TDP seeks procedural clarity, safeguards against wrongful deletions in electoral roll management

The Telugu Desam Party (TDP) has submitted a detailed representation to the Election Commission of India (ECI) on Tuesday, proposing a series of reforms aimed at strengthening electoral roll management and enhancing transparency in the democratic process.
Making a significant reference to the upcoming Special Intensive Revision (SIR), the party emphasised the need for procedural clarity, safeguards against wrongful deletions, and respect for prior voter inclusion.
The TDP leaders also suggested that the SIR process should be conducted with sufficient lead time, ideally not within six months of any major election, to ensure confidence and administrative preparedness.
Stressing that the exercise should not be conflated with citizenship verification, the party has sought early initiation of the SIR in Andhra Pradesh.
In a meeting convened by Chief Election Commissioner Gyanesh Kumar with all parties, TDP Lok Sabha floor leader Lavu Sri Krishna Devarayalu highlighted Andhra Pradesh's exemplary voter turnout of 81.86% in the 2024 general elections, far exceeding the national average of 65.79%.
He urged the ECI to ensure this democratic momentum continues through timely, inclusive, and tech-driven voter roll revisions.
In the meeting, TDP leaders, including the party's Andhra Pradesh unit president Palla Srinivasa Rao and MPs participated.

The other key suggestions of the party include annual third-party audits under the supervision of Comptroller and Auditor General (CAG) of India to identify anomalies in electoral rolls, use Artificial Intelligence (AI)-driven tools for de-duplication, migration and deceased entries in real time, ensure a time bound grievance redressal mechanism at the Block Level Officers (BLOs) or Electoral Registration Officers (EROs) and standardise door numbers nationwide as a policy measure to strengthen electoral roll verification.
The TDP also suggested that Aadhaar-based EPIC number verification would help in removing duplication and replace the ink-based verification process with a biometric verification process.
Participation of Parties
The TDP suggested that the ECI should mandatorily involve Booth Level Agents (BLAs) from all recognised parties throughout the revision process and make pre-publication sharing of draft rolls with BLAs compulsory to enable real-time verification.
The district-wise data on voter additions and deletions should be published with explanations on the ECI portal and a real-time public dashboard for tracking voter grievances and their resolution should be set up, the TDP leaders said.
Legal Reforms and Accountability
The TDP has also called for stricter accountability of election officials. It suggested to enforce statutory timelines and penalties for inaction or misconduct by EROs or District Election Officers (DEOs), empower the State election watch committees to function with observer status during roll revision, mandatory rotation of Block Level Officers (BLOs)/Electoral Registration Officers (EROs) to prevent local influence or partisan misuse and appoint a State-level Ombudsman under ECI to handle unresolved political grievances related to the electoral rolls.
It has also suggested the ECI to conduct targeted re-enrollment campaigns for migrant workers, tribal groups, elderly people, and homeless citizens, and permit temporary address declarations with basic documentation to prevent disenfranchisement of mobile populations.

Terming it a 'cancer-causing farming', Bharatiya Kisan Sangh (BKS), the farmer's wing of Rashtriya Swayamsewak Sangh (RSS), on Friday (July 18, 2025) demanded the cancellation of the permission granted to test Genetically Modified (GM) maize in Punjab Agricultural University's fields. Earlier this week, The Hindu had published that the field trials of two kinds of GM maize are expected to begin in the ongoing kharif (summer) season at Punjab Agricultural University, days after the Genetic Engineering Appraisal Committee (GEAC), the country's top regulator for the sector, gave the approval for the trials upon receiving consent from the Punjab government. The decision was taken last month by the committee, which recommended a proposal by Bayer Crop Science Limited for the conduct of confined field trials on herbicide-tolerant transgenic maize, and insect-resistant transgenic maize at the Ludhiana-based university for this year's kharif season. Objecting to the plan, a delegation headed by BKS Punjab chief Ravinder Singh Dhillon submitted a memorandum to the Vice Chancellor of Punjab Agricultural University. Possibility of adulteration The organisation said that the largest producer of GM corn is the U.S., which uses about 80% of this crop for animal feed and uses 20% to make ethanol, plastic, etc. 'But in India, less amount of ethanol is produced from corn and maximum is used as human food. There is a strong possibility of adulteration at all places from farming to purchasing, processing, market, food, etc. We want organic, not GM,' the BKS delegation said in the memorandum. The farmers' body also warned that the GM corn is being promoted as pest-resistant and weed-resistant. 'BT cotton, a genetically modified pest resistant plant cotton, was brought to India and insects started eating it soon after its introduction. Later, more toxic BT-2 was introduced which witnessed the same fate as white flies and sucking insects started destroying the cotton crop. It is clear from this that the use of pest-resistant GM cotton turned out to be uncertain, unsafe and full of adverse effects. Hence, the way of giving permission to test GM corn is also an attempt to bring the failed experiment back on the farmers,' it added. Weed-resistant experiments BKS stated that after the failure of GM cotton in the name of pest-resistance, now weed-resistant experiments are being secretly spread among the farmers. They added that there is a danger due to this of destruction of crops and biodiversity, as well as a vicious cycle of spreading cancer in farmers' families for free through the chemicals used in it. 'On one hand, entire Punjab is suffering from cancer due to the ill effects of chemical farming, and is struggling to get rid of addiction. In such a situation, why is Punjab Agricultural University trying to promote the cause of cancer on the same land? This is beyond comprehension. When the people of Punjab have immersed themselves in the anti-drug movement, then the attempt to make the soil, water and air of Punjab more poisonous and addictive through GM is highly condemnable,' the organisation stated.

Amaravati, Jul 18 (PTI) Senior YSRCP leader G Srikanth Reddy on Friday alleged that Chief Minister N Chandrababu Naidu had neglected the Rayalaseema region of Andhra Pradesh, and said that only former CMs YS Rajasekhar Reddy and YS Jagan Mohan Reddy had worked for its upliftment. Addressing a press conference in Kurnool, the YSRCP leader alleged that Naidu is making false claims to take credit for the Rayalaseema region. 'Naidu has been neglecting Rayalaseema since long and has been unabashedly making false claims by trying to take credit which is not due," Reddy said. According to the YSRCP leader, Naidu had issued an order back in 1998 to reduce the capacity of Handri-Neeva project and convert it into a drinking water project. After 'dislodging" NT Rama Rao, who conceived Telugu Ganga, Handri-Neeva, and Galeru Nagari projects, Naidu never took them forward as it was not his priority, he alleged. It was only after Rajasekhar Reddy had assumed office that the irrigation works began in the parched Rayalaseema region and he reverted the GO issued by Naidu to increase the capacity of the Handri-Neeva and Galeru-Nagari projects back to 40 TMC from 5 TMC, he said. During Jagan Mohan Reddy's term between 2019 and 2024, he had taken forward irrigation projects worth Rs 40,300 crore and also the Rayalaseema Lift Irrigation Project, which was nearly completed at a cost of Rs 800 crore, he said. The TDP chief is bringing up the Polavaram-Banakacherla project to 'show off', he claimed. Naidu's interest is only in mobilising advances and kickbacks, alleged Reddy, adding that it was Jagan Mohan Reddy who had provided drinking water to Kuppam. P Tired of too many ads? go ad free now atna: The Election Commission (EC) on Friday said that so far, 94.68% of electorate were covered under the ongoing special intensive revision (SIR) of electoral rolls in Bihar. Only a small percentage (5.2%) of electorate are to submit their filled-up enumeration forms, even though seven days are still left, it added. "Only 41,10,213 electorates, which come to 5.2% of the total electorate, are to submit their filled-up enumeration forms," a statement issued by the EC said, adding the list of forms that could not be collected is being shared with political parties. The draft electoral rolls will be published on August 1. The EC stated that the lists of electors who are probably deceased, permanently shifted, enrolled at multiple places, or have not returned the EFs even after multiple visits by BLOs, are now also being shared with the district presidents of political parties, and 1.5 lakh booth-level agents (BLAs) appointed by them. This is to ascertain the exact status of each elector before July 25. "As per the SIR order, each of the more than 1.5 lakh BLAs can submit up to 50 forms a day after certifying them. This step is in line with the ECI's commitment that no eligible elector is left out," the statement said.
