PH Sabah to present joint manifesto ahead of state election

KOTA KINABALU (July 5): Pakatan Harapan (PH) component parties in Sabah will be releasing a joint manifesto ahead of the upcoming state election, said Parti Keadilan Rakyat (PKR) Sabah chief Datuk Ts Mustapha Sakmud.
He said PKR is currently drafting its manifesto, which will be unveiled alongside those of the other three Sabah PH components — United Progressive Kinabalu Organisation (Upko), National Trust Party (Amanah) and Democratic Action Party (DAP).
'The manifesto will highlight issues close to the hearts of Sabahans, particularly the state's 40 percent revenue entitlement under the Malaysia Agreement 1963 (MA63),' said Mustapha.
He added that PKR will also propose a guideline formula to ensure fair distribution of key positions, such as village heads and appointments in government-linked companies (GLCs), based on each party's strength within the coalition.
'This is to prevent dissatisfaction and to ensure equitable representation,' he told reporters after presenting an institute for higher education offer letter to a student at Kampung Warisan on Saturday.
He added that the proposed appointment system would be included in the joint manifesto.
On a separate note, Mustapha expressed confidence in the continued strong support for PKR president and Prime Minister Datuk Seri Anwar Ibrahim, especially in Sabah, where Anwar enjoys a high approval rating.
Addressing recent internal criticisms, particularly regarding the appointment of Nurul Izzah Anwar as PKR deputy president, Mustapha acknowledged the dissatisfaction voiced by some quarters.
'Some may not be happy with the party elections, but as a leader, I believe our members are beginning to understand that the focus should be on the party's direction and unity— not individuals,' he said.

PETALING JAYA: The Federal and State Governments of Sabah and Sarawak have agreed on several important education issues under the Malaysia Agreement 1963 (MA63), said Deputy Prime Minister Datuk Seri Fadillah Yusof in a statement on Monday (Aug 18). 'The consensus includes planning of school projects, sharing information about senior officer transfers, and receiving funds for professional development programs,' he said. 'For matters that have not been agreed upon, we will continue to be discussed in the Joint Action Committee for Educational Development of Sabah and Sarawak under the Education Ministry,' he said after chairing the Technical Committee Meeting under the Implementation Action Council for MA63 for the second time. In addition to education, the meeting addressed health issues, which Sabah and Sarawak strongly urged. 'These include increases in operations and development expenses, granting certain autonomous powers to the state health directors, and strengthening human resources in the Sabah and Sarawak State Health Departments. He also stated in the document that issues not yet agreed upon would continue to be discussed during the Joint Action Committee on Health Development for Sabah and Sarawak, under the Health Ministry. This meeting, which was a preparation for the upcoming council meeting to be chaired by the Prime Minister in Kuching on Sept 12, was also attended by representatives from the Federal Government, alongside the Sabah and Sarawak governments. Meanwhile, he also added in the statement that two reports were presented by the Legal Affairs Division of the Prime Minister's Department and another by the Natural Resources and Environmental Sustainability Ministry. 'The meeting decided that both papers will be tabled at the Malaysia Agreement 1963 Implementation Action Council (MTPMA63) meeting for finalisation of the methods. At the Dewan Rakyat on Monday, Fadillah said that 13 out of the 29 demands under the MA63 have been resolved and nine of the 13 were finalised during the Madani administration, while four were carried out through previous administrations. 'This includes education, health, petroleum and oil royalties,' said the Energy Transition and Water Transformation Ministry.

KOTA KINABALU (Aug 18): Parti Warisan (Warisan) will contest the upcoming state elections on its own, with the people's priorities as its main focus, said its president Datuk Seri Shafie Apdal. Responding to analyst reports predicting no single party will secure a majority, Shafie said Warisan has been an opposition party in Sabah for six years, and the priority is ensuring Sabahans decide their own future. 'I cannot make assumptions that if we don't have the numbers, then we have to work with others — we're not driven by greed. 'I'm worried that an election partner would be more concerned about benefits from the seats they win. To me, we need clarity. Let us be the only choice for Sabahans — we must resolve the people's needs now,' he said after receiving a courtesy call from United States Embassy political counsellor Chris Carver at his residence here today. Shafie stressed that Warisan will be selective in fielding candidates to prevent individuals implicated in corruption from further tarnishing Sabah's politics. 'We are not here to please them. We have to win the elections. I already told them that no corrupt practices will be tolerated,' he said. When asked if Warisan, as the main local party, would work with other Sabah-based parties, Shafie emphasised that trust and consistency are crucial. He revealed that a leader of a component party in a local coalition had told him they would leave the coalition last year, yet remained in it. 'This shows inconsistency. If they don't get the seats or arrangements they want, they will pull out. This means they are still thinking of themselves instead of the people, who still face water and electricity problems. 'Warisan was set up to fight for Sabah's rights, not to be YBs. We want proper leaders,' he said. Although not discounting potential cooperation with local parties, Shafie stressed that Warisan's focus is to work directly with the people to drive transformative change. On candidates, he said there are three to five potential individuals for each constituency, and all profiles are being scrutinised carefully. 'First, we have to win. Second, once they become YBs, they must serve their people. The people's voice must be the priority,' he said. Shafie's meeting with Chris also touched on Sabah's economy, well-being and opportunities for international partnerships. 'Interestingly, we also talked about women's football, which is very popular in Sabah. Many Malaysian national team players are Sabahans, showing our strength and passion for the game,' he said. He added that the US Embassy's recent soccer clinic in Sabah highlighted the potential for youth development and sports exchanges. 'It's always encouraging when Sabah is recognised not just for our resources, but for our people and their talents,' said Shafie.

KUALA LUMPUR, Aug 18 (Bernama) -- Sixteen demands under the Malaysia Agreement 1963 (MA63), out of 29, are still under review by the Technical Committee of the Malaysia Agreement 1963 Implementation Action Council (MTPMA63), said Deputy Prime Minister Datuk Seri Fadillah Yusof. He said the demands involve issues related to education, healthcare, oil royalties, petroleum cash payments, oil minerals and fields, the Territorial Sea Act 2012 (Act 750), as well as state rights over the continental shelf. Fadillah said 13 claims have been resolved, nine under the MADANI Government and four during the previous administration. 'Among the claims resolved under the MADANI Government's administration are the recognition of the Public Works Department (JKR) and the Irrigation and Drainage Department (JPS) in Sabah and Sarawak as Technical Departments under Treasury Instruction 182 (AP182), as well as the transfer of the Electricity Regulatory Authority to the Sabah state government. "(The resolved demands) also include the amendment to the Inland Revenue Board (IRB) Act 1995 to appoint representatives from the Sabah and Sarawak state governments as permanent members of the IRB, as well as amendments to the Sabah Labour Ordinance and the Sarawak Labour Ordinance,' he said during the winding up debate on the 13th Malaysia Plan (13MP) in the Dewan Rakyat today. Fadillah said the MTPMA63, chaired by Prime Minister Datuk Seri Anwar Ibrahim, was established to review the demands submitted by the Sabah and Sarawak state governments, based on the legal framework and implementation of the agreed-upon claims. "The MADANI Government is fully committed to expediting the resolution of all MA63 demands. However, the timeframe for resolving each demand is subject to the relevant legal processes. '…the readiness of the Sabah and Sarawak state governments in terms of operations, human resources, and finances must also be considered before a claim under the MA63 can be resolved,' he added. On measures to reduce flood risks, Fadillah, who also serves as the Minister of Energy Transition and Water Transformation, stated that the ministry, through JPS, has implemented structural and non-structural strategies nationwide to improve drainage systems and infrastructure.
