Railway trackman killed, another injured in Maoist IED blast in Odisha's Sundargarh
The deceased trackman, Atua Oram (37), and his injured colleague, Budhua Munda (35), were inspecting the railway tracks for possible sabotage when the explosion took place. The incident occurred on August 3, the final day of the Martyr Week observed by the outlawed CPI (Maoist) outfit. The blast site was located a few kilometres from Renjda station under K Balang police limits in Odisha's Sundargarh district, around 110 km from Rourkela and close to the Maoist stronghold in the dense Saranda forest of Jharkhand's West Singhbhum district.
The injured person has been shifted to a private hospital at Rourkela for critical treatment.
Rourkela SP Nitesh Wadhwahi rushed to the spot to take stock of the situation.
The SP said the IED blast occurred around 10 am on Sunday, resulting in the death of a South Eastern Railway (SER) employee and injuries to another, who has been shifted for treatment. He added that information about Maoist posters being pasted in the area was received around 11:30 pm on Saturday, following which a Standard Operating Procedure (SOP)-based track scanning began on Sunday morning.

Cases of poisoning of drinking water in government schools: DSEL issues SOP for children's safety
Following two shocking incidents of miscreants poisoning the drinking water tanks of government schools in Shivamogga and Belagavi districts, the Department of School Education and Literacy (DSEL) has issued Standard Operating Procedure (SOP) to be followed by headmasters every day in their schools. The Commissioner of Public Instruction has issued the circular with a total of 25 points to be followed, including checking drinking water regularly and ensuring that the sump is locked. These aspects should be checked, confirmed, and documented by the headmaster of the school daily. They have to obtain the signature of a visitor to confirm that the procedure has been followed. HMs made accountable Noting lapses in aspects related to safety of children in schools, the note said, 'If headmasters check some basic factors on a daily basis and take precautionary measures, possible mishaps in schools can be avoided.' They have been instructed to take precautionary measures so that there is no lapse in safety, the circular stated. The department has also listed out duties to be performed by the officials regarding the implementation of SOP various levels, including district nodal officers, Deputy Directors of Public Instruction (DDPIs), Block Education Officers (BEOs), and others. This information should also be entered in the Students' Achievement Tracking System (SATS) every day. Shocking incident Speaking to The Hindu, K.V. Trilok Chandra, Commissioner of Public Instruction, said, 'The incident of miscreants poisoning school water tanks is shocking. In this regard, SOPs have been issued to be followed regularly in every school. All schools have to submit reports to the department.' If they fail, action will be taken against the headmaster concerned, he warned. Recently, miscreants had poisoned the drinking water tanks of two government schools in Shivamogga and Belagavi districts. The police have arrested three people belonging to Srirama Sene in Belagavi district. In the case of Shivamogga, investigation is still on.

BBMP rolls out faceless e-Khata system to boost transparency, curb middlemen
In a bid to bring transparency and efficiency to its e-khata services, the Bruhat Bengaluru Mahanagara Palike (BBMP) has rolled out a new faceless, online e-khata system. The initiative aims at eliminating the role of middlemen, reduce corruption, and ensure time-bound disposal of khata-related applications across the city. Modeled around the Income Tax Department's faceless assessment system, the BBMP's new Standard Operating Procedure (SOP) ensures that applications are randomly assigned to officials through a round-robin system, irrespective of the zone they are deputed to, and applicants will not know which officer is handling their case which eliminates direct contact and any sort of influence. The system follows a First In, First Out (FIFO) principle, ensuring applications are processed in the order they are received, and the officers give no preferential treatment. Each officer will receive a batch of 50 applications, and new applications will be auto-assigned as the previous ones are processed. Any delay beyond three days will trigger automatic reassignment of the application to another officer using round-robin system. Further, if officials fail to act on at least one application within 36 hours of login, they will be blocked from receiving new assignments until the Zonal Joint Commissioner grants a special approval. Applications delayed in two consecutive rounds will be reassigned to the special zonal team supervised by Deputy Commissioner, Joint Commissioner, Zonal Commissioner, and the Special Commissioner (revenue.) Any significant delay or rejection will be automatically escalated to an appellate authority, in compliance with Rules 4 and 5 of the BBMP (Property Tax Assessment, Recovery, Management) Rules, 2024. The Deputy Commissioner (Revenue) will be responsible for communicating such decisions to citizens. The BBMP officials said the system will be implemented through dedicated software starting immediately, although some operational timelines may be adjusted during the transitional period.
