Karnataka HC demands state submit detailed report on stampede
The Karnataka high court on Thursday raised serious concerns over the planning and preparedness of the IPL victory celebrations that triggered a deadly stampede outside Bengaluru's M Chinnaswamy Stadium, directing the state government to submit detailed responses on key aspects, including who authorised the event, what crowd control and emergency measures were in place, and whether there had been any advance assessment of the turnout. A bench of acting chief justice V Kameswar Rao and justice CM Joshi asked the state pointedly whether permissions had even been sought to organise such a celebration, whether a standard operating procedure exists for managing crowds above 50,000, and if immediate medical help was extended to the injured. The questions came after a stampede outside the stadium killed 11 and injured around 50 people. Taking suo motu cognisance of the June 4 incident, the bench directed the government to file a comprehensive status report addressing nine specific questions by June 10, when the matter will be heard next. The tragedy unfolded on Wednesday evening when over 250,000 people reportedly gathered near the stadium after announcements of free public entry to the celebratory event for Royal Challengers Bengaluru (RCB). The stadium's official capacity, the government told the court, is about 30,000. During the hearing, advocate general Shashi Kiran Shetty admitted that the crowd outside the stadium was in a state of 'frenzy'. 'Each person thought they would only be one more,' said Shetty, acknowledging the chaotic conditions and noting that people had travelled from across the state and even from outside Karnataka. The court then directed the government to explain, 'When and who took the decision to hold the celebration, and how it was to be conducted.' 'What traffic and crowd regulation measures were in place; whether medical arrangements were made in advance and whether those injured were given timely medical attention,' the court added. It has also asked the state to clarify in its status report if any 'advance estimate of the crowd size was undertaken; whether SOPs exist to manage gatherings above 50,000 people; and if permissions were formally obtained for the event.' While a magisterial inquiry is underway, the AG submitted that its report will be submitted within a fortnight. AG Shetty confirmed that the stampede occurred at three entry gates, despite all 21 stadium gates being open. Shetty also said the government was not 'sparing anyone' responsible for the tragedy. The petitioners and members of the Bar who were present in the court, including senior advocate Aruna Shyam, questioned the wisdom of announcing free public entry with no advance planning. Shyam also urged the court to appoint an independent body to monitor the probe. The bench assured the petitioners that it will ensure accountability and suggested that everyone wait until the state filed its status report. The court also said it will examine claims that the announcement of free entry was made not by the government but by a franchise official, and that only three of the 21 gates of the stadium were effectively accessible to the public. An FIR has been registered by the city police following the incident and the Royal Challengers Bengaluru, event-management company DNA Entertainment, and the administrative committee of the Karnataka State Cricket Association have been named in it.

‘Not sparing anyone': What Karnataka government told high court on Bengaluru stampede
During a suo motu hearing on the Bengaluru stampede in which 11 people died, the Karnataka government told the Karnataka high court on Thursday that 2.5 lakh people had unexpectedly congregated outside the Chinnaswamy stadium to celebrate the victory of the local team, RCB, in the Indian Premier League. The government also told the court that they had deployed over 1400 personnel, including senior officials, to maintain the law and order situation outside and inside the stadium. Advocate General Shashi Kiran Shetty, appearing for the state, told the court that 2.5 lakh people turned up because it was published that the entry was free, reported Live Law. He said the event management is handled by RCB during IPL matches. He said the huge crowd accumulated because people from outside the state also turned up outside the stadium. He further said that the government has ordered a magisterial probe whose report will be furnished in 15 days. He also said the government is not "sparing anyone" responsible for the tragedy. On the court's query regarding the number of gates, the advocate general submitted, "Total 21, and instructions were that they were open and people were allowed inside and seated. 2 lakh people were around this place. We have started an inquiry, and notices have been given to everyone; we are not sparing anyone," he said. He said the government will video-record the probe and place it before the court. "Are there any vehicles which can be made available if such an incident happens, to which hospitals will the injured be taken? All this is to be included in SOP," the bench observed. Shetty responded by saying that the government has taken the incident seriously, and it will prepare an SOP. Eleven people died, and at least 33 were injured in the stampede that took place before RCB's victory celebrations. CM Siddaramaiah blamed overcrowding for the tragedy.

Over 1,000 cops for RCB event: Karnataka to court after DK Shivakumar's 5,000 claim
The Karnataka government told the High Court on Thursday that over 1,000 police personnel, including the City Police Commissioner, DCPs, and ACPs, were deployed at the M Chinnaswamy Stadium on the day of the stampede, which resulted in 11 deaths. This comes a day after Deputy Chief Minister DK Shivakumar claimed that 5,000 police personnel were present to manage the High Court, earlier in the day, had taken suo motu cognisance of the stampede and issued a notice to the State Government. Appearing before a bench of Acting Chief Justice V Kameshwara Rao and Justice CM Joshi, Advocate General Shashikiran Shetty said, 'We are not taking an adversarial approach. Whatever direction the court gives, we are ready to act.' The Karnataka High Court remarked, "The intent to celebrate has led to a tragedy. We take suo motu cognisance of the same to ascertain the reasons for the tragedy and if the tragedy could have been prevented and steps that need to be taken in the future."The government said water tankers, ambulances, and command and control vehicles were also present, and this was 'far more' than what had been done for previous this, the state said the situation spiralled due to the arrival of over 2.5 lakh people, many of whom believed there would be free entry to the stadium. The stadium has a capacity of 35,000, and usually, only 30,000 tickets are to the state counsel, people started gathering at the venue by noon, and by 3 pm, the area was fully blocked. The crowd included people from outside the state as well. Shetty then presented a map of the stadium showing where the casualties took place: Gate 7 (4 deaths), Gate 6 (3 deaths), and Queens Road (4 deaths).When the bench asked how many gates the stadium has, the state replied that there were 21 gates, all of which were open, and people were seated inside as response to the court's question about a Standard Operating Procedure (SOP) for crowd control, the state said such steps are 'futuristic' and are currently being worked on. Shetty added that Chief Minister Siddaramaiah directed officials to come up with a new SOP, and work on it began the night of the state also told the court RCB and its event managers handled ticketing and crowd management. An FIR has been filed, and notices issued to concerned parties to investigate whether there was any negligence, said court said it would lay down specific aspects on which the next status report must be filed and directed the registry to formally treat the matter as suo motu. Nilesh Shetty stays cautious; 3 sectors see largest allocations in value portfolio

Shetty is moving away from certain sectors and does not believe consumer staples still offer value. They have zero allocation there and still do not believe capital goods offer value. The valuations in the capital goods sector is the same as consumer staples or even higher in most cases. Given the cyclicality of the sector, Shetty does not think those valuations will sustain and expects a negative surprise started correcting in September of 2024 and the primary construct then was that there has been a significant disconnect between valuations and earnings growth and that has not materially changed. Even in the March quarter results, cumulative earnings growth for the BSE 500 was in low single digits. The rally after that, especially after the ceasefire where at least last month, the smallcap index rose 10%, has been very surprising and that again has created that disconnect between valuations and underlying remain very fairly cautious. There are pockets of opportunity and the largest pocket remains private sector banks. They trade substantially below their long-term valuations. The other big opportunity remains insurance as well as IT services. Now IT services is not a near-term story. It may be perhaps a two-year or a three-year story where you may have to wait for the discretionary spend in the US to pick up and the valuations remain comfortable. Our largest allocation in the value portfolio currently remains banking, IT services, consumer discretionary, and within financial services, we have a large allocation to insurance that is the obvious place where valuations look very comfortable, that is where our largest allocation is. But unlike the market, we also prefer IT services right now. We think there is significant opportunity if you are a patient investor there and we have been slightly ahead of the curve in the insurance space and we bought it when there was significant disconnect between valuations and where we think long-term fundamentals for the sector are slightly away from the market in certain sectors; we do not believe consumer staples still offer value. We have zero allocation there and we still do not believe capital goods offer value. The valuations in the capital goods sector is the same as consumer staples or even higher in most cases. Given the cyclicality of the sector, I do not think those valuations will sustain and investors may see a negative surprise there.

‘Chikka Melas' of Yakshagana to launch their 2025 rainy season tour on June 5
The Chikka Melas of the Tenkuthittu school of Yakshagana will commence their 2025 rainy season tour on June 5, according to Sarapady Ashok Shetty, president of the Tenkutittu Chikka Melagala Okkuta. Addressing the media here on Tuesday, Mr. Shetty said that 50 to 60 melas embark on the tour, which will conclude by Deepavali. They perform for about 20 minutes at select houses between 5.30 p.m. and 10.30 p.m., and each mela comprises a five-member team, including two mummela artists and two himmela artists. This season's tour will be launched by performing 'Gejje Muhurtha' and presenting a show at the Talakala Kashi Sri Vishwanatha temple on Thursday, he said. The artists formed the Okkuta (federation) two years ago to have unity and discipline in performances and conduct. The artists take out the tour through Chikka Melas to earn their livelihood during the rainy season, as daily Yakshagana 'bayalata' performances of the Yakshagana melas, which begin in November and December every year, end in May.
