Himachal Ends Free OPD Registration In Hospitals, Fee To Be Charged From June 5

In a significant decision, the Sukhvinder Singh Sukhu government of Himachal Pradesh has announced that from June 5, all government health institutions across the state will charge a fee for OPD slips. Patients will now be required to pay Rs 10 for registration slips. The Secretary of the Health Department has issued a notification to this effect.
Additionally, 133 different tests conducted in hospitals will no longer be free, with the government deciding to impose fixed fees for these tests.
However, exceptions have been made for 14 categories of people, including cancer and kidney patients, pregnant women, elderly people over 60, TB patients, Divyang (differently abled), mentally ill, jail inmates, National Rural Health Mission (NRHM) beneficiaries, patients covered under the free medicine scheme, disaster victims, HIV-positive patients, children in child reform homes, and residents of old age homes and orphanages.
The Himachal Pradesh government has asserted that this move aims to enhance health services and secure resources. Official orders were issued on June 3.
In the order issued by the Health Secretary, it has been stated that, based on the recommendations of the Cabinet Sub-Committee, a decision has been taken to allow the collection of user charges to strengthen and improve the services provided by the Rogi Kalyan Samitis. These services include hygiene, cleanliness, and the maintenance of infrastructure and equipment. Additionally, it has been decided that a consultation fee of Rs 10 will be charged from all patients at the time of registration at the hospital.
Previously, government hospitals in Himachal Pradesh did not charge for prescriptions, and registration was free. However, facing a severe financial crisis, the state government has had to cut back on many free services. Health Minister Dhani Ram Shandil noted that people often do not keep their prescriptions safely, which has led the government to implement the new fee.

2 Militants Killed In Gunfight With Security Forces In Arunachal Pradesh
ITANAGAR: Security forces neutralised two militants during a fierce gun battle in Arunachal Pradesh's Longding district, bordering Myanmar, officials said on Friday. A Defence spokesperson said that the slain militants were suspected to be from the National Socialist Council of Nagalim (NSCN-K-YA) faction. The gunfight occurred on Thursday when during the patrolling party of the security forces came under attack from militants believed to be operating across the porous India-Myanmar border in Longding district of Arunachal Pradesh. 'In response, the security forces effectively retaliated against the attack,' the spokesman said, adding that during the intense firefight, the armed cadres withdrew across the International Border towards Myanmar. The NSCN (K-YA) faction has been active in cross-border operations despite ongoing peace negotiations with various other Naga outfits including dominant faction NSCN (IM). Meanwhile, on May 14, ten militants were killed during an encounter with the Assam Rifles in southern Manipur's Chandel district, which shares the unfenced border with Myanmar and a large cache of arms and ammunition were recovered from the spot. The cache comprised seven AK-47 rifles, a rocket-propelled grenade launcher, a M4 rifle, and four single-barrel breech-loading rifles, ammunition and other war-like stores. On April 27, three militants of the NSCN-K-YA faction were killed during a fierce gun battle between the security forces and the extremists in Arunachal Pradesh's same Longding district. Meanwhile, the Army and Assam Rifles, in coordination with the Assam Police, earlier apprehended a wanted top cadre of the NSCN-KYA from Assam's Charaideo district. The NSCN-K-YA has earlier served an extortion notice of Rs 20 lakh to the public sector oil major Oil India Limited (OIL). The notice was signed by the outfit's self-styled Major, Tha Aung and sent to OIL's office in Manabhum, located in the Changlang district of Arunachal Pradesh. The OIL has its operational site at the Manabhum reserve forest in eastern Arunachal, and the thickly forested reserve forest areas fall under both Changlang and Namsai districts. On April 29, three militants of the National Socialist Council of Nagaland (NSCN) were killed during an encounter with the security forces in Assam's mountainous Dima Hasao district. However, the faction of the NSCN they belonged to is yet to be known. Two AK series rifles and a pistol were recovered from the forested areas. The NSCN-K-YA has not signed a ceasefire agreement with the Centre. Four northeastern states – Arunachal Pradesh (520 km), Manipur (398 km), Nagaland (215 km) and Mizoram (510 km) -- share 1,643-km unfenced border with Myanmar.

This payment was to be made in 10 equal annual instalments and was non-refundable despite any provocation or hostility. India suspended the Indus Waters Treaty in April, following a terrorist attack in Pahalgam on April 22, in which 26 innocent civilians were gunned down by Pakistan-sponsored terrorists. Prime Minister Narendra Modi attacked Pakistan over its support to cross-border terrorism and said terror and talks cannot go together and water and blood cannot flow together. In retaliation for the dastardly terror attack Indian government took a slew of action, including the launch of Operation Sindoor in the early hours of May 7, hitting nine terror sites in Pakistan and Pakistan-occupied Jammu and Kashmir (PoK), in which more than 100 dreaded terrorists were killed.
