Odisha govt to come up with operational guidelines for PSPs by July

BHUBANESWAR: In a major push to green energy generation, the state government is set to come out with operational guidelines for implementation of the Pump Storage Project (PSP) Policy-2025 by the end of this month.
The PSP policy approved by the Odisha Cabinet last week stated that 45 projects identified by the state government will be allocated either through nomination basis, MoU route, competitive bidding or tariff-based competitive bidding (TBCB).
On nomination basis, a PSP project will be allocated to central or state public sector undertakings or a joint venture company after due consideration of technical and financial capabilities to execute the projects.
The state-run bulk power supplier GRIDCO has the first right to decide whether to procure the entire saleable power of the project at the time of allocation. The power tariff of the MoU project will be decided either by OERC or CERC.
For projects allotted through competitive bidding (other than TBCB), the state will have the right of first refusal up to 80 per cent of the project capacity while in case of self-identified projects, it reserves the right of first refusal up to 20 per cent. After GRIDCO's refusal, the developers will be free to sell the power to any third party.

Agency: PTI Last Updated: New Delhi, Jul 29 (PTI) Multi Commodity Exchange (MCX) on Tuesday announced the launch of cardamom futures, aimed at improving price discovery and ensuring better price risk management. The exchange will initially offer cardamom futures contracts with expiry in August, September, October, and November 2025, with trading beginning on July 29. It is a compulsory delivery futures contract that will represent 100 kg of cardamom and prices to be quoted based on ex-Vandanmedu (Idukki district, Kerala) rates, an official statement said. 'We…extend our product portfolio to serve the needs of spice growers and industry and support the government's vision of a digitally enabled, farmer-inclusive agri-economy," MCX Managing Director and CEO Praveena Rai said. Cardamom is a premium commodity with global demand, and this contract will offer growers, traders, and exporters a reliable platform for hedging price risk, enhancing income certainty, and driving transparent price discovery, he said. Spices Board Chairperson Sangeetha Viswanathan said, 'The contract will promote greater price transparency and prove to be an efficient risk management tool for the entire cardamom value chain." A fully grown Tun tree can fetch anywhere between Rs 1.5 to Rs 2 lakh in the market, offering farmers a significant boost in income. This has made it an increasingly popular choice among local farmers and youth, many of whom are now shifting from traditional agriculture to commercial Tun farming. Recognising the potential, the government is also stepping in to support its cultivation. The Forest Department and Krishi Vigyan Kendras are providing free saplings and training to promote Tun farming. Encouraged by the rising demand and profits, many young people have returned to the hills to take up this sustainable farming practice. The growing popularity of Tun cultivation is not just generating income, it is also addressing the serious issue of migration from hill regions. With minimal investment and high returns, Tun farming is becoming a viable and promising source of 'green income' for Uttarakhand's youth and farmers.
