Bengaluru stampede: Karnataka plans bill for crowd management at events after 11 people killed

Karnataka Law and Parliamentary Affairs Minister H K Patil said on Thursday said that the state government is expected to discuss the key bills in the next cabinet meeting, which include the one on crowd control and management in the wake of the June 4 stampede in Bengaluru that killed 11 people, reported PTI.
According to the report, other bills likely to be discussed include Bills against misinformation or fake news, and hate speeches and crimes.
"Four bills were proposed today – Karnataka crowd control, managing crowd at events and venue of mass gathering Bill, 2025; Karnataka Rohith Vemula Bill, 2025; Karnataka misinformation, fake news prohibition Bill, 2025; Karnataka hate speech and hate crimes prevention Bill, 2025," Patil told reporters after the cabinet meeting.
He said, "these Bills were proposed at the meeting today. I mentioned that on some Bills there is a need for a detailed discussion. It has been decided that before the next cabinet meeting, concerned ministers will meet and discuss and bring the Bills before the cabinet."
Earlier on 4 June, a stampede occurred on the evening in front of the Chinnaswamy stadium in Bengaluru, where a large number of people thronged to participate in the RCB team's IPL victory celebrations. Eleven people died and 56 were injured in the incident.
The government is also mulling to bring the draft Rohith Vemula Bill which reportedly proposes for compensation of up to ₹ 1 lakh for students who face caste-based discrimination in higher education institutions. It also proposes jail term of one year and pay a fine of ₹ 10,000 for guilty.
In April, Congress leader Rahul Gandhi had written to Chief Minister Siddaramaiah, requesting the Karnataka government to enact "Rohith Vemula Act" to ensure that no one faces caste-based discrimination in the education system.
Rohith Vemula, a Dalit student, allegedly died by suicide due to caste-based discrimination in Hyderabad, in 2016.

In a move aimed at empowering female students from economically weaker sections, Maharashtra's higher and technical education minister Chandrakant Patil has issued strict directives to ensure 100 per cent tuition and examination fee concession is effectively implemented in all government, aided, partially aided, and permanently unaided colleges and polytechnic institutes, as well as in public and government-affiliated universities across the state. During a meeting held on Thursday, Patil said all educational institutions must take serious note of these directives. Patil made it clear that no fees should be collected at the time of admission from eligible female students enrolled in professional courses through the Centralized Admission Process (CAP). Referring to past lapses, Patil warned institutions that if any fees were collected during the previous academic year, they must be refunded immediately. 'The tuition fee scholarship amount under the scheme is directly deposited into the institution's bank account, whereas the examination fee is transferred to the student's Aadhaar-linked bank account, ensuring transparency and timely benefit delivery. To address grievances effectively, the directorate of technical education has set up a dedicated helpline and support desk, with a special nodal officer to be appointed for expediting the resolution of complaints, particularly those related to unauthorised fee collection,' said Patil. 'Under the Rajarshi Chhatrapati Shahu Maharaj Education Fee Scholarship Scheme, as of June 16, 2025, the technical education department has disbursed a total of ₹784.46 crore directly benefiting 1,03,615 female students. In addition, the higher education department has received 1,32,188 applications, out of which ₹55.83 crore has already been distributed to 61,526 students. The remaining applications are currently undergoing final verification,' said Patil. The scheme is not limited to diploma-level courses, but also extends to postgraduate professional programs such as MBA, MCA, and thereby widening the scope of higher education opportunities for girls from disadvantaged backgrounds.

A major breakthrough has emerged in the investigation into the murder of Indore-based businessman Raja Raghuvanshi, with Meghalaya Police revealing that the mysterious contact 'Sanjay Verma' saved on prime accused Sonam Raghuvanshi's phone was actually her alleged lover and co-conspirator Raj Kushwaha. According to East Khasi Hills Superintendent of Police Vivek Syiem, Sonam had saved Kushwaha's number under a fictitious name to allegedly avoid suspicion. 'Sanjay Verma is just a fictitious name registered in Truecaller, and the real person holding that SIM number is actually Raj Kushwaha,' PTI quoted SP Syiem as saying. Meanwhile, probe revealed that Sonam and Raj exchanged 234 phone calls between March 1 and April 8 — each call lasting between 30 and 60 minutes, reported NDTV citing official records. Earlier, Sonamh's brother Govind Raghuvanshi had told reporters on Wednesday that he had no knowledge of any 'Sanjay Verma.' 'I don't know anything about Sanjay Verma... I also learned today that Sanjay's name is coming up in this,' he told the media. Govind also agreed to undergo a narco test, as requested by Raja's family. 'Whatever truth there was, I have shared almost everything with the media and with them... I also want that if they are demanding a narco test, then it should definitely be conducted,' he told ANI. He added that Sonam likely took 'around ₹10,000 to ₹20,000 in cash,' and a couple of phones, but most valuables, including jewellery, were left behind. What police said The Meghalaya Police team has been questioning family members of both Sonam and Raj Kushwaha to determine if there was any motive beyond the alleged affair that led to the murder. "The investigators are trying to find out whether there was any other factor or motive," a senior official told PTI. Raja Raghuvanshi, 29, married Sonam on May 11. The couple travelled to Meghalaya on May 20, and Raja went missing on May 23. His body was found 10 days later. After some days, Sonam surrendered in Uttar Pradesh's Ghazipur on June 8, while Kushwaha and his associates — Vishal Chauhan, Akash Rajput, and Anand Kurmi — were arrested from different parts of Madhya Pradesh and Uttar Pradesh. All five have been arrested for their alleged roles in planning and executing the murder.

Bhubaneswar: Senior Congress leader Rahul Gandhi would visit Odisha in the second week of July to address a public meeting here, OPCC president Bhakta Charan Das said on Thursday. Speaking to mediapersons here, Das said Congress president Mallikarjun Kharge would visit the State along with Rahul. Both senior Congress leaders would participate in a public meeting in Bhubaneswar, he said. 'It was finalised that Rahul Gandhi will visit Odisha in the second week of July, any day after the Bahuda Yatra (July 5),' Das told reporters. A mega public meeting will be organised in Bhubaneswar with focus on rising crime against women and outbreak of diarrhoea in Odisha along with the party's 'Samvidhan Bachao Abhiyan', he said. It will be the first visit of the Leader of Opposition in Lok Sabha after the 2024 elections.
