
Farmers of Kangeyam-Vellakovil at tail-end of PAP Main Canal allege excess tapping of water in Pongalur Sub-Division, demand legal action as per High Court directives
Alleging excess tapping of water in contravention of High Court directive in the upstream, the PAP (Parambikulam Aliyar Project) Vellakovil Branch Canal (Kangayam-Vellakovil) Water Conservation Association has submitted a petition to the Revenue Divisional Officer of Tiruppur South, seeking action.
Citing the Madras High Court's orders issued during 2023 and 2017, president of the association P. Velusamy said in his petition submitted to the Revenue Department authorities that water flowing through the Parambikulam Main Canal from the Andipalayam measurement point must be equitably distributed between the Pongalur and Kangeyam sub-divisions, after accounting for dewatering losses, based on the proportion of their respective irrigation areas.
Any deviation from this constitutes contempt of court. Despite repeated representations and complaints submitted to the relevant authorities through various channels, no effective action had been taken, Mr. Velusamy said.
In the water release effected currently for the third zone, nearly three times (3/4) of the total water (158.775 mcft) is being allocated to the Pongalur sub-division, while only 1/4 of water (56.15 mcft) is reaching the Kangeyam sub-division. 'We have consistently highlighted the importance of balanced irrigation to both the district administration and the PAP authorities, yet the issue remains unaddressed,' Mr. Velusamy said.
Downstream of PAP Andipalayam reading point, Pongalur sub-division was allotted 245 cusecs for 4,000 acres over a period of seven-and-a-half days. Whereas, Kangeyam sub-division received only 125 cusecs for just five days, despite having the same acreage under cultivation, he explained.
As a consequence, Kangeyam and Vellakovil where rainfall was minimal were experiencing drought conditions. Despite favourable court verdicts, the authorities failed to take meaningful action.
In the PAP case in 2023, the High Court had emphasised that 'equal distribution of water to all eligible ayacutdars is of paramount importance.' In 2015, the High Court had noted that 'corrupt activities, collusion of public authorities, either actively and passively cannot be overruled. Once the government officials are found in collusion, they are to be prosecuted for the offence of abetment, under IPC along with the offenders of the Commission of theft.'
The Assistant Executive Engineer of Pongalur Sub-Division caused contempt of the aforementioned court orders, and hence, legal action must be taken, the petition said.
Copies of the petition were also addressed to the Chief Secretary of Government of Tamil Nadu, senior officials of WRO, District Collector, Superintendent of Police, president of Monitoring Committee for PAP in Dharapuram, Tiruppur DRO and Kangeyam Tahsildar.

SC seeks HC's response on lady judge's plea over 'demoralising' remarks in performance report after CCL request
New Delhi [India], June 11 (ANI): The Supreme Court on Wednesday issued notices to the Jharkhand High Court and the State government, seeking their responses to a plea filed by a lady judge who sought removal of certain remarks made in her annual performance report. The petitioner, a single parent and a District and Additional Sessions Judge in Dumka, Jharkhand alleged that following her request for 194 days of Child Care Leave (CCL), certain 'painful and demoralising' remarks were made in her Annual Confidential Report (ACR) for the assessment year 2023-2024 issued by the Vigilance Registrar of the High Court. After hearing the matter today, a bench of Justices Prashant Kumar Mishra and Manmohan directed the respondent HC and the State, to file their responses to the lady judge's plea within four weeks time and listed the matter for further hearing in the first week of August. The judge had initially approached the Supreme Court after the High Court rejected her CCL request seeking 194 days of leave. The apex court then directed the High Court to reconsider the matter, following which she was granted 94 days of leave, by the High Court. During the hearing on Wednesday, the Supreme Court was informed of a fresh grievance with regard to certain negative remarks made in her ACR. In her application, the judge submitted that while the remarks were stated to be 'suggestive' and non-adverse, they were demoralising and have caused her mental agony. As per the lady judge's plea she has had an impeccable career record of having disposed of huge number of cases. Thus, she sought that the said remarks in her ACR report be expunged. After hearing submissions, the top-court directed the High Court and the State government to file their responses within four weeks and posted the matter to be heard next in the first week of August. Bhim Army protests seeking Ambedkar statue at Gwalior HC
Bhopal: A protest was held by Bhim Army Bharat Ekta Mission on Wednesday over the ongoing dispute regarding the installation of Dr Bhimrao Ambedkar's statue in the Gwalior High Court premises. The organization had planned a Mahapanchayat at Phoolbagh Ground, but police stopped members at Niravali Point on the Gwalior-Morena border to prevent them from entering the city. Despite the restrictions, hundreds of supporters gathered at Niravali Point by 2:30 PM, where the Mahapanchayat was eventually conducted. From the protest stage, national president of Bhim Army Bharat Ekta Mission, Vinay Ratan Singh, along with other leaders, declared their unwavering resolve to install Dr Ambedkar's statue in the High Court. "Babasaheb gave this nation its Constitution, and it's our duty to honour him. Those opposing the statue must understand this. If dialogue fails, the agitation will intensify," Singh was quoted by local media. Protesters traveling from Delhi, Agra, and Dholpur were also prevented from reaching Gwalior. Police set up checkpoints in Morena and Dholpur to stop vehicles and curb the assembling of large crowds in the city. In anticipation of unrest, the administration deployed over 1000 police personnel along with senior officers to monitor the situation from Gwalior to the Morena border. Ambulances were also placed on standby for any emergencies. Prior to this, the Jai Bhim organization had also staged a demonstration in support of the statue's installation.

Rehabilitate SGNP residents within 10km radius: Shinde
Mumbai: Sanjay Gandhi National Park (SGNP) slumdwellers should be rehabilitated within a 10km radius of the park, deputy CM Eknath Shinde said on Wednesday. "As per the court's directive, all civic facilities should be made residents get spacious houses by providing additional FSI," said Shinde during a review meeting of Kurla and Chandivli assembly constituencies. "The Gorakhdham site should be considered; it should be inspected and verified for rehabilitation," he added. Shinde also directed immediate repairs of MMRDA-built PAP buildings in Chandivli and said the 650-bed hospital, which is not yet operational, be handed over to BMC. Shinde said suggestions and objections have been invited regarding redevelopment of buildings in the airport's funnel zone in Vile Parle. "The responses will be studied and the errors rectified while finalising the policy. Discussions will be held with the Airports Authority of India on retaining the joggers park in Vile Parle (E)," he said. — Chaitanya Marpakwar
