
Malampaya Phase 4 drilling underway
The Department of Energy (DOE) on Tuesday confirmed that drilling operations for the Malampaya Phase 4 Project are now in full swing, with the aim of ensuring energy security.
Energy Secretary Sharon Garin said the project involves the drilling of three new wells—Camago-3, Malampaya East-1, and Bagong Pag-asa-1.
'Malampaya is 23 years old and used to supply 40% of Luzon's electricity demand. That has since gone down to 20% as reserves have dwindled,' said Garin during a press briefing in Malacañang.
She said that President Ferdinand Marcos Jr. conducted a flyby inspection of the site on July 14 to oversee progress and express support for the initiative.
Garin explained that drilling is being carried out by a vessel named Noble Viking, which arrived a few weeks ago. Each well will be drilled at a depth of around 3 kilometers, with results expected later this year.
'We are hopeful, especially with Bagong Pag-asa. It's still a prospect, but it looks promising,' she said.
The Malampaya gas field has been a key supplier of natural gas to Luzon since it began operations in 2001. It powers homes, hospitals, and schools—but declining reserves have prompted government efforts to extend its life and tap new wells to secure affordable and stable electricity.
Phase 4 development is expected to help stabilize electricity costs while complementing the government's long-term goal of increasing renewable energy usage across the country.
'This is an indigenous resource,' Garin said. 'Even if there are wars elsewhere in the world, we can protect ourselves because this is ours—and we can manage the prices and supply ourselves.' —VBL, GMA Integrated News

DOE sets public consultation on draft Carbon Credit Policy
The Department of Energy (DOE) is set to meet with 120 stakeholder representatives from the private sector this week to gather feedback on the draft Carbon Credit Policy it is developing in a bid to attract investments in clean energy. The DOE said the public consultation will be convened on Tuesday, August 19, to hear feedback on the draft department circular which will provide general guidelines for the issuance, management, and monitoring of carbon credits in the energy sector. 'This Carbon Credit Policy is a game-changer for the Philippine energy sector,' DOE undersecretary Felix William Fuentebella said in an emailed statement. 'It will equip our energy sector with the tools to generate and manage carbon credits with integrity, ensuring every ton of reduced carbon dioxide is real and verifiable. This builds trust and unlocks investment in effective climate solutions,' he added. The Policy aims to ensure environmental integrity through promoting projects that reduce emissions, enhance transparency and accountability, and align the Philippines' commitments under the Paris Agreement and other climate frameworks. To recall, the Philippines and Singapore in August 2024 signed a memorandum of understanding to collaborate on carbon credits under Article 6 of the Paris Agreement. Garin says there's clamor among House members for AKAP
"Kapag walang bahay ay hindi talaga puwedeng mapondohan ng Kongreso. Dahil walang bahay ang AKAP, mahirap siyang mapondohan. Pero andoon pa rin yung hinaing ng mga kongresista na baka sa 2027, maibalik ito or ma-expand ngayon yung coverage ng AICS," Garin said in an interview. Without an allocation in the National Expenditure Program for 2026, there might be no way to fund the Ayuda Para sa Kapos ang Kita Program (AKAP), or the government's assistance program for minimum-wage earners, Deputy Speaker Iloilo Rep. Janette Garin said on Friday. Garin, however, said there was a clamor among members of the House of Representatives for its revival in the 2027 national budget or to expand the coverage of the Assistance to Individuals in Crisis Situations (AICS) in 2026. "Kapag walang bahay ay hindi talaga puwedeng mapondohan ng Kongreso. Dahil walang bahay ang AKAP, mahirap siyang mapondohan. Pero andoon pa rin yung hinaing ng mga kongresista na baka sa 2027, maibalik ito or ma-expand ngayon yung coverage ng AICS," Garin said in an interview. "Talagang nakakapanghinayang yung isang programa na na-demonize," she added, referring to how criticisms that AKAP had been used for political patronage. (If there's no allocation for AKAP, Congress can't fund it. Without an allocation, it will be difficult to set aside funds for it. However, there is a call among House members to include it in 2027, or expand the coverage of AICS.) Garin said the House of Representatives respected the decision of the Department of Budget and Management not to allot funds to AKAP for 2026. "Nirerespeto natin ang DBM dito. Andoon lang yung paghinaing ng ibang kongresista na sayang kasi yung niche of population, yung near-poor na dapat tinutulungan natin," Garin said. (We respect the DBM. Poverty alleviation Akbayan Party-list Rep Perci Cendaña supported the decision of the Department of Budget and Management not to include funding for AKAP in the 2026 proposed budget. "Maraming mahihirap na kababayan natin ang nangangailangan ng salbabida lalo na't nalulunod sila sa napakataas ng presyo ng bilihin at hindi pa natin naipapapasa ang P200 wage hike," Cendaña told GMA Integrated News. "Sa ganang akin, mas kailangan pondohan ang mga poverty alleviation programs tulad ng 4Ps na mas programmatic at holistic, may konkretong targets, at may malinaw na patutunguhan–ang pagraduate mula sa kahirapan," he added. House Committee on Public Accounts Chair Rep Terry Ridon sees the value of AKAP. "Ito po ang AKAP ay para po doon sa mga talaga hong mababa ang sahod na mga kababayan po natin. Sinusuportahan po natin, sa totoo lang, yun pong AKAP nitong nagdangpanon and I'm not quite certain on what congress will do whether they will restore acup for next year," Ridon said. "Pero very important po yung prinsipyo na kailangan ho natin tulungan, hindi lang po yung mga pinakamahirap po nating mga kababayan, kundi kasama pa rin po dapat dito yun pong mga near-poor natin mga kababayan," he added. He said he will leave it to the chairperson of the House Committee on Appropriations to decide whether to provide funding for AKAP next year or not. Ridon said that when the Department of Social Welfare and Development defends its budget, it reports to the House of Representatives if the objectives of AKAP were met in the past two years.

Marcos tells South Korea's Lee: Int'l support necessary for PH maritime interests
President Ferdinand 'Bongbong' Marcos Jr. has emphasized the significance of continued international support for the Philippines' maritime interests and regional stability to South Korean President Lee Jae Myung. Marcos pointed this out during his first telephone conversation with the South Korean leader on Thursday, wherein they reaffirmed the strong and enduring strategic partnership between the Philippines and South Korea. To recall, President Lee assumed office on June 4, 2025. 'We discussed expanding trade and investment, advancing development initiatives, infrastructure and people-to-people exchanges,' Marcos said. 'We also remarked that our Strategic Partnership is an opportunity to deepen and expand relations,' he added. During the phone call, Marcos conveyed his warm congratulations and expressed his full support for President Lee's administration. They also reaffirmed their commitment to deepening the strategic partnership, emphasizing cooperation in key areas such as trade and investment, defense and security, and people-to-people ties. Marcos also mentioned the Philippines' appreciation for South Korea's longstanding support for the country's development and advocacies. Marcos further expressed his eagerness to meet President Lee during the upcoming high-level events, such as the 2025 APEC Summit, which will be hosted by South Korea later this year. President Lee, for his part, expressed support for deeper engagements with the ASEAN as the Philippines assumes ASEAN chairmanship in 2026. The Presidential Communications Office said that the Philippines and South Korea established diplomatic relations on March 3, 1949, marking 76 years of formal ties in 2025. Ties between the two nations were elevated through the Joint Declaration on the Establishment of a Strategic Partnership on October 7, 2024, reflecting a shared commitment to enhance cooperation across key sectors, including political, security, economic, and socio-cultural.
