CM Nayab Singh Saini meets PM Modi; discusses Haryana's growth and welfare initiatives
The Chief Minister apprised the Prime Minister of the state's progress, emphasizing that with the Central Government's policies and support, Haryana has been achieving remarkable milestones across various sectors. He said that under the leadership of the Prime Minister, Haryana is continuously moving forward as a 'double engine' government and the citizens of the state are getting benefits in areas like education, health, infrastructure, agriculture, industry and social welfare.
Sh Nayab Singh Saini apprised the Prime Minister of some major schemes and programs being implemented in the state and also outlined the state government's future priorities. He said that the State Government is working for the inclusive development of every section of the society guided by the spirit of 'Sabka Saath, Sabka Vikas, Sabka Vishwas and Sabka Prayas'.
On this occasion, the Chief Minister sought guidance from the Prime Minister on various matters of state interest and expressed gratitude to the Central Government for its continued support. He said that the State Government is consistently working towards public service and good governance in line with the Prime Minister's vision.
The Chief Minister expressed confidence that, under the Prime Minister's leadership, Haryana will continue to progress rapidly toward a 'Developed Haryana' along with 'Developed India.' He reaffirmed that the Haryana Government remains committed to the state's all-round growth in the spirit of a 'double-engine government,' with active cooperation from the Centre.

TN must initiate alternative alignment for IDPL project, Petroleum Ministry tells farmer delegation
The Union Ministry of Petroleum and Natural Gas has, in response to representation by farmers from the Western districts of Tamil Nadu for shifting of a 70-km stretch of Bharat Petroleum Corporation Limited's IDPL (Irugur-Devangonthi Pipeline) project from agricultural lands to the roadside of the national highway, taken a stand that the power for deciding on the alignment of the pipeline vests with the State Government. A delegation led by Eesan Murugasamy of Tamil Nadu Farmers' Protection Association that called on Minister of State for Petroleum Suresh Gopi in New Delhi earlier this month had reiterated its resolve to block the project, if a solution is not found. The delegation cited the impending projects by the National Highways Authority of India (NHAI) for construction of bypass roads for Palladam, Kangayam and Vellakovil towns, to buttress their demand for laying of the pipelines along the roadside. The farmers said their earlier request for laying of the pipelines along National Highway 81 from Coimbatore to Karur was not accepted by the officials implementing the project on the ground that the pipelines could not be laid inside the three urban pockets (Palladam, Kangayam and Vellakovil) for security reasons. At the meeting facilitated by Tamil Maanila Congress leader G.K. Vasan, Deputy Director General, Ministry of Petroleum and Natural Gas D.K. Ojha, told the farmers that the change in the alignment for the IDPL project along roadside would hinge on the approval of the Tamil Nadu Government for the proposed change in the alignment. The IDPL project, planned for a 270-km stretch from Muthur in Tiruppur district to Devakondi in Karnataka envisages laying of a second pipeline alongside an existing one laid 22 years ago across farmlands to a 70-km stretch from Irugur in Coimbatore district to Muthur in Tiruppur district for the oil pipeline project of Petronet CCK Limited. Due to the pipeline, the value of farmland had fallen down drastically, and even division of inheritance of the farmland with pipeline beneath has become tough. Stating that the affected farmers have been taking part in a sit-in protest for over 260 days, the delegation justified its decision to block the project if no remedial action is taken.

Orissa HC asks state to appoint authority to make Cow Slaughter Act workable
Expressing concern over illegal cow slaughter across the state, a division bench of the Orissa high court has said that the Odisha Prevention of Cow Slaughter Act, 1960 can not be a dead letter and the government needs to appoint a competent authority to implement the same. The Orissa high court 'The Act which was promulgated as far back as in the year 1960 cannot be a dead letter nor be put in cold storage taking into account the above objects and purpose behind the said Legislation,' noted chief justice Harish Tandon and justice Murahari Sri Raman while hearing a PIL filed by Gau Gyan Foundation. 'In accordance with the provision under Section 3(1)(b) of the Act of 1960, a person is required to obtain a certificate in writing from a competent authority, where a bull or bullock is to be slaughtered. The 'competent authority' is defined in the Act of 1960 as the person appointed in this behalf by the Government by a notification to exercise the powers and perform the functions of a competent authority under the Act or the rules made thereunder. The 'competent authority' prescribed under Section 2(a) of the 1960 Act has not been appointed, thereby rendering a number of provisions of the legislation unworkable. The State Government cannot shrug its responsibility in appointing the competent authority under the said Act and, therefore the State Government should appoint the competent authority within three weeks,' the bench said. In December last year, two private member Bills proposing a ban on the possession and transport of beef and with punishment of three to 10 years were moved in the Odisha Assembly. For the punishment of cow slaughter, the Bills suggested a jail term of 10 years besides a ₹5 lakh fine.
