
Libya Industry Union supports CBL initiative to complete stalled housing projects – through cheaper, locally manufactured raw materials
The LIU's support to the CBL initiative came in the form of an official letter sent to the CBL last Thursday (17 July). The letter came in response to the workshop held in Tripoli last Sunday (13 July) entitled 'The Role of the Banking Sector in Revitalizing Stalled Housing Projects and Urban Development'. The workshop was organised by the CBL in cooperation with the Tripoli based Libyan government.
At the workshop, the CBL Governor, Naji Issa, announced that he was prepared to make available up to LD 5 billion for the completion of the hundreds of thousands of stalled (since the 2011 revolution) housing projects. It was also revealed at the workshop that the Tripoli government is aiming to complete 150,000 housing units by 2030.
In response, LIU Executive Director Nuseer confirmed the contents of the letter revealing the LIU ''affirm their full support for the CBL Governor's initiative, through which the development, reconstruction and completion of thousands of housing units will be revived throughout Libya
House-building raw materials can be manufactured locally at cost – plus a small margin
The LIU's participation in the initiative, the letter to the CBL said, comes by providing a large portion of the project's needs, with a small profit margin covering administrative and general expenses. These can be manufactured locally at cost.
More than 15 percent of value of housing units can be saved
Production operations are expected to save more than 15% of the value of the housing units, which will positively impact the selling price for Libyan youth and families benefiting from this initiative.
In light of the above, the letter's action point said ''we hope you (CBL) will kindly schedule a meeting with us (LIU) so we can present a presentation on the industrial companies that will participate in implementing this initiative''.
Commenting on the letter, ''The LIU's initiative reinforces the Governor's and the Council of Ministers' initiatives. The goal is to ease the burden on housing programme beneficiaries'', Nuseer explained to Libya Herald .
Local factories have international quality certification
''Because most of the project's needs can be manufactured locally, at cheaper and better prices than imported materials – the same quality as imported materials, and even better in some industries. Libyan factories have international and local certifications that enable them to manufacture excellent building materials at a lower price than imported materials'', Nuseer insisted.
Saving on need for hard currency drain
Stressing the logic of the savings, he added that ''The raw materials are local, and the skilled labour force is partly Libyan. This will in turn limit the drain on hard currency and provide jobs for local youth''.
Therefore, ''the LIU decided to participate in this national programme where prices will be very competitive, and payment will be local (in local currency) made on an invoice-by-invoice basis. Local manufacturing and sourcing ''will reduce programme expenses in terms of warehousing, transportation, and security given that the local factory is the project's warehouse''.
Affordable housing for youth and families
Concluding, Nuseer said ''we will save on currency drain, reduce construction costs and benefit Libyan youth and families by obtaining affordable housing''.

Libya Development and Reconstruction Fund signs 'strategic agreements' with 'several large' US Companies

Tripoli based Military Industries Organisation opens 'Libyan Inventor' office
The Tripoli based Military Industries Organisation, part of the Tripoli based Ministry of Defence headed by Prime Minister Abd Alhamid Aldabaiba, announced last Tuesday (5 July) the opening of the 'Libyan Inventor' office at the headquarters of the Mechanical Industries Centre on Tripoli's Sawani Road. The Military Industries Organisation said this comes as part of its strategy to support national competencies, encourage local research and innovation and to expand the base of community participation in the fields of manufacturing and technical development. It said the office will be an official platform to receive the owners of ideas, inventions, innovations and owners of viable projects from various fields, and to incubate and provide technical and logistical support to transform ideas, guiding them into actionable industrial models within studied scientific and industrial paths. Petrol stations to open 24 hours in response to petrol queues
Brega Marketing Company, the National Oil Corporation (NOC) subsidiary responsible for fuel imports and distribution, announced yesterday that its own petrol stations will open and receive fuel over a 24-hour period. This suggests that it will not include the two main privately-owned petrol stations (Sharara and Rahila). The move comes in response to the reappearance of queues at Tripoli's petrol stations, and Brega says it is part of the efforts made to address the fuel crisis and ease congestion at the stations. As usual, it is unclear why exactly a sudden fuel crisis has flared up. The authorities insist that there is no shortage of fuel, however, the reality is that petrol queues had started to lengthen over the last week. e-tracking (GPS) of fuel distribution trucks introduced In a move that may or may not be related to the sudden fuel crisis, Brega Marketing announced on 5 August the launch Of its electronic fuel truck tracking system (GPS). Although some independent commentators on Libyan media have challenged whether the new system can indeed do the following, Brega claims that the new system offers: * The possibility of direct communication with drivers. * SOS emergency alarm system. * Ability to stop the truck engine remotely. * Accurate identification of cargo unloading locations. This project, Brega added, underscores its commitment to digital transformation and enhanced oversight to serve the public interest. If successful, a possible quantum leap in Libya's anti-fuel smuggling efforts? Successive Libyan governments since the 2011 revolution have made unsuccessful efforts to counter the country's huge cross land and sea border fuel smuggling problem. Last month, Naji Issa, Governor of the Central Bank of Libya put the country's annual fuel smuggling bill at about LD 20 billion (US$ 2.7 bn). This equates to about a third of all annual government fuel subsidies. The launch of e-tracking (GPS) of fuel trucks is part of the government's wider effort to counter this fuel smuggling across land to neighbouring countries and across the sea to states where fuel prices are unsubsidised to the high levels of Libya. A subsidised litre of petrol in Libya today costs LD 0.15 – about US$ 0.02. It will be recalled that in July 2024, Tripoli based Libyan Prime Minister, Abd Alhamid Aldabaiba, and the head of the Audit Bureau, Khaled Shakshak, attended a workshop on launching an enhanced fuel truck tracking and fuel monitoring system on Brega fuel trucks. This ''anti-fuel smuggling system'' involves converting the fuel outlet valves on fuel delivery trucks from simple mechanical valves that can be opened by anyone at any time, to electronic valves that can only be opened at the targeted petrol station. The system also includes an electronic fuel gauge to measure the amount of fuel delivered; electronically sealed fuel inlets and control cameras fitted to the delivery truck. In parallel to this, an electronic gauge is to be installed at the fuel tanks in petrol stations.
