
Government officials can't hold kangaroo court: Madras HC
The Madras high court has said that district revenue officials and police officers cannot conduct kangaroo courts in the guise of peace committee meetings to resolve caste disputes across Tamil Nadu and added that as government officials they are bound to protect the constitutional rights of citizens.
Justice P Velmurugan made the remarks while passing orders on a plea that was filed by two petitioners from Perambalur district. The plea sought a peace committee meeting, which was held on June 3 by local authorities, to be quashed as 'illegal and unconstitutional with respect to continuing discriminatory practices' against the Dalits by denying them access to chariot procession of the deity during the ongoing Shree Vedha Mariyamman Temple festival.
The petitioners, Vinod Kumar and Manikanda, had also sought a direction to six Perambalur district officials, including the collector, police officers and revenue department officials, to ensure that during the festival the temple chariot reaches the streets of Veppanthattai Village, where the Dalit members live.
Peace committee meetings in Tamil Nadu have existed for a long time and chaired by district collectors, police officers, and revenue officials by bringing representatives from the Dalit community and dominant castes together. It can be either to diffuse a caste conflict between them, or reach an agreement over an issue.
Additional advocate general J Ravidran submitted to the court that the petitioners who were also present during the peace committee's meeting had given their consent for the chariot to move as done earlier and now they cannot file such a petition and argued that it was not maintainable.
After hearing both sides, the court said the petitioners have earlier moved the temple chariot through their streets and according to the official respondents, there is no space for moving the chariot to consider the request of the petitioners. So, the court called upon the secretary of the District Legal Services Authority of the Perambalur district to assist the court.
'Now the request of the petitioners is that there is adequate space available to move the temple chariot. The secretary... is directed to inspect the Temple and the Village and measure the length and breadth of the Chariot and also the length and breadth of the disputed Streets and also as to whether the Temple chariot can pass through the Streets which the petitioners claim,' the court said in its orders, dated June 10.
The justice ordered the secretary to file a report by July 8 and posted the case to that date.

Ludhiana: Dalits deserve dignity, not deception, says Channi
Former Punjab chief minister Charanjit Singh Channi targeted Aam Aadmi Party (AAP) convener Arvind Kejriwal and Punjab Chief Minister Bhagwant Mann for not attending the government-organised Kabir Jayanti celebrations in Jalandhar on Wednesday, even though they were reportedly just a few kilometers away. Channi was here in Ludhiana for campaigning in favour of the party's Ludhiana West byelection candidate Bharat Bhushan Ashu. While addressing a press conference in Ludhiana on Thursday, Channi said Kejriwal and Mann had committed to participate in the Kabir Jayanti function, but instead spent their time at a private factory,' Channi alleged. 'Their absence is not coincidental — it reflects their deep-seated disregard for Dalit icons and sentiments.' Channi stated that the Kabir Bhawan in Jalandhar — constructed during the Congress regime at a cost of ₹12 crore — has been neglected by the AAP government. He also pointed out that despite machinery being provided by the previous government for cleaning the sarovar at Bhagwan Valmiki Teerth in Amritsar, the current administration did nothing to maintain it. Further, Channi slammed the AAP government for scrapping the ₹100 crore Baba Saheb Research Centre project proposed at Kapurthala Technical University during his tenure as CM. 'Not even a single brick has been laid in the past three years,' he said, terming it a betrayal of Baba Saheb's legacy. Channi slams Bhagwant Mann, Kejriwal as ‘anti-Dalit'
Ludhiana: Former Punjab chief minister Charanjit Singh Channi claimed that both the Aam Aadmi Party (AAP) and Arvind Kejriwal were anti-Dalit and poor people. Referring to the party not appointing a Dalit deputy chief minister, as promised before the 2022 assembly elections, Channi claimed that CM Bhagwant Singh Mann and AAP national convener Arvind Kejriwal did not participate in the programmes organised in the memory of Dalit gurus. Channi said that Kejriwal projected himself as a common man by wearing slippers and travelling in auto-rickshaws, but soon after coming to power, he started travelling in helicopters and staying in luxury hotels. On Wednesday, Channi said, a government programme was organised in Jalandhar on the occasion of Kabir Jayanti and both Mann and Kejriwal were supposed to attend it. However, he claimed that despite being in Jalandhar, both returned without attending the event. He added that Kejriwal and Mann spent time in a friend's factory after inaugurating a park located about three kilometres from the Kabir Jayanti programme venue. He also said that the Kabir Bhawan was constructed during the Congress government at a cost of Rs 12 crore. Channi claimed that the AAP government did not pay attention to cleaning of the sarovar at the Bhagwan Valmiki Teerth in Amritsar, which, had been made using the machinery procured by the Congress government at expense of crores. The former CM said that the AAP government did not implement the project of building a research centre on the life of Dr Bhimrao Ambedkar for Rs 100 crore at the Technical University in Kapurthala. He claimed that during his tenure as CM, he presented a cheque of Rs 25 crore to the Dera Sachkhand Ballan management to build a study centre devoted to Guru Ravidas's teachings at Dera Ballan, the holy place of Guru Ravidas. Channi alleged that the cheque was taken back by Kejriwal. On the eve of Lok Sabha elections, Kejriwal and Bhagwant Mann reached the dera to present the same cheque but the amount of Rs 25 crore has not been released to the dera so far, he claimed. "I genuinely want to ask CM Mann and Kejriwal what their issues are with poor and Dalit people," Channi asked. He said that before the assembly elections, votes were collected by filling forms promising to give Rs 1,000 per month to women but after 40 months, women had not received anything.
