
BJP MLA's funds threat video in village where he trailed in polls sparks controversy
Pune: Former cabinet minister and BJP MLA from Jalna, Babanrao Lonikar, sparked controversy when he allegedly threatened people of a village in his constituency, where he trailed during the assembly polls, with withholding funds.
A purported video of Lonikar surfaced on social media, showing him addressing a public meeting held in Borgaon village under Jalna's Partur constituency, represented by him in the assembly. The event was organised to inaugurate a concrete road constructed under the Pradhan Mantri Gram Sadak Yojana. According to the MLA, the road had cost Rs8 crore.
Addressing the villagers, Lonikar said, "Borgaon has traditionally supported BJP, but (in assembly) the votes got divided in the village. How could Babanrao trail in this village?"

He said, "I got a road constructed of Rs8 crore for the village. At least now, the villagers should support me. Don't think that you will keep getting Rs5-10 crore funds if you do not vote for me."

Third bureaucratic rejig by BJP govt, senior IAS officers get new postings
In its third bureaucratic rejig since it came to power, the BJP-led Delhi Government on Thursday transferred and posted seven senior IAS officers in key roles. Additional Chief Secretary (Finance and Revenue) Ashish Chandra Verma, who will be relieved on June 30, will be replaced by Bipul Pathak as the Additional Chief Secretary (Finance and Planning). Pathak, a 1992-batch IAS officer of Arunachal Pradesh-Goa-Mizoram and Union Territory (AGMUT) cadre, currently helms the Department of Industries. He also holds the additional charge of the Environment and Forest departments. Prashant Goyal, a 1993-batch IAS officer of AGMUT cadre – currently Additional Chief Secretary (Urban Development) with additional charges of Shahjahanabad Redevelopment Corporation (SRDC) – has been posted as Financial Commissioner with immediate effect from July 1. His posting follows the retirement of IAS officer Chetan B Sanghi. As part of the reshuffle, IAS officer Sandeep Kumar of the 1997 batch, who has been transferred to Delhi from Lakshadweep, will now be posted as Principal Secretary (Vigilance). He has also been given the additional charge of the Administrative Reforms, Environment and Forest departments. Pandurang K Pole, Secretary (Higher Education) and Department of Training and Technical Education (TTE), will hold additional charge of Secretary (Urban Development) from July 1. Apart from this, IAS officer Neduchezhiyan has been posted as Principal Director (Delhi Fire Services), while Arun Kumar Mishra has been placed at the disposal of the Municipal Corporation of Delhi. Sunil Anchipaka has been posted as Special Commissioner (Trade and Taxes).

Days after BJP issues notice, UP MLA denies role in train assault
Jhansi: Days after a passenger was severely thrashed by a dozen people onboard the premium Vande Bharat Express in its executive class at Jhansi railway station, allegedly at the behest of Babina MLA Rajeev Singh Parichha, the BJP legislator presented his side of the story at a press conference on Thursday. Referring to the entire CCTV video footage of the journey, he said, "I was with my family and requested the person to exchange the seat, which he declined. I then went to order some food for my family, for which I made a call after going to the lobby. Suddenly, the same person approached me and tried to pick up a quarrel. He was soon joined by his colleague, who was also travelling with him. Both of them continuously tried to instigate me by pointing their fingers at me and towards my family, but I still kept calm. My gunner tried to intervene, and the duo threatened him also." Parichha further said that he lodged an online complaint and asked for further security, fearing some further backlash. When asked whether the attackers were his men, Parichha said that his security guard called his people to attend to him as they feared some possible further verbal or physical attack. "I had the least inclination of how they suddenly got into the coach and started thrashing the man, and by the time I tried to stop it, it was all over. " After the video of the attack went viral, the BJP on Monday issued a show-cause notice to the two-time Babina (Jhansi) MLA. The party has sought an explanation within seven days for conduct deemed "indiscipline" that tarnished its image. Claiming that some people were trying to tarnish his image, Parichha on Thursday said, "BJP is a party of discipline, and I am a disciplined worker of the party. I denounce the attack as an unfortunate event and have asked the GRP to take all legal actions against those involved in the attack. I even called up the person concerned and talked to him while resolving the issue." The incident unfolded on the evening of June 19 on the Bhopal-bound Vande Bharat Express in coach E2. A passenger (name withheld), occupying berth 49, was allegedly pressured by Parichha, who was travelling with his wife, son, and a security guard, to swap berth 8, allotted to the MLA. This led to an argument. When the train reached Jhansi station, around a dozen people stormed the coach and started thrashing the occupant repeatedly, leaving him with a bloodied nose and bloodstained clothes. The matter went viral on social media, with strong criticisms pouring in from all over.

ACB registers FIR against ex-Delhi ministers in corruption case
The Delhi Anti Corruption Branch (ACB) on Thursday registered a first information report (FIR) against former health ministers Saurabh Bharadwaj and Satyendar Jain in connection with alleged large-scale corruption in health infrastructure projects approved or executed during their tenures. The ACB sought permission for a probe in August 2024, on a complaint lodged by Bharatiya Janata Party (BJP) MLA Vijendra Gupta, alleging large-scale corruption in the health department. (Getty Images/iStockphoto) The FIR was filed under Section 13(1) of the Prevention of Corruption Act, which pertains to criminal misconduct by a public servant, and sections 409 (criminal breach of trust by public servants), 420 (cheating) and 120-B (criminal conspiracy) of the Indian Penal Code (IPC), joint commissioner of police (ACB) Madhur Verma said. 'A comprehensive investigation has been launched to uncover the full extent of the alleged conspiracy and determine the roles and accountability of the former ministers, officials and private entities involved,' Verma said. In response, the Aam Aadmi Party (AAP) questioned why the FIR against Bharadwaj and Jain was being kept under wraps, and selective press notes being leaked. 'Is the FIR so baseless that the BJP fears it will become a national joke if released publicly?' it said in a statement. On Tuesday, officials aware of the matter said that the Centre, on the recommendation of lieutenant governor VK Saxena, gave its approval to initiate an investigation under Section 17A of the Prevention of Corruption Act against Bharadwaj and Jain. The ACB sought permission for a probe in August 2024, on a complaint lodged by Bharatiya Janata Party (BJP) MLA Vijendra Gupta, alleging large-scale corruption in the health department. The LG sent his recommendation to the Centre on May 6, officials said. The ACB will probe 24 hospital projects, including 11 greenfield (construction on unused land) and 13 brownfield (construction on land which was earlier used for other purposes) projects sanctioned in 2018-19 for a total of ₹ 5,590 crore, but are either delayed or have had their costs inflated, JCP Verma said. The ACB will also probe seven ICU (intensive care) hospitals, with a total bed capacity of 6,800, which were sanctioned at a cost of ₹ 1,125 crore in a six-month period starting September 2021. Three years on, only 50% of the work has been completed, and that too at a cost of ₹ 800 crore, Verma said. Verma said that verification of the complaint revealed unauthorised additional constructions at government hospitals in Jwalapuri, by M/s Parnika Commercial & Estate Pvt Ltd, and Madipur, by M/s Ramacivil India Construction Pvt Ltd, without approvals from competent authorities. 'The Madipur hospital project was to be completed by November 2022, but remains abandoned and far from completion,' Verma said. ACB officials said the seven ICU hospitals, contracted to M/s SAM India Buildwell Pvt Ltd, witnessed cost escalations exceeding 100%, with construction still incomplete beyond over the years, against the February 2022 deadline. 'Verification also found that the new block at Lok Nayak Hospital awarded to M/s Swadeshi Civil Infrastructure Pvt Ltd saw project costs escalate from ₹ 488 crores to ₹ 1,135 crores over four years, with the structure still incomplete beyond its January 2023 deadline' Verma said. ACB said that their preliminary probe found that the ministers repeatedly rejected cost-effective solutions, such as the NIC's e-hospital system, without justification. An official, requesting anonymity, said that while submitting the request for sanction, the ACB listed several corrupt activities which resulted in a loss to the government exchequer. In the request, the ACB cited repeated procedural lapses and planning failures that resulted in inflated expenditures. The department of vigilance forwarded the proposal to the Public Works Department (PWD) and the health and family welfare (H&FW) department, both of which supported the call for a probe. PWD officials recommended a 'thorough vigilance inquiry' to trace the chain of responsibility and identify violations. The departments also observed that upgrades and changes made after contracts were awarded led to further delays and cost overruns. Poor planning and imprecise estimates led to escalations, while disputes led to arbitration costs, imposing further financial strain on the exchequer. The two AAP leaders hit out at the charges framed under the FIR. In a statement, Bharadwaj said, 'The FIR would make it abundantly clear that, without any reasonable cause, only two former ministers have been named—while all health and PWD officers, who were actually responsible for executing the hospital projects, have been spared.' Jain said: 'There is, as yet, no evidence to suggest that these project sanctions were marred by corruption. Moreover, all these sanctions predate Saurabh Bharadwaj's tenure. How can a minister be held liable for actions taken two to five years before assuming office? Is this some kind of joke?'
