Carney needs to ‘pick a lane' on climate priorities and energy boost, activist says

OTTAWA — Climate activists and energy leaders say Prime Minister Mark Carney will need to make some hard choices on whether to bolster the country's oil and gas sector as means of achieving economic stability.
Throughout the election campaign, Carney signalled an openness to building more pipelines in Canada and promised to cut approval times to get projects built faster. He also acknowledged during the English leaders' debate that having western Canadian oil flow through the United States to Ontario and Quebec presents a national security threat.
But he also has said he wants to keep Canada's emissions cap on oil and gas production in place, and to strengthen the industrial carbon price — policies the oil and gas sector has called on him to scrap.
Carney also campaigned on making Canada a 'world leader' in carbon capture and introducing investment tax credits to support clean energy and technology.
While Carney said before the campaign he would keep the emissions cap in place, Alberta Premier Danielle Smith has said the prime minister told her behind closed doors that he wasn't in favour of hard caps.
'We've heard Mr. Carney, in particular during the election campaign, adopt an 'all of the above' approach to energy and refusing to pick a lane between a cleaner, safer, renewable powered future and doubling down on the volatile fossil fuel status quo,' said Caroline Brouillette, executive director of Climate Action Network.
'I think that in 2025 we don't have the luxury of not picking a lane, both from an environmental side of things but also from an economic side of things.'
And Carney doesn't have the luxury of time either, said Adam Waterous, chairman of oil and gas producer Strathcona Resources.
With the auto, steel and aluminum sectors reeling from U.S. President Donald Trump's tariffs, he said, Carney's most powerful bargaining chip is Canada's energy.
'Donald Trump has been very, very consistent for nine years. He ran on this originally, and now he wants one thing from Canada. And it's not fentanyl and illegal immigration, that's a head-fake. He wants an agreement to build Keystone XL,' Waterous said.
The Keystone XL project — a 1,900-kilometre pipeline that would have run from Hardisty, Alta., to the major U.S. crude storage hub at Cushing, Okla., and then on to Gulf Coast refineries — was first proposed during the Obama administration, which rejected it on environmental grounds.
It was then revived under the first Trump administration before then-president Joe Biden killed it again by revoking the pipeline's permit on his first day in the White House in 2021. At that point, the project's proponent TC mothballed the project.
Posting on his Truth Social account back in February, Trump called for the project to be resuscitated.
'Now, the industry doesn't want to build that,' Waterous said, adding the sector wants an east-west pipeline in order to diversify Canada's oil and gas exports and reach overseas markets.
Oil and gas leaders laid out five demands in a letter to Carney shortly after the election. They called on him to, among other things, scrap the emissions cap regulations and repeal industrial carbon pricing.
The federal government could pursue the Keystone project on its own, Waterous said — but that could present a different roadblock.
'The United States will not enter into an agreement with a state-owned enterprise because it is considered a non-tariff trade barrier as a subsidized entity. It has to be a private sector party,' Waterous said.
But the project would be unlikely to get a private backer, he said, because 'the energy sector doesn't want to do this. They want to go east-west.'
'The energy private sector would be doing this to shelter auto, steel and aluminum. So you see the irony in this dynamic.'

Three and a half years after a report recommended tighter restrictions on glyphosate spraying, some lawmakers say the pace of implementation has been too slow. "It's clear that not a lot of work was done on it in that time," Green MLA Megan Mitton said. "There were some things completed and some things very recently completed, but I would have liked to see more progress." The report by the legislature's committee on climate change and environmental stewardship made a number of recommendations on the future of herbicide spraying in the province. It followed extensive hearings with scientists, foresters, Health Canada researchers, First Nations, industry and the public. The recommendations included larger setbacks from dwellings and watercourses, that N.B. Power phase out aerial glyphosate spraying and an analysis of potential alternatives. In an update to the committee, Christie Ward, the assistant deputy environment minister, said 11 of 20 recommendations have been "completed" to date, while the remaining nine are underway. Some MLAs pointed out, however, that what the department has implemented is not what the initial report actually recommended. "When you went through the recommendations of the committee that were unanimously adopted, you pointed to a number of those recommendations that were marked as completed, which were not implemented as recommended," David Coon told department staff Wednesday. "So essentially you rejected those recommendations." For example, the report called for setbacks from dwellings to increase to one kilometre from 500 metres. Ward said permits for aerial glyphosate spraying issued last year increased setbacks to 500 metres from 155 metres. Instead of the minimum 100-metre setback from watercourses recommended in the report, ground application requirements were moved to 30 metres from 15 metres, and aerial spraying requires a minimum distance of 65 metres. Ward said that the department has spent time trying to understand the intent of the committee's recommendations and to carry out the spirit of them, even those based on a misunderstanding of the regulations that already existed. "These recommendations are complex in some cases, many of them require rigorous scientific review, they also require a baseline of information, so you know where you're starting from and where you need to get to," she said. "There's been a lot of work done in the background to really understand all aspects of the pesticide program." But Mitton said she'd prefer a more direct answer from the department on whether the committee's recommendations have been followed. "When the auditor general has a report, there's a response from the department and then there's an update," she said. "I almost feel like we need a bit more of a formal process, or to bring them in more often, to keep that accountability going because I don't accept some of those answers as a checkmark." Environment Minister Gilles LePage backed up his staff, noting the report, which he helped prepare as an opposition member of the committee, did err at times in its understanding of existing regulations. However, LePage agreed with other comments over the pace of action on the report over the last few years. "In the past six years, I think there was a lack of work on that file, and that's why it's part of my mandate," he said. "I was part of the evolution of pesticides in this province, with the research on this committee, and I take it personally, and we are going to focus on pesticides even more than the previous government." LePage's mandate letter from Premier Susan Holt includes two mentions of herbicide spraying. One is to implement all recommendations from the committee's report. The other is to investigate alternatives to pesticide and herbicide use and "re-evaluate the safety of glyphosate with new and comprehensive data specific to New Brunswick." "We're looking daily and monthly on the impacts of how it's done," he said. "But don't forget, our regulations are very strong and very rigid for application and for use."

The Halifax Mooseheads are asking Halifax regional council for up to $1.625 million to expand the training facility they lease at the RBC Centre in Dartmouth. Mooseheads general manager Cam Russell and Elizabeth Powell of architecture firm Fathom Studio outlined plans for a proposed 4,700-square-foot addition at a standing committee meeting on Wednesday. They said the project at the municipally owned centre would benefit both the team and the public. Russell, who has been with the Quebec Maritimes Junior Hockey League organization for 25 years, told the committee the current training facility is challenging to use. "Our gym isn't big enough, we have to work out in two or three different groups," he said. "We have a lounge that only seats three to four players. We don't have a wellness area that would be good for the kids, for their mental health and their well-being." Russell told the committee a state-of-the-art facility would enhance the Mooseheads' ability to attract top talent, putting the team on the same level as NCAA teams, universities and colleges. Russell said the proposed expansion would include a high-performance gym equipped with hockey-specific training gear, a 21-metre turf training track, and a dedicated shooting room for skill development, which he said would be a first in the QMJHL. The plans would also incorporate a sauna, steam room and cold plunge recovery area, a more spacious player lounge and a publicly accessible, barrier-free washroom. The timeline for the project is about six months for the design and eight months for construction, said Powell, the project architect. Russell said the Mooseheads are asking the municipality to fund the construction of the building shell, while the team would cover interior costs and remain the exclusive tenant of the training facility. The Mooseheads' current lease, set to expire next year, costs the team about $45,000 annually, he said. Coun. Patty Cuttell said while she understood the need for the expansion, she had concerns about the municipality paying for a space for the exclusive use of a privately owned franchise. "If we build this, what's the cost recovery through the lease?" she asked. Maggie MacDonald, the executive director of parks and recreation, recommended a staff report to examine the financial implications, the assessment of public good, and potential cost recovery mechanisms. Cuttell said she would be willing to ask for a staff report once she examined the motion in greater detail.

‘Mission Impossible:' Maritime students struggle to find summer jobs

Its the end of the school year and thousands of students have hit the pavement looking for work. But finding and securing a summer job is proving harder and harder for students across the country. 'In the summertime it can be quite competitive. Due to my age, its hard to find opportunities out there to get a paying job,' says Grade 9 student, Olivia Hernandez-Jennex. 'I've probably sent out around 10 resumes around my area.' The federal government announced an expansion of the Canada Summer Jobs program, which offers wage subsidies to businesses hiring young people for seasonal work. That comes with a $25-million price tag, which Devin Drover, the Atlantic director for the Canadian Taxpayers Association, says is a concern for them. 'This [comes] at a time where the Government of Canada is spending tens of billions of dollars just on servicing government debt. So, we're always cautious to see more expenditure at a time when the government, every year is adding on a lot of borrowing,' says Drover. There's no denying the demand is being felt here at home. Stephanie Schnare, the marketing manager for the Halifax Shopping Centre, says a recent job fair held at the mall drew a large crowd. 'We definitely saw between 100 [and] 150 people come out for the job fair which is significant,' says Schnare. 'We saw anywhere from high school students to certainly university and younger grads.' But even with help, some students say it continues to be a struggle. Whether it's having a lack of experience or finding a job that allows them to juggle other responsibilities. 'As a nursing student where we have a super busy schedule during the summer, and we have clinical hours. So that can make it difficult to work because we're already doing full time clinical hours as well,' says Dalhousie University nursing student, Samantha Layden. As the national unemployment rate skyrockets, job seekers of all ages are at a standstill. 'My little brother [is] trying to find just summer employment… I have family members trying to find full-time employment that have recently been laid off and it just seems like mission impossible for anyone to find a job right now,' says another Dalhousie University student, Karah Fleet. But Drover believes the federal government is better suited helping businesses, as way to combat the issue. 'Its clear that businesses are struggling…whether it's through prices going up due to inflation or things like the threat of tariffs, it means there's less opportunity to hire and to grow their business. So I think, one of the things the federal government could do right now is look at lowering some of the corporate tax rates,' says Drover.
