Traders vow their unwavering support to LCCI

LAHORE: The Lahore Chamber of Commerce and Industry witnessed a massive show of strength at its Traders Convention, where thousands of traders declared their unwavering support for the LCCI.
Following overwhelming input from the trader community, LCCI President Mian Abuzar Shad conditionally accepted the government's offer for negotiations saying that any talks must be meaningful and solution-oriented. He said that the July 19 nationwide strike will proceed as scheduled.
LCCI President Mian Abuzar Shad, Senior Vice President Engineer Khalid Usman, Vice President Shahid Nazir Chaudhry, Former LCCI Presidents Mian Anjum Nisar, Muhammad Ali Mian, former Senior Vice President Ali Hussam Asghar, former Vice President Faheem ur Rehman Saigol, representatives of trade and industrial associations and LCCI Executive Committee Members spoke on the occasion.
President LCCI Mian Abuzar Shad said that the business community has been pushed to the wall through oppressive policies. We don't enjoy going on strike. We have been squeezed to the point of compulsion. He said that when Lahore moves, the entire country follows.
He condemned the imposition of Section 37AA of the Income Tax Ordinance and called it a draconian law aimed at destroying trade and industry. Dual nationals are drafting policies for this country. No wonder the economy has reached this crisis point. He said that the business community did not take these massive loans we are not liable to bear their burden. Why are the $200 billion held abroad not brought back? he questioned.
Mian Abuzar warned that if even a single trader is harmed, the entire national business community will rise in protest. We will pay our taxes and we will also demand accountability for the corruption eating up our economy.
Former LCCI President and SAARC Chamber Vice President Mian Anjum Nisar said that we do not want to strike but the government has left us with no choice. Doing business has become nearly impossible due to the harsh and impractical budget measures imposed by FBR.
He revealed that in Lahore, FBR officials pulled guns on each other over bribery money disputes. He said that the politicians set Rs500 million corruption limit for NAB but businesspersons are arrested over suspicion of Rs50 million. Why this double standard? He warned that Section 37AA would further promote corruption and destroy economic confidence.
'There's only 5% tax in the UAE,' he added and said that here we face one-sided oppression. This won't be just a Lahore strike, Karachi, Peshawar, Sialkot and the entire nation will join.
LCCI Senior Vice President Engr. Khalid Usman said that the Finance Minister had promised to incorporate the business community's suggestions into the budget but not a single proposal was implemented. He confirmed that LCCI has been in daily contact with chambers across Pakistan. This will begin with a one-day strike but if the issues remain unresolved, we will launch an indefinite nationwide protest.
He said that we are open to negotiations but not for lip service, only for actual solutions. The July 19 strike will go ahead as a countrywide movement. LCCI is leading this historic effort. For the first time in Pakistan's history, there will be a nationwide shutter-down and wheel-jam strike.

The Supreme Court has ordered a stay on proceedings in all cases currently pending before the Alternative Dispute Resolution Committees (ADRCs), which function under the administrative control of the FBR to handle tax-related matters, especially those involving state entities. The order came from a division bench headed by Chief Justice Yahya Afridi, which issued a two-page directive. It noted that during proceedings, it was brought to the court's attention that the FBR, in consultation with the Ministry of Law and Justice, was in the process of overhauling the mechanism for appointing members to the ADRCs. The FBR's legal member submitted before the bench that the revenue body remains open to constructive suggestions regarding the ADRC proceedings as mandated by law. Taking note, the court observed it would be appropriate for the FBR to first examine the matter in detail. Accordingly, the bench directed the FBR to consult with Shahid Jamil, counsel for the petitioner (ZTBL), counsel for the respondent (FBR), amicus curiae Sultan Mazhar Sher Khan, the Attorney General for Pakistan and the Secretary, Ministry of Law and Justice. The order further directed that the FBR must "duly consider the opinions and input" of these stakeholders before finalising the proposed framework for appointing ADRC members. "A report in this regard shall be submitted before this Court prior to the next date of hearing. In the meantime, proceedings in all cases currently pending before the ADRC shall remain stayed till 24.07.2025," the court stated. Shahid Jamil, counsel for ZTBL, maintained that transparency must be ensured in the appointment of ADRC members. However, legal experts remain divided on the current state of ADRCs and their role in dispute resolution. One lawyer representing a state-owned enterprise (SOE) argued that the ADRC mechanism has proven "destructive" for SOEs. "They are being crushed with taxation and have no remedy against the ADRC," he said, alleging that billions of rupees in taxes were forcibly recovered in June without the legally required notices, simply to meet revenue targets. "All profit-making SOEs are being destroyed," he added. Another lawyer contended that the ADRC should function independently and without FBR's influence to be credible. On the other hand, Hafiz Ehsaan Ahmad, who has represented the FBR in numerous cases, defended the institution. He explained that the FBR was legally empowered to constitute ADR committees for the settlement of tax disputes and to avoid prolonged litigation. However, he acknowledged that the ADR system in Pakistan has struggled due to several structural flaws, including the absence of qualified and independent arbitrators, a lack of transparency in ADRC composition, inadequate digital and institutional infrastructure and, most crucially, the limited binding nature and enforceability of ADR outcomes, particularly when they involve findings of fact.

The business community has postponed the countrywide strike after successful talks with the government over certain budgetary measures introduced through the Finance Act 2025. A day earlier, the federal government invited representatives of all trade bodies for negotiations after Karachi's business community and transporters announced a countrywide wheel-jam strike scheduled for July 19. The Karachi Chamber of Commerce and Industry (KCCI) had called the strike in protest against five key measures incorporated into the federal budget for the current fiscal year, along with 32 anomalies in the Finance Act. KCCI opposes Sections 37A and 37B of the Finance Act, which, it claims, grant the Federal Board of Revenue (FBR) arbitrary arrest powers. It also objects to Section 21(S), which imposes harsh penalties on cash transactions of Rs200,000 or more; mandatory digital invoicing under SRO 709; and the imposition of E-Bilty under Section 40. The meeting was chaired by Finance Minister Muhammad Aurangzeb and attended by members of chambers of commerce, trade organisations, and senior government officials. The meeting included a detailed review of the traders' concerns, particularly regarding Section 37A and other contentious provisions of the Finance Act 2025. During the session, a committee was formed under Prime Minister's Special Assistant Haroon Akhtar Khan to address the business community's reservations. It was also decided that the strike would be postponed until the committee completes its work. The committee is expected to conduct detailed consultations over the next 30 days and present a consensus-based, practical solution to the federal cabinet. The government on Tuesday agreed to form a high-powered committee to address the business community's concerns over Section 37A of the Finance Act 2025, prompting traders to defer their planned nationwide strike for 30 days. The decision was made during a meeting chaired by Finance Minister Senator Muhammad Aurangzeb in Islamabad, attended by representatives of major chambers of commerce, trade bodies, and business associations, the Finance Ministry said in a statement. The minister assured the business community that the government's intention is to curb tax evasion, not to harass honest businesses. To facilitate dialogue, a committee will be constituted under Special Assistant to the Prime Minister on Industries and Production, Haroon Akhtar Khan. The body will also include Minister of State for Finance Bilal Azhar Kayani, PM's Coordinator on Trade Rana Ehsan Afzal Khan, FBR Chairman, and nominated business leaders.
