Mumbai: The Economic Offences Wing (EOW) of Mumbai police has found that deputy commissioner of police (DCP) Rashmi Karandikar had not disclosed that she had received ₹2.64 crore from her estranged husband Purshottam Chavan while declaring her assets. (Shutterstock)
The agency, which is investigating two alleged cases of fraud involving Chavan, had earlier written to the DGP's office, seeking details about the alleged transfer of funds from Chavan to Karandikar, an Indian Police Service (IPS) officer in 2017-18.
Karandikar has already filed for divorce on grounds of mental cruelty, financial harassment, incompatibility, Chavan's bipolar disorder, and his concealment of financial dealings.
'We may write to the state Anti-Corruption Bureau (ACB) for further inquiry as she is a public servant,' an EOW official told Hindustan Times.
The EOW had, in May, arrested Chavan for allegedly defrauding 19 people of ₹24.78 crore by promising them homes at discounted rates under various government schemes. It had taken Chavan's custody from the special Prevention of Money Laundering Act (PMLA) court as the Enforcement Directorate (ED) had earlier arrested him in connection with an alleged ₹263.95-crore income tax fraud.
In June, the EOW arrested Chavan in another ₹7.42-crore cheating case, wherein he allegedly duped people by promising them land owned by the government and the Bombay Port Trust (BPT) at discounted rates.
During investigation, the agency learnt that ₹ 2.64 crore was transferred from Chavan's to Karandikar's bank account in 2017-2018. Karandikar did not reverse the transaction and invested the money instead in intraday trading, losing the entire amount, EOW officers told HT.
'We subsequently wrote to the DGP's office as the amount was very large and we wanted to check if Karandikar had declared the same in her assets disclosure,' the officer stated. 'Then, we analysed the documents she had submitted while declaring her assets and found that she had not disclosed the receipt of funds from her husband.'
Karandikar, who was questioned by the EOW, told the agency that her bank and trading accounts, though in her name, were managed by her husband, the officer said.

Chandigarh: The Punjab and Haryana high court has directed the Punjab govt to promote an inspector with the special operations cell of Punjab Police, , who suffered bullet injuries during the 2015 terrorist attack at Dinanagar police station in Gurdaspur district, to the rank of DSP. There was a conscious decision to grant promotion which was never withdrawn or modified…This court is of the considered opinion that the petitioner was also entitled to promotion from the rank of Inspector to DSP," observed the HC while directing the state to promote Balbir Singh. In its detailed order released on Friday, the HC also observed that by giving an out-of-turn promotion as DSP to another cop, Bikramjit Singh Brar, the state has considered that an inspector may be promoted out of turn. "The appointment and promotion to the post of DSP is governed by 1959 Rules. Rule 14 empowers govt to relax any provision for the reasons to be recorded in writing," the HC has held. The HC passed these orders while allowing the plea filed by Balbir Singh, who joined Punjab Police in 1992 as an ASI and was promoted to inspector in 2011. During the Dinanagar operation, he played a key role in saving the Gurdaspur senior superintendent of police (SSP) and suffered two gunshot injuries fired from AK-47 rifles by the terrorists. He was admitted to a private hospital in Amritsar where he underwent surgery. On Aug 3, the state govt condemned the Dinanagar terrorist attack and announced a job for the next of kin of martyr cops. It was also announced to promote the injured cops to the next rank. The DGP also awarded him Prakaram Padak and Rs 50,000 monetary help on account of sustaining injuries during the encounter. Later, the state govt promoted all the cops but denied him promotion to the rank of DSP on the grounds that since he was awarded the President's Police Medal for Gallantry, he could not be promoted. On this, Balbir Singh contended that during the pendency of the petition, the state appointed another inspector, Bikramjit Singh Brar, as DSP, who was also awarded the President's Police Gallantry Award. He encountered notorious gangster Vicky Goundar on Jan 25, 2018. He was promoted by the decision of the cabinet. If the similarly situated inspector can be promoted, there is no reason to deny the benefit of promotion to the petitioner, his counsel submitted. After hearing all the parties, the HC observed that the appointment of Bikramjit Singh Brar was not as per the procedure contemplated by the 1959 Rules, whereas it was because of the decision of the council of ministers. While asking the state to promote Balbir Singh to DSP, the HC, however, made it clear that he shall not be entitled to any financial benefits for the period he was not holding the rank of DSP.

The ED informed a special court that Vadra's company, Skylight Hospitality Pvt Ltd, was pivotal to the alleged money laundering operation. According to the ED's chargesheet filed on July 17, Vadra's company acquired a 3.5-acre plot in Gurugram's Shikohpur village as a bribe, contradicting his earlier assertion that he purchased the land for Rs 7.5 crore. The investigation revealed that the cheque intended for the payment was never cashed, and the sale deed was based on false information. The ED alleges that Omkareshwar Properties Pvt Ltd transferred the land to Vadra's company without any payment in exchange for his supposed influence with then-Haryana chief minister Bhupinder Singh Hooda to obtain a housing license. The chargesheet elaborates how the land, obtained as a bribe, was later sold to real estate giant DLF for Rs 58 crore. The ED claims that Rs 53 crore of this amount was channelled through Skylight Hospitality, with an additional Rs 5 crore routed through another company, Blue Breeze Trading. The agency states these funds were then used by Vadra to purchase other immovable properties and make investments. In total, the ED has provisionally attached 43 properties worth over Rs 38 crore, identifying them as either direct or value-equivalent proceeds of the crime. The enforcement directorate (ED) has filed its chargesheet before a special court in Panchkula under the Prevention of Money Laundering Act (PMLA) against two former officials of the Haryana Shahari Vikas Pradhikaran (HSVP), and three other unidentified accused in a case of public fund misappropriation amounting to ₹225.51 crore from HSVP bank accounts between a period of 2015–2019. The ED had already attached properties amounting to ₹ 27.30 crore by issuing four provisional attachment orders. (HT File) The two accused and former HSVP officials have been identified as Sunil Kumar Bansal and Ram Niwas. During the period of 2019–2024, Ram Niwas was also an MLA from Haryana. During its investigation, the ED arrested Bansal and Niwas on June 9, 2025, and are currently in judicial custody. The ED had already attached properties amounting to ₹27.30 crore by issuing four provisional attachment orders (PAOs). The investigation under PMLA revealed the existence of 10 additional bank accounts associated with HSVP where similar fraudulent transactions were carried out using the same modus operandi. The ED thus unearthed an overall embezzlement of public funds to the tune of ₹225.51 crore, which are now being considered as 'proceeds of crime' in this case. The ED initiated its investigation based on an FIR registered on the basis of a complaint filed by the drawing and disbursing officer (DDO) of HSVP against unknown persons at the Sector-7 police station. The DDO had reported that a fraud and financial loss had been committed through an HSVP bank account maintained with the Punjab National Bank (PNB) in Chandigarh. During an internal inquiry, the HSVP found that no such bank account was reflected in its cash branch or IT wing, meaning that the authority had been defrauded by Bansal and Niwas in a clandestine manner. As per the FIR, during the period of 2015–2019, debit transactions amounting to approximately ₹70 crore were repeatedly released from the said HSVP bank account in favour of some particular parties for no apparent reason, causing a loss of ₹70 crore to the HSVP.
