
Rs34.5b added to kitty after LHC vacates stay
While on this account, overall in a month the national exchequer accrued financial benefit of Rs 34.5 billion.
This success was gained due to the vision of economic reforms of Prime Minister Muhammad Shehbaz Sharif and improvement in the performance of the Federal Board of Revenue (FBR).
The prime minister had taken notice of the stay order on cases related to tax on windfall income of banks under the Finance Act 2023 and asked the Minister for Law, Minister for Finance, Attorney General and Chairman FBR to constitute the best team to argue these cases.
In the last month, due to the efforts of the team, firstly Rs 23 billion were recovered after the verdicts of Sindh High Court and now Rs 11.5 billion were gained from the decision of the Lahore High Court.
The prime minister appreciated the efforts of Minister for Law and Justice Azam Nazeer Tarar, Minister for Finance Muhammad Aurangzeb, Attorney General Mansoor Awan, Chairman FBR Arshad Mehmood Langrial, Secretary Finance Imdad Bosal and their team.
The prime minister said the ministers of law and finance and the team of attorney general made the historic achievement possible with their hard work.
He said due to these creative and strong steps, tax collection could be increased and there would be hope for a better economy.
A substantial amount of Rs 34.5 billion was deposited in the national exchequer and this money now could be spent on projects of health, education and public welfare, he added.
He said with the grace of Allah Almighty Pakistan would soon become self-sufficient with these kinds of steps.

Port congestion: Suggestions aimed at slashing container dwell time finalised
ISLAMABAD: To improve cargo clearance efficiency and easing congestion at the country's two key seaports, the Ministry of Maritime Affairs has finalised a set of recommendations to reduce container dwell time at Karachi Port and Port Qasim. The recommendations prepared by the Karachi Port Trust and Port Qasim Authority in collaboration with other experts were presented to the Federal Minister for Maritime Affairs, Muhammad Junaid Anwar Chaudhry, here on Tuesday. The minister instructed that the recommendations be forwarded to the Federal Board of Revenue (FBR) earliest, with directions to prepare an implementation plan within two weeks. Acting Chairman Karachi Port Trust, Rear Admiral Ateeq ur Rehman, and Rear Admiral Muhammad Khalid, Director Operations of Port Qasim Authority joined the meeting via video link from Karachi. The committee itself was established by the minister and is chaired by Umer Zafar Sheikh, Additional Secretary, Ministry of Maritime Affairs, with representation from KPT, PQA, Pakistan Customs, terminal operators, FBR, and other relevant stakeholders. The minister emphasised that the plan seeks to align Pakistan's port operations with global benchmarks, enabling faster clearances, smoother trade flows, and reduced operational costs for businesses. He also restructured the committee, assigning it a new mandate as an implementation body responsible for coordinating with the FBR and monitoring progress within the specified timeframe. The recommendations focus on addressing bottlenecks across the clearance chain, from delays in goods declaration filing, adjudication, and laboratory testing, to issues related to transportation, examination, auctioning, and gate-out processes. Key measures include promoting early or pre-arrival filing of goods declarations, shortening the filing window, and introducing fines for late submissions. Virtual hearings have been proposed to speed up adjudication, while the use of rapid screening technologies and expanded laboratory facilities has been advised to reduce testing delays. PSO FY25 – strong earnings despite sales slump
Pakistan State Oil (PSX: PSO) closed FY25 with earnings up 32 percent to Rs21 billion in FY25. This improvement in the bottom line came despite a decline in revenues, as net sales contracted 12 percent to Rs3.15 trillion against Rs3.57 trillion in the previous year. The contraction was largely attributed to a fall in petroleum product prices coupled with lower sales volumes, with motor spirit and high-speed diesel volumes slipping 4 percent and 5 percent year on year, respectively, while furnace oil volumes dropped sharply by 47 percent. On the other hand, the RLNG business provided some stability as PSO handled over 110 cargoes during the year. Despite topline pressures, PSO managed to improve gross margins to 3.1 percent in FY25 from 2.7 percent a year earlier, primarily due to reduced inventory losses. In the fourth quarter, however, margins eased to 2.9 percent compared to 3.2 percent in the prior quarter as inventory losses resurfaced. Finance costs were a major source of relief, falling 36 percent year on year, as the company benefitted from lower interest rates and reduced borrowings. The tax burden, however, remained heavy, with an effective tax rate of about 60 percent in FY25 compared to 62 percent in FY24. In the last quarter alone, the effective tax rate reached 61 percent, continuing to weigh down the net margin, which stood at 0.7 percent for the year versus 0.4 percent previously. PSO maintained a dividend payout of Rs 10 per share, in line with FY24, implying a payout ratio of 22 percent. On the balance sheet side, trade debts improved to Rs 437 billion at the end of June 2025 reflecting stronger collections. Overall, PSO's FY25 performance underscored a recovery in earnings despite subdued operational momentum. The company delivered higher profits lower borrowing costs, and reduced inventory losses, even as revenues fell due to weaker product prices and volumes. With structural decline in furnace oil consumption and continued taxation pressures, PSO still faces headwinds. Yet, improved liquidity, better collections, and tighter debt management have placed the company on firmer ground, with future performance hinging on sustaining these financial efficiencies, managing inventory risks in volatile oil markets, and addressing the long-standing challenges of receivables and circular debt.

Foreign investors: FBR forms body for resolution of tax disputes
ISLAMABAD: The Federal Board of Revenue (FBR) has constituted a committee for resolution of tax disputes of foreign investors and reduce communication gaps with tax authorities. In this connection, the FBR has issued a notification here on Tuesday. According to the FBR's notification, a Committee comprising of following members is hereby constituted with immediate effect for resolution of tax matters of foreign investors and to reduce communication gaps with tax authorities: Chairman of the committee would be Mir Badshah Khan Wazir, Member (Legal-Inland Revenue). Members of the committee included representative from Overseas Investors Chamber of Commerce & Industry (OICCI); representative from respective foreign country's business association in Pakistan; Commercial Counsellor or any representative of the Consulate General of any of the respective countries; representative from the Federation of Pakistan Chambers of Commerce & Industry (FPCCI); representative from the relevant city's Chamber of Commerce &Industry and FBR Chief (IR-Operations). The Terms of Reference (ToRs) of the Committee shall be to provide structured institutional support to foreign investors; ensure timely resolution of Inland Revenue tax-related issues of foreign investors. The TORs will also address challenges to foreign businesses operating in Pakistan regarding interpretation of tax laws, issues in issuance of refunds and in withholding tax adjustments. The Committee shall convene meetings on fortnightly basis or at least once every month, ensuring regular engagement and timely resolution of issues raised by foreign investors, FBR added. A tax expert told Business Recorder that the committee should also encourage issuance of advance ruling for foreign investors and importers to facilitate international trade and investment in Pakistan.
