Maharashtra orders probe into NGO over report highlighting poor state of Mumbai's public toilets

Shiv Sena MLA and Maharashtra Cabinet minister Uday Samant on Monday said the state government will investigate the 'motives' of the non-profit organisation Praja Foundation, which released a report in May highlighting the poor conditions of public and community toilets in Mumbai, The Indian Express reported.
In its report, Praja Foundation had said that there is only one public toilet seat for every 752 men and 1,820 women residents of Mumbai. This is much below the guidelines under the Swachh Bharat Mission, which recommends that there should be at least one public toilet seat for every 100 to 400 men and 100 to 200 women.
Based on data received through Right to Information applications, the non-profit also highlighted that there is only one community toilet seat for every 86 men and 81 women.
A community toilet is a shared facility meant for a defined group of residents or an entire settlement.
The Swachh Bharat Mission norms prescribe one toilet for 35 men and 25 women, respectively.
On Monday, Shiv Sena MLA Prakash Surve, Bharatiya Janata Party's Raj Todsam and Nationalist Congress Party (Sharadchandra Pawar) leader Rohit Pawar raised questions in the Maharashtra Assembly based on the Praja Foundation's report.
In response, Deputy Chief Minister Eknath Shinde said that Mumbai has one toilet seat for every 46 men and 38 women.
Milind Mhaske, the chief executive officer of Praja Foundation, told Scroll on Tuesday that the organisation was yet to receive a formal request or communication from the government regarding the data mentioned during the Assembly session.
'Praja remains committed to collaborate with the government to improve quality of life across our cities,' added Mhaske.
Samant had claimed on Monday that the Praja Foundation's report was 'not accurate'.
'This NGO has brought out a report on availability of toilets in Mumbai,' the minister was quoted as saying by The Indian Express. 'The data given in the report is not accurate. In such cases, it leads to the defamation of the Brihanmumbai Municipal Corporation.'

Cancel Madurai Adheenam's anticipatory bail: Chennai cyber crime police urge Madras High Court

The cyber crime wing of Greater Chennai City Police has approached the Madras High Court with a plea to cancel the anticipatory bail granted by Chennai Principal District and Sessions Court to Madurai Adheenam Harihara Gnanasambanda Desigar in a case booked against him for allegedly making false statements intended at promoting communal enmity between Hindus and Muslims. The advance bail cancellation plea was listed before Justice M. Nirmal Kumar on Wednesday (July 23, 2025) but could not be taken up for hearing due to paucity of time. In an affidavit filed in support of the plea, Inspector of Police B. Padmakumari said, the pontiff was not cooperating with the investigation and hence the anticipatory bail granted to him, by the sessions court, must be cancelled. The Inspector stated that the pontiff had travelled from Madurai to Chennai by road on May 2 to attend a private event at Kattankulathur. Then, his car had met with a minor accident at Ulundurpet in Kallakurichi district. However, he made public statements and gave an interview to the media insinuating as if an attempt was made to assassinate him and that the assailants were Muslims. In order to prevent communal tensions due to his statements, the police immediately secured CCTV footage from Ulundurpet and it clearly showed that it was a simple car accident caused due to the pontiff's vehicle speeding on the road. Subsequently, the cyber crime wing booked a First Information Report (FIR) against the Adheenam on the basis of a complaint lodged by advocate R. Rajendiran. The FIR was registered under Sections 192 (wantonly giving provocation with intent to cause rioting), 196(1)(a) (promoting enmity between different groups on grounds of religion), 353(1)(b) (statements conducing to public mischief) and 353(2) (making false statements in order to create communal enmity) of the Bharatiya Nyaya Sanhita (BNS) on June 24. Subsequently, the police summoned the pontiff for inquiry on June 30. However, he sought 20 days time citing his old age and poor health condition. Thereafter, the police summoned him again on July 5 and this time, he sought permission to appear through video call. But his plea was rejected since the Bharatiya Nagarik Suraksha Sanhita (BNSS) does not permit such a facility for police inquiry. On July 17, the sessions court granted advance bail to the Adheenam on being convinced with his counsel Ramaswamy Meyyappan's argument that his client had no intention to instigate communal tensions and that he was merely responding to questions posed by mediapersons. 'The questions were leading and amounted to putting words into the mouth of the petitioner,' the sessions court had observed. Further, taking note that the pontiff was 67 years old and that the BNSS provides for examining individuals aged above 60 years at their place of residence, the sessions court had directed the Chennai cyber crime sleuths to conduct the inquiry at the Adheenam's place of residence. Accordingly, the police had visited the Adheenam's premises at South Avani Moola Street in Madurai on June 20. Claiming that many people gathered at the premises on that day and prevented the police from performing their duty, Ms. Padmakumari said, 'the above circumstances show that the respondent/accused is not willing to cooperate with the investigation and has continuously used one or other evasive tactics. The trial court has not fully appreciated these aspects and erroneously granted anticipatory bail.' The Inspector went on to state: 'Due to these supervening circumstances and the conduct of the respondent/accused, this case deserves immediate cancellation of anticipatory bail as the above facts demonstrate clear abuse of liberty granted to the respondent/accused and poses a serious threat to the administration of justice.'

Several MLAs raised the issue during the recent assembly serious note of these concerns, CM Fadnavis has made it mandatory for all Urban Development project approvals to go through his office. The Uttar Pradesh Police have unearthed a fake 'embassy' operating in Ghaziabad and arrested a man claiming to be an 'ambassador' of a non-existent country called 'West Arctica', The Indian Express reported on Wednesday. The arrested man was identified as Harsh Vardhan Jain, a resident of Kavi Nagar in Ghaziabad, PTI reported. Additional Director General of Police Amitabh Yash claimed that Jain was running a bogus embassy from a rented house and projected himself as the diplomatic representative of several non-existent countries such as West Arctica, Saborga, Poulvia and Lodonia, the news agency reported. The accused also moved around in vehicles bearing fake diplomatic number plates, Yash added. Jain reportedly used the setup to pass himself off as a powerful global player. 'He used the guise of diplomacy to influence businessmen, promise them access to international markets, and run a hawala network through shell companies,' The Indian Express quoted the police as saying. Preliminary investigations further suggested that Jain brokered deals by falsely promising job placements for companies and persons in foreign countries, PTI reported. After his arrest on Monday, the police seized four vehicles bearing fake diplomatic number plates, 12 forged diplomatic passports, fake documents bearing Ministry of External Affairs seals, forged PAN cards, rubber stamps of several countries and companies, and fake press cards, PTI reported. The police also said that Rs 44.7 lakh in cash, foreign currency, documents linked to several companies and fake diplomatic number plates were seized. A first information report was filed at the Kavi Nagar Police Station and further investigation was underway, The Indian Express reported. In 2011, Jain had been booked for illegally possessing a satellite phone, PTI reported. He has also been linked to controversial godman Chandraswami and international arms dealer Adnan Khashoggi earlier.
