Investigation Agency has arrested two persons belonging to banned militant groups for their alleged involvement in the brutal killing of a woman in ethnic violence-hit Manipur's Jiribam district last year, officials said on Tuesday.
The arrested accused have been identified as Nongthombam Meiraba and Sagolsem Sanatomba alias Surchandra Singh alias Piba, they said.
The 31-year-old tribal woman, who was killed on November 7, was subjected to third-degree torture and suffered 99 per cent burns, according to her autopsy report.
Several body parts and limbs of the victim were missing and visceras for chemical analysis could not be collected as most were charred and unrecognisable, according to the report.
"Right upper limb and parts of both lower limbs and the facial structure found missing," it stated.
Highlighting the unimaginable condition of the body and torture meted out on her, the report said, "Burnt and separated fragments of bone did not show any signs of vital reaction indicating the post mortem nature of separation."
In a statement issued Tuesday night, the NIA said the two accused were arrested "for their involvement in the brutal killing of a woman and burning and looting of houses by armed militants in Zairawn village in Jiribam district of Manipur in November last year".
Accused Meiraba, hailing from the Bishnupur district and belonging to the proscribed insurgent group United National Liberation Front , was allegedly involved in the shooting of the woman identified as Zosangkim in the Zairawn village, the statement said.
The other accused, Sanatomba of the Thoubal district, was a member of the Kanglei Yawol Kanna Lup another insurgent outfit in Manipur and was allegedly part of the group involved in the carnage, it said.
The duo are in the NIA custody till May 17, the statement said.
Over 260 people have been killed and thousands rendered homeless in ethnic violence between the Imphal valley-based Meiteis and adjoining hills-based Kuki-Zo groups since May 2023.
The Centre imposed the President's Rule in Manipur on February 13 this year after Chief Minister N Biren Singh resigned.
The violence started after a 'Tribal Solidarity March' was organised in the hill districts to protest against the Meitei community's demand for the Scheduled Tribe status.
Incidentally, the ethnically diverse Jiribam, which was largely untouched by the clashes, witnessed violence after the mutilated body of a farmer was found in a field in June last year.
Meiteis account for about 53 per cent of Manipur's population and live mostly in the Imphal valley. Tribals Nagas and Kukis constitute a little over 40 per cent and reside in the hill districts.
The NIA has also arrested a cadre of the militant KCP-PWG faction in a murder and abduction case relating to the 2023 ethnic clashes in Manipur.
Waikhom Rohit Singh of Thoubal Pakhangkhong Leirak, Thoubal district, was picked up by an NIA team for his alleged involvement in the conspiracy and execution of the crime in the case, it said.
He is currently in judicial custody after completing his remand with the NIA, the probe agency said.
"In November 2023, a CRPF team deployed on naka duty in Kangchup Chingkhong area of Imphal West district had detained a Bolero vehicle. The vehicle was found carrying five persons belonging to one of the two main communities involved in the ethnic clashes in the north-eastern state.
"A large mob of angry persons belonging to the rival community had then gathered around and forcibly taken away four of the individuals while one had managed to escape. The bodies of three of the four persons were recovered later," the NIA said, giving details of the case.
The NIA, which took over the case in February 2024 on the directions of the Ministry of Home Affairs, the Government of India, is continuing with the investigation, it said in another statement.

It said, 'The Central government has received information regarding registration of FIR no. 0080/2025 dated 01.05.2025 by the Karnataka police at Bajpe police station in Mangaluru city, Karnataka, under sections 189(4), 191(2), 191(3), 126(2), 109, 118(1), 103(1), 61(1), 62, 351(2), 351(3), 190 of the BNS, 2023, and sections 3(1), 25 of the Arms Act, 1959, pertaining to attack on one Suhas Shetty on 01.05.2025 while he was travelling in a car along with a few others, by one Safwan with eight other persons, and the attack resulted in critical injuries to Suhas Shetty and others, and he subsequently succumbed to them in a hospital.' In this case, the Ministry said, sections 10 read with 41, 13, 15, 17, 18, and 20 of the Unlawful Activities (Prevention) Act, 1967, dealing with unlawful associations and terrorist activities, were attracted. The case relates to the targeted killing of an individual in public view with the intention to create terror in the minds of people, and the accused persons involved in the case were allegedly members of the Popular Front of India (PFI), an unlawful association. In view of the circumstances mentioned, the Central government was of the opinion that a scheduled offence under the National Investigation Agency Act, 2008, had been committed in the instant case and having regard to the gravity of the offence, its national ramifications as well as the need to unearth the larger conspiracy, it was required to be investigated by the NIA. The Ministry directed the NIA to take up the investigation into the case in exercise of the powers conferred under sub-section (5) of section 6 read with section 8 of the NIA Act. On the night of May 1, Shetty, who was travelling along with his associates, was chased and hacked to death in full public view by a group of people in Bajpe town. The victim was the main accused in the murder of 23-year-old Mohammed Fazil, a resident of Katipalla-Surathkal, who was killed in front of a shop in Surathkal on July 28, 2022. Fazil was murdered two days after the killing of BJP activist Praveen Nettaru at Bellare in Sullia taluk on July 26, 2022. The Bajpe police have so far arrested 11 persons in the Shetty murder case.

IMPHAL: Tensions escalated across the valley districts of Manipur following the arrest of Asem Kanan, a member of the Meitei group Arambai Tenggol, by the Anti-Corruption Branch (ACB), Central Bureau of Investigation (CBI), Guwahati, on Sunday. In a press release, CBI said: 'Kanan was arrested on Sunday at Imphal airport for his involvement in various criminal activities linked to the 2023 Manipur violence. His family has been informed of the arrest.' The statement also mentioned that CBI is investigating cases related to the Manipur violence as per the directive of the Supreme Court of India. 'Due to the prevailing law-and-order situation, the trial of these cases has been shifted from Manipur to Guwahati,' it said. CBI further confirmed that Kanan has been transported to Guwahati and will be produced before a competent court for police remand. According to police officials familiar with the matter, Kanan was arrested along with four other Arambai Tenggol members on Saturday from Imphal. However, the CBI's official statement confirmed only the arrest of Kanan. Meanwhile, violent protests erupted in Imphal city. Hundreds of demonstrators blocked major roads using burning tyres, wooden planks, and other debris. Security forces fired tear gas shells, mock bombs, and live rounds to disperse the crowds. Amid the chaos, a 13-year-old boy sustained serious injuries to his leg, reportedly from a tear gas shell explosion. He was evacuated to a nearby hospital. From Saturday evening to 5.30 pm Sunday, at least 11 people were reported injured in connection with the unrest, with the situation continuing to deteriorate in the evening. Security forces have been deployed at key locations across Imphal, including Palace Compound in Imphal East, and Keishampat Bridge, Moirangkhom, and Tiddim Road stretching up to Imphal airport in Imphal West. Arambai Tenggol on Saturday announced a 10-day statewide shutdown demanding the unconditional release of the arrested volunteers. Additionally, a women's group from Khurai in Imphal East issued a stern warning, demanding that 'all MLAs currently outside the state return to Imphal and form a new popular government by 6 pm on June 10.' The group declared that any MLA who fails to return by the deadline will not be allowed to re-enter the state. Manipur Governor Ajay Kumar Bhalla on Sunday (June 8, 2025) held a security review meeting with senior officials in the wake of violent protests across the state over the arrests of Meitei outfit leaders. A Raj Bhavan statement said the Governor also met a delegation of MLAs who apprised Bhalla of the current law and order situation in the state. "The governor held a security review meeting with senior administrative and security officials. During the meeting, a comprehensive discussion and review of various matters relating to the current law and order situation in the state were deliberated," it said. The security advisor, the director general of police, the commissioner (home), the secretary to the Governor, the additional director general of police (law and order), IGAR (S), the inspector general, CRPF and other senior officials were present during the meeting. "Today, a group of MLAs called on Governor of Manipur, Ajay Kumar Bhalla, at Raj Bhavan during which the MLAs apprised the governor of the current law and order situation in the state and requested his intervention to help find an amicable solution," the Raj Bhavan statement said. The Governor told the delegation that all "necessary steps are being taken to address the concerns and to restore normalcy", it said. Protests were held across Manipur on Saturday (June 7, 2025) night over the arrests of leaders of the Meitei organisation Arambai Tenggol, prompting the administration to impose prohibitory orders and suspend internet services in five Imphal valley districts. BJP legislator K. Ibomcha, who was part of the delegation, claimed after the meeting that altogether five people were arrested in connection with earlier incidents of violence, which triggered widespread protests in the northeastern state since Saturday (June 7, 2025). Among the five arrested people, one was apprehended by the CBI, he said. The CBI said it has arrested a member of the Meitei outfit Arambai Tenggol at Imphal Airport on Sunday (June 8, 2025) for his alleged involvement in various criminal activities related to Manipur violence in 2023, while the police did not disclose details of the four others.
