The theme of this year's conference, 'Transforming Financial Advice, Payment, Audit and Accounting through Defence Finance and Economics,' reflects a paradigm shift within the department, repositioning DAD from a finance & accounts body to a future-ready institution focused on Defence Finance and Economics. This transformation, guided by the strategic vision articulated by the Raksha Mantri on October 01, 2024, is internally driven, inclusive, and aligned with emerging national
security
imperatives.
The transition is anchored in DAD's new mission statement and Motto 'Alert, Agile, Adaptive' which will be formally released during the event.
Live Events
The conference will feature eight high-level business sessions (Manan Satras), covering areas such as budget and accounts reform, internal audit restructuring, collaborative research, pricing innovation, and capacity building. These sessions will explore the evolving role of
Integrated Financial Advisors
(IFAs) in balancing fiscal prudence with strategic support for a competitive and self-reliant defence industry.
Managing a defence budget of Rs 26.8 lakh crore, including Rs 1.7 lakh crore dedicated to pensions, DAD plays a pivotal role in payroll, pension disbursement, audit, procurement pricing, and strategic financial advice.
The MoD statement stated that over the past year, the department has made significant strides in digital transformation, with flagship reforms such as 'SAMPURNA': an AI-driven, end-to-end automation system for defence procurement and payments, which enhances transparency and agility. 'SPARSH' is now serving over 32 lakh pensioners. This digital platform has redefined pension delivery with transparency and accessibility. 'SPARSH VAN', a mobile outreach innovation launched in
Tamil Nadu
, delivering pension services directly to veterans' doorsteps and 'e-Raksha Awaas': Automated recovery of over Rs 500 crore in rent, generating Rs 2,700+ crore in rent bills.
Defence Travel System
(DTS) and
AI-based
procurement tools: Building a smarter, data-centric financial network for defence
Since the last Controllers' Conference, DAD has conducted 206 outreach programmes and established over 200 service centres across India strengthening last-mile delivery and stakeholder engagement.
Training and upskilling remain central to the transformation, with institutions like NADFM Pune and CENTRAD Delhi driving officer education in defence economics, data analytics, and digital resource management. DAD's audit functions are also evolving into advanced Management Information Systems (MIS) that provide early risk indicators, performance benchmarks, and decision-support frameworks.
Aligned with the MoD's declaration of 2025 as the Year of Reform, the conference is expected to yield actionable outcomes that will fortify India's defence financial architecture--driven by Atmanirbhar Bharat and committed to maximum governance with minimum government. The deliberations will lay a robust fiscal foundation to strengthen national defence capabilities and ensure that financial systems are agile, responsive, and strategically aligned with India's long-term security goals.

Carats 2025: Surat Diamond Association organises diamond expo
Amid a slowdown in the diamond industry, buyers from different parts of India, the USA, Ukraine, Russia, and Dubai have been attending Carats 2025, an exhibition of loose polished diamonds and jewellery, organised by the Surat Diamond Association (SDA) at Avadh Uthopia in Surat. At the inauguration event on Friday, Mayor Daxesh Mavani said that Surat should now organise shopping festivals, similar to Dubai's, that will give a new identity to the city. The three-day exhibition will culminate on Sunday. The exhibition was inaugurated by Mavani in the presence of Rajya Sabha MP and diamond merchant Govind Dholakia and several other top players from the diamond and jewellery industries of Surat and Mumbai. In his inaugural speech, Mayor Mavani said, 'Dubai regularly organises shopping festivals. A similar festival should also be organised in Surat, where diamond, jewellery, textile and other industries can participate and that would attract buyers from India and abroad. The Surat Municipal Corporation and The Southern Gujarat Chamber of Commerce and Industry can also be involved. This will give a new identity to Surat city.' MP Dholakia said, 'The industry is passing through a bad phase. Such an exhibition will give a boost to the industry. The volume and area of such exhibitions should be increased, and more and more people should participate.' Over 73 exhibitors, mainly from Surat and Mumbai, have booked stalls to put on display loose and polished natural, lab-grown diamonds (LGD), diamond-studded jewellery, allied machinery tools used in the diamond industry and diamond grading firms. The main attraction of the exhibition is two lab-grown diamonds, which are sold in pairs and weigh 38 carats each. Buyers from Jaipur, Jodhpur, Mumbai, Delhi, Kolkata, Chandigarh, Kerala, Chennai, and Cochin attended the event on Saturday. Surat Diamond Association president Jagdish Khunt said, 'A footfall of over 300 had been recorded on a single day. Over 30 foreign buyers had come down from the USA, Ukraine, Russia, Dubai, and visited the exhibition. Buyers from eight different states had come and made business deals with the exhibitors. We are getting an overwhelming response.' He further said: 'Last year, there were over 105 exhibitors — and 45 of them had diamond machinery allied tools. Following demands and suggestions from diamond businessmen, we have reduced the number of machinery exhibitors. This year, there are 73 stalls — 12 have machinery, 10 stalls have jewellery, and the remaining have loose polished diamonds of natural and LGD. Last year, the business done by exhibitors stood between Rs 70 crore and Rs 75 crore. This year, we expect the business to grow and stand around Rs 90-100 crore.'

In big districts, no takers for model solar village scheme
Nashik: The state power distribution company has failed to get even a single village in the state's major districts, known for industrial and trade development, to participate in the 'model solar village' programme under the PM Suryaghar scheme. Under the scheme, one village in every district is to be selected, with the expectation that the village will utilise solar power as a renewable energy source to generate the maximum energy required for its regular consumption. Villages generating excess power will receive rewards for development. People are expected to install rooftop solar panels on their homes. "We have 63 villages participating in the scheme, but they are from six districts only. Work has been completed in 14 villages. Efforts are on to find other villages in the same district or even other districts that can participate in the scheme and benefit from the 'almost free' energy for street lights, pumps for water supply, gram panchayat office, lighting in the homes and other requirements, thus making them self-reliant in power generation," said a senior MSEDCL officer from Mumbai. Regarding the failure to find such villages, the officer said a large number of villages were approached, but when it came to investment, they refused. "There are big villages that can afford the initial investment in the scheme and reap the benefits. But there are two different groups in some of the villages that are countering each other. Besides, there are other villages that cannot afford to invest, given that there is hardly any income the villages receive," said the officer. by Taboola by Taboola Sponsored Links Sponsored Links Promoted Links Promoted Links You May Like Se você sofre com dores no joelho. Participation was from six districts: Parbhani, Akola, Bhandara, Buldhana, Wardha, and Gondia. In the cases of Nashik and Ahilyanagar, the officer said several villages expressed eagerness to join the scheme. Talks are going on with the locals with the help of officials, and they are hopeful of getting the villages on board for the scheme.

Home prices rise in some cities, drop in others: How Canada's property market is shifting after the trade war
People across Canada who are planning to purchase a home can enter the market as uncertainty around the trade war has started to ease, with prices dropping in certain areas. Some cities, however, remain robust with strong prices, according to an RBC economist. According to the statistics of the local real estate board, there was a modest increase in the number of transactions between May and June 2025 in several major markets, including Vancouver, Edmonton, Regina, Saskatoon, Toronto, and Halifax. The gains recorded, however, constitute a fraction of pullbacks earlier this year. 'When you look at various metrics, you know buyers now have much more of a stronger hand when negotiating prices,' CTV News quoted Robert Hogue, assistant chief economist for RBC, as saying. by Taboola by Taboola Sponsored Links Sponsored Links Promoted Links Promoted Links You May Like Golfer Ollie Schniederjans Scores A Surprise Four-Shot Victory Golf Asia Read More Undo The MLS Home Price Index (HPI) dropped in Toronto, Vancouver, southern Ontario, and Lower Mainland markets, CTV News reported. Inventory in these markets has risen to historically high levels, and buyers are facing stretched affordability conditions. 'Markets in southern Ontario, as well as B.C., are soft; however, it looks like, over the last couple of months, the slide in activity appears to be now stabilizing, so things don't look like they're getting any softer from an activity perspective,' Hogue said. Live Events 'But prices continue to fall in those markets. That's likely because of a stretch of affordability that's holding back a lot of buyers who can't get up prices in the current context, and the fact that those markets are heavily in favour of buyers. At this point, there's a lot of competition between sellers and less between buyers, so those markets are seeing price declines,' he added. Meanwhile, in several other cities, the value of property continues to be on the higher side. These markets include the Prairies, Quebec, and the Atlantic region, supported by still tight (and, in some cases, very tight) supply-demand conditions. 'In other parts of the country, the situation is different,' said Hogue. 'We've seen some correction during the spring in the face of the trade war; that affected confidence across the board. But the level of activity, in most cases—I'm thinking in particular in the prairies, either in Saskatchewan or in Alberta—to a fair extent, not everywhere, but to a fair extent, the level of activity is still pretty robust. When you compare it to pre-pandemic levels, it's sort of the same situation in markets like Montreal, for example. Now we've seen a bit of a slowdown lately, but nonetheless, the level is still, I would argue, pretty comparable relative to the pre-pandemic level,' he added. Buyers in Toronto have bargaining power In Toronto, buyers have plenty of options, a situation not seen in the city in decades, as the number of homes for sale continues to surge. The trend favours buyers and gives them more time to make decisions and negotiate. Toronto's MLS HPI in June 2025 was down 5.5 per cent (or more than $58,000) year over year and lower by 0.9 per cent from May, according to CTV News. Condo apartments saw the largest drop, falling eight per cent because of an abundant supply, but every housing type experienced some loss in value. Sellers are holding back in Montreal According to RBC, Montreal's recovery has stalled this year because of the trade war. The bank estimates that resales dropped for the third consecutive month between May and June, falling by about two per cent. Still, resales are staying at levels that would have been considered strong before the pandemic. Prices see downtrend in Vancouver As far as Vancouver is concerned, the slide in resales in Vancouver is stabilizing, though prices remain firmly on a downward track. According to CTV News, Vancouver's MLS HPI declined 2.8 per cent from a year ago (2024), marking the fourth straight month of annual declines. The supply and demand situation in the city is favouring the buyers, giving them control amid rising inventories. Active listings reached a 13-year high in June, yet home resales rose for the first time this year, up more than two per cent in May.
