CHENNAI: Expressing concern over thousands of cases pending in courts for decades across the state due to issues in executing non-bailable warrants (NBWs), the Madras High Court has directed subordinate courts and the Director General of Police (DGP) to strictly follow the orders and guidelines of the Supreme Court in this regard. Citing the report filed by the Registrar General, the judge said 73,699 cases are pending at the stage of execution of NBWs from 1985 to June 2025 across the courts in Tamil Nadu. Commenting that pendency of warrants from 1985 'reflects a breakdown of the system', Justice P Velmurugan appointed R Mahesh Babu, a retired chief administrative officer of district judiciary, as the nodal officer to review the situation in subordinate courts and submit reports. File action taken report in 3 months: Judge to DGP The judge, in the order passed on Friday while disposing of a batch of petitions seeking directions to the police to execute NBWs against accused persons and subordinate courts to take charge sheets on file, also told the DGP to file an action taken report in three months.

Chennai: Madras high court ordered the suspension of a deputy superintendent of police (DSP) and called for disciplinary proceedings against nine other police officers for their failure to file a closure report within the prescribed time in a theft case registered in 2018. Justice P Velmurugan passed the order on a plea moved by S H Zarina Begum, seeking transfer of the probe into the theft case to CB-CID from Choolaimedu Police. The complaint involved allegations of theft of valuable jewels from the petitioner's residence. The court noted that although the case was closed by the then inspector Karnan in Dec 2022, the closure report was not filed before the magistrate, and the complainant was not informed, as required under the CrPC. "Such delay and inaction constituted a violation of legal procedure. Thirteen officers served at Choolaimedu station between 2018 and 2025, and several of them failed to verify or act upon the status of the inquiry," the court said. While two of the officers are reported dead, one is stated to be on medical leave, the report said. CHENNAI: Justice P Velmurugan of the Madras High Court on Friday ordered notice to the director of the Directorate of Vigilance and Anti-Corruption (DVAC), the chairman and managing director of Tamil Nadu Generation and Distribution Corporation (TANGEDCO), former electricity minister V Senthil Balaji and others on a petition filed by E Saravanan, deputy secretary of AIADMK lawyers' wing. The petition had sought directions to the DVAC to register an FIR in connection with the alleged irregularities in procurement of transformers. The petitioner alleged that Rs 397 crore loss was inflicted on the public sector undertaking due to the irregularities in procuring 45,800 transformers at a cost of Rs 1,068 crore during 2021-23. He stated the DVAC has not taken appropriate action based on his representation submitted in May seeking registration of FIR and setting up a special investigation team to probe the matter. The judge further directed the Registry to tag this petition with the one filed by Arappor Iyakkam on the same issue and adjourned hearing by four weeks.

Chennai: Madras high court has directed the Tamil Nadu director general of police and the Chennai city commissioner of police to file a report on how many cases were pending due to non-execution of Non-Bailable Warrants (NBW) across the state as of July 23. Justice P Velmurugan also instructed the registrar-general of the court to request a status report from the subordinate courts regarding how many cases were pending without executing the NBWs and without filing compliance reports as of July 23. The court issued the order in response to a plea by Jamuna Sivalingam, seeking direction for the Neelankarai police to execute the NBW issued against V Rajarajacholan by the metropolitan magistrate, Fast Track Court-I, Allikulam, dated Dec 18, 2024. The Madras High Court has decided to keep pending its suo motu case against former Tamil Nadu forest minister K Ponmudi for allegedly narrating an obscene joke referring to the Shaivite and Vaishnavite communities, reported by Bar & Bench. The decision comes despite the Tamil Nadu police having closed all related complaints. Justice P Velmurugan, presiding over the matter, remarked that politicians in power should not see themselves as kings or queens entitled to sovereign immunity. He made this comment after Advocate General PS Raman informed the court that Tamil Nadu police had closed all 124 complaints filed against the former minister over his alleged remarks. Justice Velmurugan remarked that nowadays, all politicians and individuals making public speeches seem to believe that Article 19 grants them absolute rights, as if "only the sky is the limit". He added that the court could not remain a silent spectator in such matters. "Everyone taking a mic in public must understand. A strong message should go. So many things are being said, as if they (politicians) are the kings of this country. Whatever they say, (they think) they can do no wrong. The court cannot watch these things silently," Justice P Velmurugan said. The controversy stems from a public event organised by Thanthai Periyar Dravidar Kazhagam, during which Ponmudi allegedly made a lewd joke referring to Shaivite and Vaishnavite religious symbols. A video of the speech went viral, drawing widespread condemnation, including from DMK MP Kanimozhi. In response, party president and Chief Minister MK Stalin removed Ponmudi from his role as DMK's deputy general secretary. Later, Ponmudi was forced to resign from the Cabinet as well. Case to be heard in August In response to the advocate general's argument that the complainants had the option to approach senior police officials regarding the closure of their cases, Justice P Velmurugan decided to keep the suo motu case pending. He also instructed that police officers must serve closure reports to all 124 complainants. The case is scheduled for further hearing on August 1, 2025.
