Cabinet clears revamped SHAKTI policy for coal allocation to power firms
The Union Cabinet Committee, under the chairmanship of Prime Minister Narendra Modi, on Wednesday approved a revision of the Scheme for Harnessing and Allocating Koyala Transparently in India (SHAKTI) for coal allocation to the power sector.
In the revised scheme, the Cabinet Committee approved the grant of fresh coal linkages to thermal power plants (TPPs) of the central and state sectors and independent power producers (IPPs), meaning coal will be available to all entities as required.
Existing mechanisms for the grant of coal linkages to central sector TPPs, including joint ventures (JVs) and their subsidiaries, will continue.
Thermal power plants, railways, Coal India Limited (CIL), Singareni Collieries Company Limited (SCCL), end consumers, and state governments will benefit, the committee said in an official statement.
Two windows have been proposed under the revised SHAKTI policy. In the first window, the existing mechanism for coal linkage to central sector thermal power projects, including JVs and their subsidiaries, will continue. Coal linkages will be earmarked to states and to an agency authorised by a group of states as per the existing mechanism, on the recommendation of the Ministry of Power (MoP).
Additionally, coal earmarked to states can be utilised by their own Gencos, IPPs identified through tariff-based competitive bidding (TBCB), or existing IPPs having power purchase agreements (PPAs) under Section 62 of the Electricity Act, 2003, for the setting up of a new or expansion unit having a PPA under Section 62.
In the second window, any domestic coal-based power producer having a PPA or untied and imported coal-based power plants can secure coal on an auction basis for up to 25 years by paying a premium above the notified price, with the flexibility to sell electricity as per their choice.
With the revised policy, the existing eight paragraphs for coal allocation have been mapped to only two windows in the spirit of ease of doing business. It also caters to the dynamic coal requirements of the power sector and aims to promote coal import reduction or substitution, the committee said.
Apart from supporting brownfield expansion, the revised SHAKTI policy will promote the setting up of greenfield thermal power projects, primarily at pithead sites closer to coal sources.
It will also enable the sale of power generated through linkage coal in power markets. This will not only deepen power markets by increasing the availability of power in power exchanges but will also ensure optimum utilisation of generating stations, the statement added.

Highlighting flagship initiatives such as the Pradhan Mantri Garib Kalyan Yojana, Ujjwala Yojana, Jan Dhan Yojana, Ayushman Bharat, PM Awas Yojana, and PM Kisan Samman Nidhi, he noted that these programmes have brought real change to the lives of the poor citizens. He said that this milestone is not just a statistical victory, but a reflection of growing hope, dignity, and economic opportunity across the country. He added that it further strengthens India's journey toward becoming a 'Viksit Bharat' by 2047. According to BJP MP Khandelwal, the World Bank's findings reaffirm that under PM Modi's leadership, India is not only the fastest-growing major economy but also one that is ensuring no one is left behind in the nation's development. "This milestone reinforces the belief that under Prime Minister Modi's leadership, India is not only the fastest-growing major economy but also a nation where the poorest are being empowered, included, and uplifted," he said.

Hisar-Chandigarh flight twice a week from June 9, Haryana CM Saini to inaugurate service
The newly inaugurated Maharaja Agrasen Airport in Hisar, Haryana, will now offer a direct flight to the state capital, Chandigarh. The first flight from Hisar to Chandigarh is set to operate on Monday. Haryana Chief Minister Nayab Singh Saini will inaugurate the service on Monday at 3.20 pm. The flight is scheduled to arrive in Chandigarh at 4.30 pm. The return flight will depart from Chandigarh at 4.55 pm and is expected to land in Hisar at 5.55 pm. According to the flight schedule of Hisar-Chandigarh released by Alliance Air, the ATR-72 aircraft will operate between the two cities twice a week, with a flight time of approximately 60-70 minutes. The introductory flight tariff has been kept at Rs 1,449-1,704 one way. Prime Minister Narendra Modi inaugurated flight operations from Hisar airport on April 14 by flagging off a Hisar-Ayodhya flight. The distance between Hisar and Chandigarh is 252 km, and the journey takes approximately four to five hours by road. The journey takes approximately seven hours by train. Last month, a train connecting Hisar with Chandigarh was launched from Hisar's Raipur railway station. It departs from Hisar at 2.25 am and reaches Chandigarh at around 9 am. The work at Hisar airport is continuing. The government had bifurcated the construction/expansion work at the airport into three phases. The first phase's work, including the civil aviation domestic terminal and three aircraft hangars, was completed in 2018 at a cost of Rs 50 crore. The runway expansion, from 4,000 feet to 10,000 feet, at a cost of Rs 250 crore, has been completed. The night landing facilities have been installed at the airport. The construction of the Air Traffic Control tower, staff quarters, fire station, and maintenance building has also been completed in the second phase of the airport expansion. In the third phase of the airport's construction/ expansion, the government has earmarked Rs 3,700 crore and aims to complete it by 2030. The Haryana government seeks to develop Hisar airport as an international hub, with the construction of an international terminal planned for the third phase. Chandigarh is connected with over 18 cities on domestic air routes. These include 12 flights to Delhi, six each to Mumbai and Bengaluru, four each to Jaipur, Srinagar, Leh, and Hyderabad, and two each to Ahmedabad, Kolkata, Dharamshala, Indore, Jammu, Lucknow, Chennai, Patna, and Pune. Direct flights from Chandigarh to Ayodhya and Nanded Sahib are also likely to be launched soon.

In all sectors, including science, education, sports, start ups and the armed forces, women are excelling and inspiring several people, Modi said on X. He cited a number of welfare programmes which, he noted, have benefitted women immensely. Various initiatives, from ensuring dignity through Swachh Bharat to financial inclusion via Jan Dhan accounts, the focus has been on empowering the women, he said. If 'Ujjwala Yojana' brought smoke-free kitchens running on gas cylinders to the poor households, 'MUDRA' loans enabled lakhs of women entrepreneurs to pursue dreams on their own terms. Houses under the women's name in PM Awas Yojana too have made a remarkable impact, he added. 'Beti Bachao Beti Padhao' (save daughter, educate daughter) programme ignited a national movement to protect the girl child, he said. The prime minister shared a thread of a government-run citizenship engagement platform, which listed benefits brought to women by several government schemes. It said the maternal mortality ratio declined to 93 per lakh live births in 2019-21 from 167 in 2011-13, and the households with tap water connections zoomed to 15.64 crore in May 2025 from 3.23 crore in August 2019. Over 10 crore cooking gas connections were given under the Ujjwala scheme, it said, while highlighting several other welfare measures targeting women. In the run up to the anniversary, Modi has been highlighting his government's work for different sections of society, including the poor, farmers and youths.
