The Khyber-Pakhtunkhwa Cabinet approved Rs567.70 million under the Hybrid Security Model for the procurement of various equipment to strengthen the police force. This will enable the police to take full control of security management in Buner and Upper Chitral within 15 days.
The cabinet's 28th meeting was held on Tuesday night, presided over by Chief Minister Ali Amin Khan Gandapur. It was attended by cabinet members, Chief secretary, Additional Chief Secretary Home, Senior Member Board of Revenue, Administrative Secretaries and Advocate General.
Notably, the Apex Committee had previously decided to implement the Hybrid Security Model (HSM) in six districts: Buner, Swat, Upper Chitral, Mohmand, Khyber and Lakki Marwat.
Under the Hybrid Security Model, either the army or the police takes the lead role, with full security responsibilities eventually being handed over to the police.
The approved funds will be used to procure arms, ammunition, transport, machinery and other essential assets.
The cabinet approved the draft "Khyber-Pakhtunkhwa Sentencing (Amendment) Act 2025" Bill which provides for bringing consistency in the decisions/judgments regarding sentencing and better implementation.
The amendments clarity, and additions specifically relates to sections 17,18 & 20 of the Khyber-Pakhtunkhwa Sentencing Act, 2021. The variation observed in sentencing for a same crime in provisions where discretion was allowed had necessitated the amendment.
The Bill also clarifies the status of the employees of the Council that has hitherto not been defined.
The cabinet directed to convene open kachehries with the general public of the area to objectively acquire the views of the stakeholders for detachment of the two villages/mouzas Darshi and Mathokhiel from Tehsil Banda Daud Shah District Karak and attachment thereof with Thall tehsil of District Hangu.
Cabinet also sanctioned funds for clearing the liabilities of outsourced hospitals Daggar, Ghiljo, Mamad Gat, Mola Khan Sarai, Toi Khula and Darazinda, RHC Garamchashma and RHC Mastuj.
It also approved the establishment of Jawan Markaz in district Karak. Cabinet accorded approval to the appointment of non-official members of the Khyber-Pakhtunkhwa Medical Transplantation Regulatory Authority.
Cabinet also approved Rs56.028 million and exemption of tendering process for Ramzan Dastarkhawan for FY 2024-25.
Under the scheme during the month of Ramzan free Sahri and Iftaries are provided to all those individuals who are stationed with patients in DHQ and THQ hospitals etc.
Cabinet approved amendments to the Khyber-Pakhtunkhwa Commission on the Status of Women (KPCSW) Act, 2016 which aims at strengthening the working of the Commission. The Commission oversees implementation of laws, policies and programs related to women and proposes new measures where there exist gaps.
The Cabinet also decided to avail the Saudi Fund for Development (SFD) funding of $30 million for Malakand infrastructure project if the federal government provided it as "grant" and not as "loan".

ISLAMABAD: The Islamabad High Court (IHC) gave a deadline to the respondents to submit comments in the petitions challenging amendments in the PECA Act. A single bench of Justice Inaam Ameen Minhas on Wednesday heard the petitions of Pakistan Federal Union of Journalists (PFUJ), anchors association and Islamabad High Court Journalists Association (IHCJA). In the petition, counsel of the journalist body adopted the stance that the PECA (Amendment) Act is unconstitutional and illegal; hence, the court should conduct judicial review on it. The petition said the PECA (Amendment) 2025 increased the government control and restrictions on freedom of speech. It said the PECA law violated Article 19 and 19(A) of the Constitution as well. Therefore, it pleaded, the law should be suspended. PECA amendments challenged in SC During the hearing, Advocate Imran Shafiq and other lawyers appeared in the court on behalf of the petitioners. Advocate Shafiq said the federal government has filed its reply only through the Ministry of Interior and the Ministry of Information while the Ministry of Law and Justice, Parliamentary Affairs and the PTA have not submitted any response yet. He informed the bench that the federal government has raised a question on the jurisdiction of this court. He added that the federation has stated that after the 26th Constitutional Amendment, only the Constitutional Bench of the High Court can hear this case. The lawyer said the second objection was raised while giving a reference of a Quranic verse that before spreading the words, do research. The lawyer said the FIRs are being registered against people and the court should hear this case soon. The IHC bench asked whether there is no news going on? Is someone preventing news from being given or published? Riasat Ali Azad advocate prayed the court to issue a stay order that there will be no FIR or arrest against the journalist for reporting the news. He said that the parties are not submitting a response and are taking time from the court. Journalist Mazhar Abbas said that an atmosphere of harassment has been created in the media industry and the journalists are being summoned and harassed by the FIA. The petitioner's lawyer said the parties should be directed to file their replies and provide a copy of the replies to the petitioners in advance before the next hearing. Justice Inaam remarked that even if the response is not filed, the hearing will still be continued. He said that this case would take a long time and therefore, it will be scheduled after Eid. Later, the court deferred hearing of the case till the second week of July. The PFUJ said in the petition that the law infringed international human rights as well as digital rights in Pakistan. The petition read: '…a writ may be issued declaring that the Prevention of Electronic Crimes (Amendment) Act, 2025 is unconstitutional, being violative of the fundamental rights guaranteed by the Constitution, due process, fair trial, and the concept of regulatory independence, as well as the doctrines of fairness, proportionality, reasonableness, and constitutional limitations or restrictions, hence void, and liable to be struck down.' Therefore, the PFUJ prayed that the respondents may be restrained and prevented from employing the coercive powers under the Prevention of Electronic Crimes (Amendment) Act, 2025, in general, and against the journalist community, in particular till final disposal of the instant petition. PESHAWAR: Chief Minister Khyber Pakhtunkhwa, Ali Amin Khan Gandapur, while addressing a jirga in Peshawar, extended felicitations to the entire nation for a befitting response to Indian aggression and said that founding chairman PTI Imran Khan, despite being unjustly imprisoned, united the entire nation against Indian hostilities—proving himself a true leader. Expressing his gratitude to Imran Khan and his supporters, Ali Amin Gandapur said their unwavering stand was instrumental in defending Pakistan. 'We have demonstrated national unity above political differences for the sake of the country's sovereignty and integrity,' he said. The Chief Minister also called on the federal government to avoid imposing taxes on the erstwhile FATA and PATA regions, arguing that the local population is not financially capable of bearing such burdens. 'These areas have been severely affected by the war on terror and require significant investment,' he emphasized. Highlighting the sacrifices of people from merged districts, the chief minister urged the federal government to fulfill all promises made to them. He demanded immediate release of compensation funds for displaced persons from these regions and called for an end to drone strikes in Khyber Pakhtunkhwa, citing civilian casualties. He also demanded for the immediate inclusion of the merged districts' share in the National Finance Commission (NFC) award. 'We are not asking for another province's share—we're demanding our rightful due,' he said. The Chief Minister further urged the federal government to release all pending dues owed to Khyber Pakhtunkhwa, including net hydel profits and the province's full share in the tobacco cess. 'These are the rightful entitlements of our people,' he asserted. In his address, the Chief Minister urged the reinstatement of the traditional jirga system to sustainably resolve disputes in the merged districts. He also demanded Khyber Pakhtunkhwa's inclusion in peace talks with neighbouring Afghanistan, warning that excluding the province would render the negotiations incomplete.
