State to set up quantum task force, targets $20 bn economy by 2035
At a high-level consultation held at Vidhana Soudha on Tuesday, ministers overseeing the portfolios of Science & Technology, Industries, IT & BT, and Minor Irrigation met with senior executives from global tech companies and academic leaders to discuss Karnataka's roadmap in the quantum domain.
Ministers N.S. Boseraju (Science & Technology), M.B. Patil (Industries), and Priyank Kharge (IT & BT) addressed the gathering, assuring comprehensive support — including land allocation, infrastructure, and policy backing — to foster a thriving quantum ecosystem.
'Karnataka is uniquely positioned to lead India's quantum revolution, given its world-class institutions, skilled talent pool, and forward-looking industrial base,' said Minister Boseraju. 'We will consult the Chief Minister to form a Task Force to guide this effort.'
Industries Minister M.B. Patil reiterated the government's readiness to facilitate industry demands swiftly, while IT&BT Minister Priyank Kharge stressed the importance of skill development and deep-tech collaboration.
The meeting was attended by representatives from IBM, AWS, Infosys, L&T, XeedQ, QpiAI, IISc, JNCASR, IIIT Dharwad and others. Vision Group Chairman Kris Gopalakrishnan and government officials, including Principal Secretaries and Commissioners, were also present.
The upcoming Quantum India Conclave, scheduled for July 31 and August 1, will mark the first major event under Karnataka's emerging quantum mission.

AI inclusion debate slows down Karnataka's IT policy rollout
Bengaluru: Karnataka's fresh information technology policy 2025-2030, which needs to be rolled out this year, is facing a dilemma due to the increased use of artificial intelligence (AI) in the sector. The fact that AI has become an integral part of the IT-BT sector means the state govt is struggling to decide whether to separate the two or integrate them across the board. "Across the world, countries are split in terms of creating a policy for AI. While Europe has a sector-specific AI usage policy, countries such as the US have a one-size-fits-all policy. Having visited both these continents, we are yet to finalise what should be our model in Karnataka," said a senior IT-BT official. The IT-BT department is currently debating whether the state should have a separate AI policy or make it the central point of the IT policy. With a wide range of consultations already embarked upon, stakeholders are giving their opinions on the use of AI, including the launch of a survey on how much AI is being used by individual companies and how the IT policy needs to integrate it. However, the debate itself has appeared to slow down the rollout of the IT policy as Karnataka does not intend to rush it. Speaking to TOI, IT-BT Minister Priyank Kharge admitted that a larger consultation is taken up to roll out the fresh IT policy due to AI disruptions. Govt sources suggest that the department is trying to launch the policy close to the Bengaluru Tech Summit (BTS), which will be held between Nov 18 and 22. —-- Quote Most of the expectations are being covered in the new IT policy. With Sports Bill on cards, will BCCI wait and allow Roger Binny to continue beyond 70?
The incumbent BCCI president Roger Binny turned 70 on Saturday but there is no immediate clarity on whether he would be continuing till the AGM in September or demit office with immediate effect with vice-president Rajeev Shukla taking charge as the interim head. To add another twist to the tale, a Draft National Sports Bill is in the pipeline, which will be tabled by Union Sports Minister Mansukh Mandaviya during the upcoming monsoon session of the parliament and it carries a provision of increasing the upper limit of an age cap to 75 from the existing 70 for an administrator. When PTI approached sources close to Binny, it was learnt that the septuagenarian is expected to get in touch with BCCI secretary Devajit Saikia and the legal department on the way ahead for him. Live Events So what does the Draft Sports Bill state about the Age Cap? As per Draft Bill which is in possession with PTI, on page No. 8 in Chapter II under National Sports Bodies sub clause (2) (e), the age-cap tenure rule is specified. "A person shall not be qualified to contest election or seek, nomination to, the executive committee, unless that person complies with International Charters and Statutes and Bye-Laws relating to age and term of the executive committee: "Provided that person shall not be more than 70 years of age on the last date of the nomination for election: "Provided further that any person aged between 70 and 75 years may contest elections or seek nominations if permitted by the international charters and statutes and the bye-laws and in such case, person elected shall serve full term." If one interprets the age-clause, then in theory, if someone aged 69 years and 364 days on the date of nomination, if elected for any office bearer's post can continue his full term beyond the age of 70 once the bill comes into effect. While Binny, on Saturday, completed 70 years, which is BCCI age-cap for any office bearer, the new Sports Bill, if it comes into effect by August can ensure that the 1983 World Cup hero back at the helm, and he can have at least another three year term if not five, obviously with a rider. Provided that the powerful people, who run the show at the BCCI decide that Binny can be continued for another three if not five years as per new bill, if the international body (ICC in this case) doesn't have any age-cap provision, then one can continue till 75 years. Till date, ICC charter doesn't have any age-cap rule in other sports bodies such as FIFA and IOC . So where does it leave Shukla? Till the Bill comes into effect, the Congress Rajya Sabha MP can continue to be the interim leader even if it is not explicitly put in letter and spirit. However in the BCCI itself, there are informal deliberations and discussions about whether to elevate Shukla for two months or quietly wait for the Sports Bill to come into effect. There is a school of thought in the BCCI circles that president's post should preferably be carried by some former India cricketer of repute just like Sourav Ganguly or Binny.

Android phones can detect earthquakes before they strike, say scientists
In 2020, Google introduced the Android Earthquake Alert (AEA) system for people with smartphones living in earthquake-prone regions. Compared to expensive earthquake early warning systems, scientists say Google's feature is very accurate and cost-effective, as it does not require a dedicated seismic station. Available on Android devices in 98 countries, Google's earthquake alert system has now expanded to cover more than 2.5 billion people in just three years. Since the Android Earthquake Alert system works by gathering data from millions of Android devices, one might wonder if it actually works. As it turns out, crowdfunding data is a really good idea. According to a recent study published in the journal Science, Google's Android Earthquake Alert system is so effective that it is on par with traditional seismic networks in terms of detecting earthquakes and issuing alerts. In the study, researchers said that 'AEA demonstrates that globally distributed smartphones can be used to detect earthquakes and issue warnings at scale with effectiveness comparable to established national systems.' It goes on to say that while the accelerometers in smartphones are less sensitive than the equipment used in seismic networks, they are still capable of detecting ground motions. The study goes on to say that around 70 per cent of the total smartphones in the world are powered by Android and that between 2021 and 2024, the Google AEA system detected an average of 312 earthquakes in 98 countries that had a magnitude between 1.9 and 7.8. As it turns out, 85 per cent of users who received earthquake alerts also experienced sharing. Out of these, 36 per cent said they got an alert before the earthquake, while 28 per cent and 23 per cent of people said they received an alert during and after the shaking began. In the video below, the yellow dots indicate the number of smartphones nearby, while the red dot marks the epicentre. The yellow circle is the P-wave's estimated location, and the red circle is for the S-wave, which is responsible for most of the damage. The animation shows how phones detected shaking as the 6.2 magnitude earthquake progressed in Turkey, causing damage and loss of life in the country. In a blog post, Google explained that its Android Earthquake Alert system uses accelerometer sensors in smartphones to sense vibrations, which may or may not indicate if an earthquake is happening. If the system thinks an earthquake is imminent, it then sends a signal to the tech giant's earthquake detection server along with an approximate location of where the shaking was recorded. The server then combines data from various smartphones in the vicinity to determine if an earthquake is actually happening. With more than 2 billion devices around the world acting as mini-earthquake detectors, Google says its system is the world's largest earthquake detection network.
