on Tuesday approached Telangana high court against the state govt for conducting a "false and premeditated" inquiry into the Kaleshwaram lift irrigation project and filed a writ petition to strike down the commission's report.
The case is likely to be heard shortly.
The two BRS leaders challenged the GO Ms. No. 6 dated March 14, 2024, under which the Commission of Inquiry was set up, as "illegal, arbitrary and unconstitutional." Their pleas contended that the Commissions of Inquiry Act, 1952, permits only fact-finding not "judicial inquiries" that attempt to fix responsibility on individuals.

Targeting the commission's head, the former CM alleged mala fides in summoning him only as a witness while later producing a report (July 31, 2025) that made scathing remarks on his tenure (2014–2023).
He said this was done deliberately without issuing a Section 8-B notice, which was mandatory when a person's reputation was at stake.
Stating that the commission misled and denied him an opportunity to defend himself, the former CM charged the authorities with maligning his image by conducting PowerPoint presentations for the media using the commission report and subjected him to a "media trial".
Seeking to quash the report, the petitioners said the process violated natural justice and was intended only to malign their political image.

Hyderabad: BRS working president KT Rama Rao on Thursday alleged that the Congress government was preparing to 'plunder' public funds under the guise of the Musi River beautification project. The BRS leader stated that while the former BRS government, led by K Chandrashekar Rao, laid all the groundwork and prepared a master plan, the current Congress government has inflated the project's estimates to facilitate a massive scam. Addressing the media, KTR highlighted that it was the KCR government that brought Godavari river water to Kondapochamma Sagar, near Hyderabad, through the Kaleshwaram Project. He also reminded the people that in 2022, the KCR government approved a proposal with a budget of Rs 1,100 crore to bring Godavari water from Kondapochamma Sagar to Gandipet lake. KTR further explained that the BRS government undertook and completed the construction of 36 Sewerage Treatment Plants (STPs) to treat the 2,000 MLD (million litres per day) of sewage that flows into the Musi river. He said that the previous government also completed a 5-kilometer beautification stretch in the Nagole area and established a Shilparamam on the banks of the Musi River at Uppal Bhagayat. He said, while the KCR government prepared a master plan and a Detailed Project Report (DPR) with an estimated cost of Rs 16,000 crore, the Congress government has now inflated the estimates to an astounding Rs 1,50,000 crore, KTR alleged. He warned that the BRS would expose and prevent this 'plunder of public money'. He accused the Congress government of rushing the project to secure its position by sending 'money bags to Delhi', all under the 'beautiful cover' of urban development. KTR stated that the people of Telangana are watching all of this unfold.

Hyderabad: Roads and Buildings Minister Komatireddy Venkat Reddy has strongly condemned the statements by BRS working president K T Rama Rao, who was degrading the Congress and making remarks about the INDIA bloc candidate for the vice-president's position. Komatireddy asked KTR to get himself enlightened by his father, K Chandrasekhar Rao, and recalled how the Kalvakuntla family expressed gratitude to Sonia Gandhi at the time of Telangana's formation. The minister launched a blistering attack on KTR for describing the Congress as a 'dirty party,' calling the remark arrogant and disrespectful to the party that fought for India's independence and delivered Telangana. 'Is the party that gave Telangana a third-grade party in your eyes? Ask your father KCR, who once stood with Sonia Gandhi, the very leader who made Telangana a reality,' Komatireddy retorted. The minister said the Congress party's vice-presidential nominee was being applauded nationwide and reminded that Justice Sudarshan Reddy, a jurist from Telangana, had raised his voice for statehood even while serving in the Supreme Court. 'Opposing a son of Telangana for Vice President exposes the hollowness of your Telangana sentiment,' he charged. Accusing KTR of arrogance and massive corruption, Venkat Reddy said, 'Those who looted thousands of crores are now trying to lecture Congress. Ridiculing the Gandhi family, which sacrificed for the nation, only exposes his ignorance. Rajiv Gandhi was hailed as one of the best Prime Ministers, and Rahul Gandhi's Bharat Jodo Yatra was for unity, not politics.' On the fertiliser crisis, the minister countered KTR, saying the Centre had failed to release urea for Telangana farmers. 'Instead of questioning Delhi, you are indulging in baseless remarks,' he said. He also warned that ongoing probes into YTPS and other irregularities would soon reveal how BRS leaders amassed vast assets. 'The people of Telangana know what Congress has done for Nalgonda. Very soon, KTR's true face will be exposed,' Komatireddy declared.

1 2 Hyderabad: The Telangana high court on Thursday sought clarity from the state govt on whether it intends to place the Justice PC Ghose Commission report on the Kaleshwaram project before the assembly first or whether it will act on the report and then lay it before the House for discussion. "This is a crucial question. We need clarity before proceeding further. We need not observe anything more without your answer," a division bench of Chief Justice Aparesh Kumar Singh and Justice GM Mohiuddin told advocate general A Sudarshan Reddy, who appeared for the state. On his request to obtain instructions, the court adjourned the matter to Friday. The bench was hearing petitions filed by former CM K Chandrasekhar Rao and former minister T Harish Rao, who challenged the commission's notices and findings. Their counsels argued that the notices issued were defective as they were only summons and not notices as mandated under section 8B of the Commissions of Inquiry Act. They contended that this denial of due process vitiated the proceedings. They stressed that they were not given an opportunity to cross-examine witnesses who deposed before the commission, a violation of their rights. "The commission was tasked with inquiring into the planning, design, and execution of the project—not into allegations of corruption or irregularities. Yet, imputations against the petitioners are being made public without due process," the counsels argued. Citing judgements in the cases of inquiries held on former IPS officer Kiran Bedi and former Union home minister LK Advani, the counsels sought to strike down the notices and also the findings of commission report. Countering these arguments, the AG submitted that the petitioners were well aware of the notices and even sought documents from the commission, which were duly provided. "A notice does not become invalid merely because a specific section is not cited," he argued. He also contended that since both petitioners are members of the state assembly, they would have the opportunity to participate in the debate on the commission's report once it is tabled in the House. Any judicial intervention at this stage, he cautioned, could impede legislative proceedings. "The commission was set up in the larger interest of the state to identify what went wrong. Its report must first be debated in assembly. Any orders here may pre-empt that process," the AG told the bench. Public domain controversy On the petitioners' grievance that the report had already entered the public domain, the AG denied it. He assured the court that the cabinet has decided to place the report before the assembly shortly for discussion.
