Quebec fines LaSalle College $30M for having too many English-speaking students

LaSalle College has been fined $30 million by François Legault's government for having too many English-speaking students over the past two years.
The college confirmed the news on Friday morning, saying it was accused of contravening Quebec's French Language Charter, Bill 101.
Its amended Bill 96, An Act respecting French, the official and common language of Québec, states that the province's CEGEPs, or junior colleges, can only have a certain number of students in English-language programs.
During the last academic year, the school enrolled 1,066 more English-speaking students in its programs, while the threshold stood at 973.
In a letter to Quebec Higher Education Minister Pascale Déry, dated Dec. 9, 2024, Claude Marchand, President of LaSalle College, argues that the $30 million penalty imposed by the government threatens the school's very survival.
'In all transparency, we acknowledge that we have been unable to comply with the conditions imposed by the new legislative framework regarding quotas for English-speaking students,' he writes.
However, Marchand adds that the college 'never had a real opportunity' to discuss the situation with government officials.
'These penalties will inevitably lead to our insolvency and a default on our obligations to our banking syndicate, the CDPQ and Export Development Canada, which will recall the $150 million granted to LCI Education.'
The college says it plans to contest the fine in the Quebec Superior Court.
The college, founded in Montreal by Jean-Paul Morin in 1959, offers more than 60 programs to students.

This approach has historically generated stable returns and relative stability during economic stress. During the quarter, Barings continued to drive origination flow into quality, 1st lien senior secured middle-market investments as well as capitalizing on public fixed income investments where applicable. When constructing portfolios, we focus on investing in high-quality businesses that are leaders in their space and offer defensive characteristics that will allow them to perform through economic cycles.' The Board of Trustees declared a quarterly dividend of $0.37 per share, payable on September 12, 2025, to shareholders of record on August 29, 2025. During the three months ended June 30, 2025, the Trust reported total investment income of $4.5 million, net investment income of $3.4 million, or $0.32 per share, and a net increase in net assets resulting from operations of $4.2 million, or $0.39 per share. Net asset value ("NAV") per share as of June 30, 2025, was $15.68, as compared to $15.65 as of March 31, 2025. The increase in NAV per share was primarily attributable to net investment income of $0.32 per share, net realized gain on investments of $0.08 per share, partially offset by unrealized depreciation on investments of $0.01 per share and dividends and distributions of $0.37 per share. Recent Portfolio Activity During the three months ended June 30, 2025, the Trust made 15 new investments totaling $10.4 million and 40 add-on investments in existing portfolio companies totaling approximately $1.9 million. Liquidity and Capitalization As of June 30, 2025, the Trust had cash and short-term investments of $4.2 million and $24.8 million of borrowings outstanding. The Trust had unfunded commitments of $20.1 million as of June 30, 2025. Net Capital Gains The Trust realized net capital gains of $883,063 or $0.08 per share during the quarter ended June 30, 2025. By comparison, for the quarter ended March 31, 2025, the Trust realized net capital losses of $2,063,056 or $0.19 per share. New Region of Waterloo councillor chosen

There will be a new face around the regional council horseshoe. On Thursday, Region of Waterloo councillors chose Joseph Gowing to join their ranks after an appointment process. Gowing will be filling the role that was vacated by the death of Councillor Kari Williams. Instead of calling a byelection, council opted for an appointment process. Anyone interested in taking up the responsibility was encouraged to submit an application by Aug. 4. All told, 44 people put their name up for consideration. Those applicants were given an opportunity to address council during a special meeting on Thursday and make their case as to why they should be chosen as the newest councillor. That process took approximately four hours. According to his submission to council, he has lived in both Cambridge and Kitchener over the past 15 years and has served as a trustee for the Waterloo Catholic District School Board. 'I'm deeply invested in the future of this region, especially in tackling housing affordability, supporting responsible growth, and ensuring rural and urban communities are equally heard,' he wrote in the document. 'I believe in practical, community-driven solutions, and I'm ready to contribute as a collaborative and responsive member of Regional Council.' Joe Gowing, Kitchener, Ont. After that he worked for several financial institutions, including Bank of Montreal, Meridian Credit Union and TD Canada Trust, as a mortgage specialist. He currently works as a district leader at PFSL Investments. He has served as the president of Royal Canadian Legion branch 125 in Cambridge and is currently the Deputy Zone Commander at Royal Canadian Legion Zone C2 in Cambridge. He unsuccessfully ran for regional council in 2022. He also ran for the Ontario Liberal Party in the Kitchener-Conestoga riding during the 2025 provincial election. Ultimately, he earned 29 per cent of the vote, but lost to current MPP Mike Harris Jr. He told CTV News being selected has been a humbling experience. 'Pardon the pun, I am your average Joe,' he said. 'I am the person that you can look to when you need something done. I'm a phone call away and I've always lived by that rule.' He hopes his background in finance can be an important asset in council discussions. 'Theres a lot at stake today with the housing and homelessness,' he said. 'My background is in finance, so I'm hoping to help out on the housing side and the budget side of things. But just being involved in the community, helping us get to where we need to be and continue to grow at a pace that we can handle.'

Local family makes large donation to Art Windsor-Essex

Long-time supporters of Art Windsor-Essex (AWE) have made a large donation to the gallery. Local supporters John and Pam Rodzik have matched a $100,000 community donation, bringing the total donation to the gallery to $200,000. This funding will be used to support increased accessibility to the gallery's programs and exhibitions. Due to this donation, AWE will be able to support their plan of delivering over 10 exhibitions in 2026 and facilitate over 400 community and education programs. Jennifer Matotek, Executive Director of Art Windsor-Essex, says the gallery is so grateful to the Rodzik's. 'They encouraged their network of supporters to donate $100,000 collectively to the gallery, and we're so grateful that they matched that donation with $100,000 themselves.' She says these are much needed funds. 'It's going to support our operations, so it's really going to help us move through a difficult time period for charities right now, and it's going to help us be able to present all the wonderful exhibitions, and education programs, and programs for the public that we want to offer in 2026.' Matotek says the Rodzik's are long-time donors. 'I think it's important for people in the community to see community leaders like John and Pam Rodzik step up and say 'hey, our local art gallery is really important, it's important to the community, it offers something that's really special, it's for everyone, so everyone should be able to access it and enjoy what it has to offer'.' Since 2002, the Rodzik's have led major fundraising events and initiatives at Art Windsor-Essex - most notably founding of the signature Artrageous gala raising millions of dollars for the gallery over the last two decades.
