
Probe ordered into alleged TDR scam on reserved land in Deolali
Nashik: On Thursday, Ram Shinde, the chairman of the Maharashtra Legislative Council, directed the civic and district administration to investigate an alleged Transfer of Development Rights (TDR) scam related to the acquisition of land reserved for public amenities in the Deolali area of Nashik city.
He instructed them to submit a report within 15 days.
The directive emerged during a meeting with the relevant officials following a complaint that the Nashik Municipal Corporation issued TDR certificates to a landowner at rates exceeding the govt market value in exchange for land in Survey No. 295 at Deolali within the NMC limits, designated for a garden, school, and the 18m DP Road. The meeting took place at Vidhan Bhavan in Mumbai on Thursday.
Ram Shinde, the state legislative council chairman, said the complaint indicates NMC issued TDR certificates to the landowner concerned at a rate of Rs 25,100 per sqmt, while govt market value of the reserved land at Deolali was Rs 6,500 per sqmt. At first glance, this appears to have resulted in losses to state govt. Shinde asked the NMC commissioner, inspector-general of Registration and Controller of Stamps, and district collector to conduct a thorough investigation into the alleged TDR scam and submit the report within 15 days.
Shinde also instructed that if the inquiry establishes the facts, criminal cases should be filed immediately against those found guilty during the probe. The officials attended the meeting via video conference.

Man freezes legs in dry ice to pull off Rs 12 crore insurance scam; loses limbs, faces jail time
In a bizarre and shocking incident, a Taiwanese man had undergone double amputation by deliberately freezing his legs with dry ice for ten hours to defraud five insurance companies, according to a report by the South China Morning Post. The man, identified as Zhang, has now been sentenced to two years in prison by the Taiwan High Court. According to SCMP, Zhang, an undergraduate in Taipei, had purchased multiple policies between 2003 and 2023, from five insurance providers, covering health, life, accident, long-term care, and travel. Zhang conspired to get insurance payouts with his former secondary school classmate, Liao, in 2023. According to SCMP, the two friends bought dry ice in New Taipei City and returned to Liao's house in Taipei's Zhongshan District on January 26, 2023. In Liao's residence, Zhang placed his bare feet in a bucket filled with dry ice. Liao tied him to a chair with plastic straps to prevent Zhang from pulling his legs from the bucket if the process became unbearable. Zhang kept his feet in the bucket from 2 AM until noon. Liao documented the whole process with photos and videos. Two days later, Zhang sought medical treatment at the emergency room of Mackay Memorial Hospital. There, he was diagnosed with severe frostbite below both calves, as well as bone necrosis, sepsis, and rhabdomyolysis. The fourth-degree frostbite led to the amputation of both of his legs. For the insurance payout, the pair falsely claimed Zhang suffered severe frostbite because he was driving his motorcycle late at night. They submitted the insurance claim asking for NT$41.26 million (Rs 12.08 crore, approximately). One company did pay a small amount of NT$236,427 (Rs 6,10,000, approximately). The remaining companies detected inconsistencies and denied the claims. Later, all five insurance companies reported the case to the police. Authorities investigated and eventually charged both men with fraud and intentional self-harm, leading to serious injury. On June 20, the Taiwan High Court sentenced Zhang to two years in prison, while Liao, considered the mastermind, was sentenced to a six-year prison term.

Delhi CNG pump owner robbed at farmhouse of Rs 30 lakh: Victim's drivers among 4 arrested
Three days after a CNG pump chain owner was robbed of Rs 30 lakh, the Delhi Police arrested four men — including two of the victim's drivers. The two drivers — Satendar Singh, 35, and Anil, 54 — and their accomplices, Santosh Tripathi, 40, and Shammi, 49, were arrested from different parts of Delhi where they had fled to evade capture. The incident took place on Monday night when the victim, Karan Chopra, was with his family at his farmhouse in Ghitorni. A man posing as a delivery boy knocked on his door. As soon as Chopra opened the gate, he was pushed aside by the accused while three more men entered his house, police had said earlier. 'They told him that they have guns. They told him to stay calm, and let them leave with the cash. They took whatever money and jewellery was at the farmhouse. Then they took Chopra to his office on MG Road in Gurgaon in his own car to take out more cash,' a police officer had said. Following the arrests, police said a total of Rs 6.6 lakh of the stolen amount has been recovered from the four accused — Rs 3.15 lakh from Satendar; Rs 95,000 from Anil; Rs 1.95 lakh from Santosh; and Rs 10,000 from Shammi. Police said the two drivers, who were arrested late Wednesday, were the brains behind the whole operation. 'The two knew everything about the amount of cash that was kept at both the victim's house and his office. They called in the other two accused to help pull off the robbery for a fraction of the proceeds,' DCP (Southwest Delhi) Amit Goel said. After questioning Satendar and Anil, police arrested the other two accused on Thursday morning. 'Attempts to recover the rest of the stolen amount are being made,' a police official said.

Gujarat CM announces uniform house tax of ₹200 annually for PMAY-Gramin beneficiaries
GANDHINAGAR: Gujarat Chief Minister Bhupendra Patel has made a crucial decision aimed at advancing the interests of beneficiaries of government-assisted housing developed in the rural regions of the state. The decision aims at an annual uniform rate of Rs 200, which will be levied as house tax assessment across the state from housing beneficiaries for houses built with government assistance under various schemes, including the Central Government's flagship scheme, Pradhan Mantri Awas Yojana (Rural). An annual house tax assessment rate of Rs 200 has been fixed for four years, starting from the current assessment cycle, for houses constructed with government assistance within the limits of all Gram Panchayats across the state, according to the release. It has also been decided that no Gram Panchayat will be allowed to charge more than the fixed rate of Rs 200 per annum. Additionally, the state government will review this assessment rate after the four-year period is completed. The economic condition of beneficiaries of housing schemes, including the Pradhan Mantri Awas Yojana, is generally weak. The government supports such beneficiaries by providing financial assistance, even for the construction of their own houses, to help them fulfill their dream of a "home of their own". Demonstrating sensitivity towards the beneficiaries of rural housing schemes, Chief Minister Bhupendra Patel has decided to implement a uniform house tax assessment of Rs 200 per year for houses constructed with government assistance in rural areas of the state. As a result of this decision by the Chief Minister, lakhs of rural poor families will get significant relief in the amount paid for house tax assessment. The Panchayat, Rural Housing, and Rural Development Department of the state government has also issued a resolution regarding this decision.
