West Bengal Chief Minister Mamata Banerjee on Monday hyphenated the issues of detention of Bangla-speaking migrants in several parts of the country with the Election Commission's plan to roll out the Special Intensive Revision (SIR) across the country, including in poll-bound West Bengal, and accused the BJP and the EC of trying to implement the NRC in the country 'through the backdoor'. Launching her party's Bhasha Andolan (language movement) campaign from Bolpur – the karmabhoomi of Nobel laureate Rabindranath Tagore – the TMC supremo alleged that the BJP-led Centre, in collusion with the EC, was targeting minorities, OBCs, the poor, and Bengali-speaking voters through the Special Summary Revision, to strike off genuine names from the voter list in a 'covert' NRC-like exercise. The chief minister, who took part in a 3-km march in Bolpur, holding a portrait of Rabindranath Tagore, asserted that she would not allow the setting up of detention centres in West Bengal and dared the EC to delete names of genuine voters, saying such 'steps would attract consequences'. 'If you (EC) dare delete names from Bengal's voter list, you will witness Chhau dance, dhamsa-madol, conch shells, cymbals, and war drums. Have you heard such sounds before? We will make you hear them,' she said. Accusing the EC of acting at the behest of the BJP government at the Centre, 'They (EC) are finalising the voters' list, while sitting in Gujarat. Gujaratis are not my enemies. The BJP's agency (EC) is doing this… They have already set up detention camps in Haryana and Assam. I will not allow NRC to be implemented in Bengal as long as I am alive. I won't allow detention camps to be built here… Have our Hindu brothers forgotten how 7 lakh names were removed in Assam? We want to say: 'Jo humse takrayega, choor choor ho jaayega' (Those who will collide with us will be shattered)'. 'The EC has come up with a new rule that the old list will no longer be used. Names must be re-entered from scratch. They are asking for the birth certificates of parents, too. Ask them if they themselves have their birth certificates. Those who are part of this conspiracy, do they have their documents in place?' she said. 'We will stop this conspiracy to jeopardise our existence in the name of linguistic terror and an attempt to implement NRC through the backdoor… The EC, with due respect, are you playing the government's NRC game?' she added. The TMC supremo declared she would 'give up her life but not her language', and vowed to stand against attempts to erase Bengali 'asmita' (pride), disenfranchise the poor, or drive out migrants under the guise of electoral roll revision. 'We have no enmity with any language. I believe that unity in diversity is the foundation of our nation. But if you try to erase our language and culture, we will resist peacefully, powerfully, and politically,' she said. In a sharp attack on Prime Minister Narendra Modi, Mamata said, 'When you travel to Arab nations and hug the sheikhs, do you ask whether they are Hindus or Muslims? Did you ask the Maldives President his religion before hugging him and donating Rs 5,000 crore, while depriving Bengal of its dues?' Stating that Bengali is the fifth-most spoken language in the world and the second-most spoken in Asia, Banerjee questioned the ongoing discrimination. 'Yet, Bengalis are being tortured across states. Why this hatred? If Bengal can accept and shelter 1.5 crore migrant workers from other states, why can't you accept 22 lakh Bengali migrants working elsewhere?' she asked. The Bolpur protest march was not just political; it was rich in emotion and symbolism. Banerjee wore her trademark white cotton sari and a traditional uttariya from Visva-Bharati, Santiniketan. Apex court lifts HC stay on West Bengal OBC list
NEW DELHI: In a major relief to Mamata Banerjee government , the Supreme Court on Monday lifted the Calcutta HC stay on implementation of the new list of OBC sub-groups, including 80 belonging to the Muslim community, and said it is well settled that the Executive can notify such a list without passing a legislation. On June 17, the HC had stayed the new OBC List entitling to quota benefits 140 sub-groups under OBC-A and OBC-B categories. The earlier list, which was struck down by HC, had 113 OBC sub-groups, with 77 from the Muslim community and 36 from others. The appeal of the Bengal govt challenging the quashing of the earlier list is still pending before the SC. Appearing for the state, senior advocate Kapil Sibal said the stay has put the govt in a piquant position as it faces the task of recruiting 40,000 teachers and preparing a roster. A bench of Chief Justice B R Gavai and Justices K Vinod Chandran and N V Najaria said, "Prima facie the HC order is erroneous. A 9-judge constitution bench of the SC has settled the law and ruled that List of sub-groups for availing quota can be notified by the Executive without a legislation". On a petition by one Amal Chandra Das challenging the new OBC list, an HC bench of Justices Tapabrata Chakraborty and Rajasekhar Mantha had on June 17 directed that executive notifications issued between May 8 and June 13 about OBC categories will not go into effect till July 31. The SC bench said: "How the HC stay the notification without giving reasons? It is in the teeth of a constitution bench judgment of the SC. If you all agree, we can request the HC chief justice to assign the matter to a special bench, other than the judges who heard the matter, and decide the issue on merits". Appearing for the petitioners, senior advocates Ranjit Kumar and Guru Krishna Kumar said the HC has not imposed any stay on the implementation of OBC reservations based on the list existing prior to 2010, which had 66 sub-groups. "It is the state which has enacted legislation laying down the procedure for inclusion and exclusion of sub-groups from OBC List. Once the procedure is laid down in law, it must be followed scrupulously, which the govt didn't, thus, inviting a stay from the HC," they said. "The state law mandates that the State Backward Class Commission is to be consulted, which was not done by the state. No survey was undertaken to identify the sub-groups which should be included. What they did was to reintroduce the list of sub-groups whose inclusion was quashed by the HC earlier," they held. Sibal, on the other hand, said a survey was done and 76 new sub-groups were added to the earlier list. The petitioner had not challenged the survey done for this purpose, he said.

No need to stay in Maharashtra, UP or Rajasthan, Mamata Banerjee tells migrants
Kolkata/Bolpur: West Bengal CM Mamata Banerjee on Monday assured social security to all migrant workers willing to return to the state. "There's no need to stay in Mumbai, UP or Rajasthan. I may not be able to feed you pitha or payas (Bengali desserts) but, if we eat one roti, we will ensure you get one too. You can live here in peace," she said. "You have the police helpline number. Contact us, let us know when you wish to return. We will bring you back by train," she said, ahead of Trinamool's first Bhasha Andolan march in Santiniketan. The CM said around 22 lakh migrants from Bengal work in other states and promised them ration cards, health cards, and jobs. "We will give you social security and admit your kids to school," she said. Banerjee told West Bengal Migrant Workers' Welfare Board chairperson Samirul Islam, "Sit with the chief secretary, take Moloy (the state's law and labour minister Moloy Ghatak) with you and formulate a scheme to bring the migrant workers back." The CM's statements came during an administrative meeting at Bolpur's Gitanjali Stadium. Following the meeting, Banerjee led Bhasha Andolan march which covered a 3-km stretch, from Tourist Lodge crossing to Jamboni bus stand. Claiming she could lay down her life for Bangla and the Bengali 'asmita', the CM said: "I am not against any language. We want unity. Threatening and harassing people is not our way." Alleging a bigger game plan Banerjee said, "Assam govt is sending NRC notices to a tribal family in Alipurduar. In Maharashtra, Matuas are being persecuted. I cannot even recognise this country anymore. The country I know sustains all people. My country keeps everyone happy. If they (BJP-led state govts) continue like this, the country will get fragmented. This is their game plan." She asked how Bengal residents were being pushed to Bangladesh despite having all relevant documents. "Remember, this is Bengal. It led the country in the freedom struggle, abolished Sati and ensured widow remarriage. Do not test us," Banerjee said, adding: "Those who ask as why Bengalis are working in other states should know that Bengalis get work because of their skills. There are 1.5 crore migrants from other states working here. We don't misbehave with them. Why should you?"
