The Karnataka State Environment Impact Assessment Authority (KSEIAA) is once again under scrutiny. A Division Bench comprising Justice Krishna S Dixit and Justice G Basavaraja passed an interim order on January 17 while hearing a writ petition filed by Dodda Aswathanarayana Swamy. On April 9, 2025, the Highextended the interim order until the next date of hearing and directed that the matter be listed during the third week of June.Despite this, the KSEIAA has continued to hold meetings and issuefor various projects across the state, seemingly disregarding the court's directive.Balakrishna Shetty, an environmental activist from Mangaluru, has sought clarification under the Right to Information (RTI) Act, 2005, from the Union Ministry of Environment, Forest and Climate Change (MoEFCC) regarding the implementation of the High Court's stay order in Writ Petition No. 15267 of 2024.In his application, Shetty stated, 'In Writ Petition No. 15267 of 2024, the High Court ordered that the matter under the impugned notification shall not be precipitated until the next hearing. Despite this stay, SEIAA Karnataka and SEAC Karnataka have continued to conduct meetings and issue environmental clearances. Kindly provide copies of directions or correspondence between the Ministry and SEIAA Karnataka or the Department of Ecology and Environment regarding the stay order issued on January 17, 2025.'In response, Dr Saurabh Upadhyay, Chief Public Information Officer and Scientist D, asked Shetty to remit Rs 1,694 for copies of the relevant documents, calculated at Rs 2 per page. The documents released confirm that the Union Ministry had indeed sought legal opinion from Senior Consultant (Legal),, regarding the High Court's interim stay.Salve's opinion clearly interprets the order as a stay on the execution and operation of the Ministry's notification dated March 8, 2024 (OM SO 1188(E)). 'Considering the prayer in the petition... it can be very well interpreted that the Hon'ble High Court intends not to precipitate the operation of this notification,' she wrote. 'Hence, in view of the above... the Hon'ble High Court has stayed the operation of OM dated March 8, 2024. However, given the petitioner's repeated representations, it would be prudent to seek clarification from the Court to avoid any potential contempt.'Bangalore Mirror reported on the controversy in a February 11, 2025 article titled HC stays environment panel's appointments. Two FIRs under the Atrocities Act registered against ex-MP Jaleel
Chhatrapati Sambhajinagar: Two FIRs were registered against former MP Syed Imtiaz Jaleel in the 24 hours ending Friday for allegedly using a discriminatory word against district guardian minister Sanjay Shirsat during a press conference, days after he made serious allegations against Shirsat's family over land acquisitions. Police said the two FIRs were registered at Kranti Chowk and Osmanpura police stations. Officers said they also received complaints on similar lines at different police stations, including Vedantnagar, but no decision was made to register fresh FIRs. Jaleel told TOI, "I just want Shirsat to reply to the questions I have raised about the huge moveable and immovable assets he has amassed. Unable to silence me, he is using police machinery to file such cases against me. I am ready to face all the consequences until all such elements are exposed." Police said based on the complaint lodged by Laxman Hivrale, an office-bearer of the Republican Party of India (Athawale), the Kranti Chowk police registered an FIR on Thursday night. In this FIR, Section 3 (1) of the Scheduled Caste, Scheduled Tribe (Prevention of Atrocities) Act was invoked against Jaleel. On Friday, the assistant commissioner of police (City) issued directives to the Kranti Chowk police inspector for conducting a preliminary inquiry into the case and submit a report to him. The FIR was registered after a large number of Shirsat's supporters gathered at the police station on Thursday afternoon. The list of those who gathered included Jaleel's former loyalist Arun Borde, who said he intended to get FIRs registered across the state. "Though the second FIR was registered at Osmanpura police station, it will be merged with the first one registered at Kranti Chowk. The law is clear that there cannot be two FIRs for one violation, for which a person was already booked," said a senior police officer from the city police. In 2nd year of rule, Naidu sets welfare agenda with Super Six rollout vow amid fund strain, YSRCP barbs
A sum of Rs 10,091 crore will be spent this year on the scheme through Direct Benefit Transfer (DBT) mode, benefiting 67.27 lakh students, out of which Rs 1,346 crore will go towards improving school infrastructure. On Thursday, the Naidu government issued orders for the implementation of the Thalliki Vandanam (meaning 'salutation to mother' in Telugu) scheme under which every school going student in a financially needy family gets Rs 13,000 handout annually. Hyderabad: Andhra Pradesh Chief Minister Chandrababu Naidu, who has repeatedly blamed the previous Jagan government for leaving state finances in dire straits, limiting the new dispensation's ability to implement welfare schemes, has set out to fulfill his poll promises, especially the flagship 'Super Six' guarantees, in the second year of his tenure. The Thalliki Vandanam scheme is one of the Super Six guarantees promised in the Telugu Desam Party (TDP)-Jana Sena Party (JSP) election manifesto. These promises, along with the anti-incumbency wave, were seen as major factors behind the TDP-JSP-BJP alliance's successful trouncing of the YSR Congress Party last year. Since assuming power 12 June 2014, Chandrababu Naidu has been blaming his predecessor and YSRCP president Jagan Mohan Reddy for the state's poor finances, and the TDP-led NDA government's inability to make good on the 'Super Six' and other promises made in the run-up to the polls. Presenting a white paper on Andhra Pradesh's finances in the assembly last July, Naidu had said his administration inherited debt and liabilities to the tune of Rs 9.74 lakh-crore from the Jagan dispensation. The 'Super Six' promises featured on the first page of Prajagalam–Ummadi (joint) manifesto 2024, along with pictures of Naidu and JSP chief and now deputy CM Pawan Kalyan. The poll promises were popularised among the voters with the slogan: 'Babu's surety, good future guarantee.' The six flagship promises are: 20 lakh jobs to educated, skilled youngsters or Rs 3,000 per month as unemployment allowance; annual financial support of Rs 15,000 for underprivileged women to help them educate their children (Thalliki Vandanam); Rs 20,000 per annum as financial assistance for eligible farmers (Annadata Sukhibava); Rs 1,500 per month to eligible women; three LPG cylinders free to each eligible family per year; and free travel for women in the Andhra Pradesh State Road Transport Corporation (APSRTC) buses. Of these, the Naidu government launched the Deepam 2.0 scheme (three gas cylinders free of cost) on the occasion of Deepawali last year. Annadata Sukhibhava will put Rs 20,000 in the farmers' hands—including the centre's PM Kisan scheme Rs 6,000 per annum support—in three installments annually. Both Thalliki Vandanam and Annadata Sukhibhava are reenactments of Jagan Mohan Reddy tenure's Amma Vodi and YSR Rythu Bharosa. However, Naidu, TDP leaders say, has expanded the ambit and amounts under both the schemes, thereby incurring more budget expenditure on the two welfare schemes. The YSRCP contests the claim. The Amma Vodi assistance was limited to one child per mother, while the Thalliki Vandanam aid is being given regardless of the number of school going children in a financially deprived family. Under the YSR Rythu Bharosa, the Jagan government was giving Rs 13,500 farming assistance to ryots, including the Rs 6000 from PM Kisan Scheme. 'Now, we will be giving Rs 6500 more (than what the Jagan government did),' Naidu told reporters Thursday. While stating that women are getting three free LPG cylinders under the Deepam scheme, the CM said the free bus travel for women in RTC buses can be availed from 15 August. Similar free travel schemes are already running in neighbouring Telangana and Karnataka, both ruled by the Congress party. The chief minister added that his administration is also finalising the modalities for implementing the unemployment allowance scheme. The Aadabidda Nidhi scheme, under which Rs 1,500 per month is given to eligible women of 18 years and above, is also underway, said Naidu. Speaking to ThePrint, YSRCP MLA Tatiparthi Chandrasekhar accused Naidu of betraying the people of Andhra Pradesh with his unfulfilled 'Super Six' promises 'for one whole year.' 'Except Deepam, under which also only one free gas cylinder was given, none of the Super Six promises was even initiated during Naidu's first year. Naidu's rule is a saga of deceit and broken promises,' Tatiparthi said. The YSRCP leader criticised Naidu for 'the non-implementation of the Rs 32,400-crore Aadabidda Nidhi scheme yet'. 'This is a betrayal of women's trust,' the MLA charged, adding that during Jagan's tenure, Rs 19,189 crore was disbursed under the YSR Cheyutha, Rs 2,029 crore under the YSR Kapu Nestham, and Rs 1,876 crore under the YSR EBC Nestham, 'schemes that Naidu scrapped after coming to power.' Naidu, meanwhile, also accused Jagan of tearing apart the state during his five years in power, with 'no trace of development'. 'Despite challenges, we are pushing through. I review the finance department for an hour every day. The poorest of the poor are among us. We aim to eliminate poverty and bridge economic inequalities,' said the CM. Once the NDA took charge, Naidu said, 204 Anna Canteens were reopened across the state, providing subsidised, hygienic meals at Rs 5 to the needy every day. 'To support fishermen, Rs 259 crore was transferred to 1.29 lakh beneficiaries, whereas the previous regime gave only Rs 109 crore to 1.09 lakh beneficiaries. Under social welfare pensions, while the previous government spent Rs 21,631 crore annually, our coalition government has allocated Rs 34,000 crore.' 'For the NDA, welfare and development are two eyes. We are generating wealth, increasing income, and investing it back into development and welfare. Many questioned how a state in ruins could be revived. I made it clear: tough times are not for backing down,' said the CM. Justice Varma row: Congress seeks SC-appointed panel's report to decide its stand on impeachment proposal
The government has indicated that it plans to bring an impeachment motion against Justice Varma during the monsoon session of Parliament which is slated to begin on 21 July. Congress sources told ThePrint that the party conveyed to the government that access to the committee's report was essential to determine its position on the proposed impeachment of Justice Varma, who is currently posted at the Allahabad High Court but has not been assigned any judicial work. New Delhi: The Congress has asked the Centre for the report of the Supreme Court-appointed committee investigating allegations of corruption against Justice Yashwant Varma. The Union government has informed the party of its decision to initiate impeachment proceedings against the judge, sources said Friday. On 14 March, wads of currency notes were discovered in a room at Justice Varma's official residence in New Delhi, while he was serving as a judge at the Delhi High Court. The incident sent shockwaves through judicial and political circles. Justice Varma was subsequently repatriated to the Allahabad High Court by the Supreme Court Collegium and has rejected the allegations against him in response to probes undertaken by the Delhi High Court chief justice and the SC committee. While the Congress has formally demanded the inquiry report of the SC committee, some of its legal brains have argued that the report of the panel could not be the sole basis to impeach the judge. The committee, set up by former Chief Justice of India Sanjeev Khanna, comprised the chief justices of Punjab and Haryana and Himachal Pradesh, Justice Sheel Nagu and Justice GS Sandhawalia respectively, and Karnataka High court judge Justice Anu Sivaraman. The committee submitted its report on 3 May. On 8 May, days before his retirement, Justice Khanna wrote to President Droupadi Murmu and Prime Minister Narendra Modi, enclosing a copy of the inquiry report and Justice Varma's response. Congress sources said that the party is consulting legal experts on the need to get the government to follow the Judges (Inquiry) Act of 1968 which kicks in once a motion to remove a judge is admitted in any of the chambers of Parliament. Under the Act, the Speaker or the Chairman, as the case may be, will constitute a three-member committee to investigate the grounds on which the removal (impeachment) has been sought. The committee consists of the Chief Justice of India (CJI) or a Supreme Court judge, the Chief Justice of one of the 25 high courts and a 'distinguished jurist'. In a public statement Wednesday, Congress Rajya Sabha MP Vivek Tankha also questioned the unavailability of the three-member SC committee report with MPs. 'Chairman Rajya Sabha, an eminent SC lawyer, is on record saying that the three judge inquiry report has no constitutional or legal sanctity. It's conducted for the benefit of CJI & SC judges. Not a legal material for parliamentarians to move a motion! Is the government short of legal advice?' Tankha asked. Earlier, when Dhankhar sought to make a case for the revival of the National Judicial Appointments Commission (NJAC) citing the Justice Varma episode, the Congress had indicated that it was open to the idea of changes in the judicial appointments process. 'The recent incident of recovery of cash from the residence of a judge is indeed alarming. While the Congress Party recognises that an independent judiciary is intrinsic to protection of Constitutional principles and democracy, it is also true that Judiciary must set safeguards and standards for accountability. A mechanism for judicial accountability, without compromising judicial independence, is the need of the hour,' stated a resolution adopted by the All India Congress Committee at its session in Ahmedabad in April.
