
Why India Is Pushing FATF To Ease Its Rules For UPI Payments
The global payments ecosystem stands at a regulatory crossroads. At its upcoming June 2025 plenary, the Financial Action Task Force (FATF), the international body that sets anti-money laundering standards, will decide whether its Recommendation 16 (R.16) reforms keep pace with the times or if they reinforce a status quo that disadvantages innovation in the Global South.
The issue on the table is deceptively narrow: whether to continue exempting card payments from certain reporting obligations under R.16 while denying the same relief to instant payment systems (IPS), even when they offer equal or better safeguards. But the implications are sweeping - touching on competitiveness, financial inclusion, and global equity in digital infrastructure.
Not A Level Playing Field
The FATF's own consultations have revealed a clear trend. Industry players, regulators, and development institutions such as the World Bank and the International Monetary Fund (IMF), have urged the task force to treat similarly secure systems equally. Yet, a carve-out for card networks, prevalent in the developed world, remains intact, while newer, fast-growing IPS, like India's Unified Payments Interface (UPI), remain excluded.
This exemption appears to rest on the assumption that card-based payments are inherently less risky. The data, however, tell a different story. UPI processed over $2.2 trillion worth of transactions in FY 2023-24, with a fraud-to-sales ratio below 1 basis point, lower than comparable figures for cards in many OECD countries. Unlike many card transactions that lack identity-level details, UPI transactions are tightly monitored through real-time analytics, dual-factor authentication, and regulatory oversight.
India has made its case forcefully. In its submission to FATF, it argued that a blanket denial of exemptions to all IPS, despite objective evidence of compliance and safety, amounts to regulatory inequity. And it isn't alone. Brazil, Indonesia, Malaysia, and several others have voiced similar concerns. The FATF Secretariat itself, to its credit, proposed a middle path: allow exemptions for IPS that meet defined AML/CFT thresholds and security protocols. But several FATF members appear reluctant to move forward.
Being Truly Global
That hesitation risks entrenching an outdated framework. Card networks, mostly headquartered in the West, benefit from historical precedence. IPS, by contrast, are homegrown innovations in emerging markets, cheaper, faster, and vital for financial inclusion. Exempting one while penalising the other undermines the FATF's stated goal of being technology-agnostic and global in its outlook.
The principle at stake is straightforward: same risk, same regulation. No one argues that all IPS are equal. But if an IPS meets or exceeds the risk controls in card networks, it should be treated accordingly. Anything less is not only inefficient - it is unfair.
The FATF's challenge is further complicated by geopolitics. Its membership is dominated by developed nations, while its standards are binding across a much broader global network. This disparity risks alienating large swathes of the developing world, where IPS are not only tools of convenience but of inclusion. Denying them equitable treatment will raise uncomfortable questions about FATF's legitimacy and representation.
India has rightly argued that if fairness cannot be embedded into the final R.16 amendment, then the entire reform package should be deferred. The current Mexican presidency of the FATF has prioritised financial inclusion. Pushing through a standard that sidelines IPS would starkly contradict that agenda.
Global standard-setting cannot operate on legacy assumptions. The FATF must seize this moment to align its rules with the realities of modern payments. A framework that extends card-like exemptions to qualifying IPS would not only support innovation but also encourage best practices globally. Failing that, the FATF risks losing both credibility and relevance.
India and its peers in the Global South have made their stance clear: equity in financial regulation is not optional, it is fundamental. The ball now lies in FATF's court. The world will be watching.

Facing crisis, Pak sent four letters to India asking it to end IWT abeyance
Pakistan has reportedly sent four consecutive letters urging India to reconsider its decision to place the Indus Waters Treaty (IWT) in abeyance following the terror attack in Pahalgam, Jammu and Kashmir, which claimed the lives of 26 tourists. Sources revealed that the letters were dispatched by Pakistan's Ministry of Water Resources Secretary, Syed Ali Murtaza, to India's Jal Shakti Ministry, which then forwarded them to the Ministry of External Affairs (MEA). With Pakistan now facing an escalating water crisis, the tone of these appeals has grown increasingly urgent, according to individuals familiar with the matter. The sources further noted that even after India launched Operation Sindoor, targeting terror networks in both Pakistan and Pakistan-Occupied Kashmir (PoK), another letter regarding the IWT was sent by Pakistan. India firm on terror and treaty abeyance India has reiterated that there can be no dialogue while terrorism persists, maintaining that 'blood and water also can't flow together.' While the IWT was originally signed in the spirit of goodwill and cooperation, New Delhi asserts that Pakistan violated this spirit by continuing to promote cross-border terrorism. India has invoked its national security prerogative and affirmed that the treaty will remain in abeyance until Islamabad 'credibly and irrevocably' halts support for cross-border terror. This suspension was approved by the Cabinet Committee on Security (CCS), India's apex strategic body, shortly after the 22 April Pahalgam terror attack. This marks the first time India has suspended the World Bank-mediated agreement. Following India's military response under Operation Sindoor, Pakistani Prime Minister Shehbaz Sharif has indicated a willingness to engage in peace talks to resolve bilateral issues. This shift came after several senior Pakistani politicians appealed to the Sharif government to address what they described as a looming 'water bomb' threatening the country after India's suspension of the IWT. 'We would die of hunger if we don't resolve the water crisis now. The Indus Basin is our lifeline as three-fourths of our water comes from outside the country, nine out of 10 people depend on the Indus water basin for their living, as much as 90 per cent of our crops rely on this water and all our power projects and dams are built on it. This is like a water bomb hanging over us and we must defuse it," Pakistani senator Syed Ali Zafar said in May. History and scope of the Indus Waters Treaty Signed in 1960, the Indus Waters Treaty regulates the sharing of six rivers — Indus, Jhelum, Chenab, Ravi, Beas, and Sutlej — between India and Pakistan. India has consistently maintained that Pakistan has undermined the treaty's goodwill by supporting terror activities and obstructing essential upgrades to key water infrastructure projects. India outlines its position at the United Nations Responding to Pakistan's criticism at the UN Security Council in New York on 24 May, India's Permanent Representative, P Harish, stated, 'Far-reaching fundamental changes have taken place not only in terms of escalating security concerns through cross-border terror attacks, but also growing requirements for producing clean energy, climate change, and demographic change.' India has formally approached Pakistan multiple times in the past two years to negotiate modifications to the treaty, but Pakistan has consistently refused. 'Pakistan has continued to consistently block any changes to this infrastructure, and any modifications of the provisions, which are permissible under the treaty,' Harish said. He also emphasised that, although the treaty's preamble is based on goodwill and friendship, Pakistan has waged three wars and facilitated thousands of terror attacks on India.

Bhatti Vikramarka Vows to Turn Palamuru's Drylands Green with Timely Completion of Lift Irrigation Project
Mahabubnagar: Deputy Chief Minister Bhatti Vikramarka reiterated the Telangana government's firm commitment to completing the long-delayed Palamuru-Rangareddy Lift Irrigation Scheme and transforming the parched lands of Mahabubnagar into fertile agricultural zones. Speaking at a massive public meeting after laying foundation stones for power infrastructure projects worth ₹72 crore in Moosapet mandal of Devarakadra constituency, the Deputy CM accused previous governments of neglecting the region and misleading people with hollow promises. Bhatti Vikramarka laid the foundation for one 132/33 kV substation and twelve 33/11 kV substations, signaling the government's intent to improve power supply to rural and farming communities. He announced that all necessary funds for completing the irrigation project—including for resettlement, rehabilitation, and land acquisition—will be released without delay. He cited the approval of ₹70 crore for the Uddandapur R&R package as evidence of the government's sincerity. He sharply criticized the previous BRS regime, questioning why the Palamuru-Rangareddy project, launched in 2015 with a foundation stone laid by then CM K. Chandrashekhar Rao, remained incomplete even after ten years. He condemned the symbolic activation of pumps just before elections as nothing more than a publicity stunt and stated that the Congress-led administration, under Chief Minister Revanth Reddy, is now working with a genuine people-centric approach. The Deputy CM also highlighted key welfare initiatives being rolled out by the government. He noted that 4.5 lakh houses are being constructed under the Indiramma Housing Scheme with an allocation of ₹22,500 crore. For Devarakadra alone, 3,500 houses have been sanctioned. Other major schemes include 24x7 free power supply to farmers, free 200 units of domestic electricity to 50 lakh households, free RTC travel for women, and the launch of the 'Rajiv Yuva Vikasam' scheme to support five lakh unemployed youth. He also announced the ₹12,600 crore 'Indira Solar Girijana Vikasam' for the benefit of tribal communities through solar pumps, borewells, and cultivation support on 6.7 lakh acres. At Nawabpet in Jadcherla constituency, Bhatti Vikramarka laid the foundation for a 132/33 kV substation with an outlay of ₹42 crore and sixteen 33/11 kV substations costing ₹54.37 crore. In his address, he slammed the previous government for betraying Palamuru and assured that the Congress government would set a new benchmark in governance. On this occasion, 200 sewing machines were distributed to minority women and Indiramma housing documents were handed over to beneficiaries. The event witnessed the participation of Ministers Jupally Krishna Rao, MLAs Anirudh Reddy, Madhusudan Reddy, and Megha Reddy, District Collector G. Vijayendra Boi, and senior officials from TRANSCO, TGSPSCDL, and other departments. DCCB Chairman Vishnu Vardhan Reddy was also present. Several development proposals including new hospitals, colleges, transformer repair centers, and trauma care units were also discussed during the meeting.

PhonePe expands UPI payments to feature phone users
Digital payments platform PhonePe has announced its acquisition of the GSPay technology stack from conversational engagement platform Gupshup, aiming to bring UPI-based payments to feature phone users across India. The move aligns with PhonePe's financial inclusion strategy , targeting millions of consumers who remain outside the digital payments ecosystem.
