Public Enterprises Ministry launches overhaul plan to modernize affiliated companies: El-Shimy

Minister of Public Enterprises Sector Mohamed El-Shimy has announced the implementation of a comprehensive modernization plan for companies affiliated with the ministry. The plan centers on digital transformation, technology localization, and advancing Egypt's industrial self-reliance by integrating smart manufacturing solutions and forging practical partnerships. El-Shimy made the announcement during a workshop on spare parts manufacturing using 3D printing and digital machining, held at the Digital Manufacturing Centre (DMC) inside the Engine Factory of the Arab Organization for Industrialization (AOI) in Helwan. The event was attended by AOI Chairperson Mokhtar Abdel Latif, Deputy Minister of Housing, Utilities, and Urban Communities Sayed Ismail, and representatives from Immensa, a company specialized in digital spare parts manufacturing using advanced 3D printing technologies. During the workshop, both El-Shimy and Abdel Latif emphasized the need to fully leverage national manufacturing capabilities and strengthen cooperation in the production of industrial spare parts through advanced technologies. These efforts are aligned with Egypt's Vision 2030 for sustainable development and industrial modernization. El-Shimy underscored the urgency of greater collaboration and integration across national industrial institutions. He stressed that adopting modern technologies—such as 3D printing—is now essential for enhancing Egypt's manufacturing competitiveness, reducing import dependency, and creating high-value employment opportunities. He also praised AOI's longstanding national role in supporting the state's strategy for modernization, renewal, and technology localization. El-Shimy described the workshop as a tangible step toward deepening industrial integration among government entities and promoting private sector cooperation in Egypt's digital transformation journey. AOI Chairperson Mokhtar Abdel Latif echoed these sentiments, highlighting that AOI had recognized the value of these emerging technologies early on and took proactive steps by establishing the DMC. The center is equipped with advanced global technologies and highly trained technical staff, aligning with Fourth Industrial Revolution standards. The DMC has successfully localized manufacturing technologies for pumps of various types and applications and is capable of meeting a wide range of industrial demands at globally competitive quality levels, Abdel Latif added. He affirmed AOI's readiness to enhance cooperation with both public and private sector entities, in coordination with academic and research institutions. The goal is to maximize the use of advanced capabilities at the DMC and across all AOI factories to address national industrial needs. A comprehensive inventory of spare part requirements is currently being compiled, with manufacturing plans already underway. Abdel Latif reaffirmed that AOI has all the capabilities needed to meet these demands using advanced manufacturing techniques, in line with President Abdel Fattah Al-Sisi's directives to raise the share of local manufacturing, localize strategic technologies, reduce imports, and promote the 'Made in Egypt' initiative. He explained that 3D printing and digital machining technologies enable on-demand, high-precision production of complex or obsolete spare parts that are often unavailable in the market. The technology has already proven effective across a wide range of sectors, including automotive, aerospace, industrial equipment, and medical devices.

Dubai's US$10 billion infrastructure spending key to the growth of the commercial vehicle market - Middle East Business News and Information

Captured by Lights In Motion Ahead of the 2025 edition of Automechanika Dubai, experts from Frost and Sullivan shared the latest industry insights for the commercial vehicle market Dubai's allocation of US$10 billion towards infrastructure spending and Saudi Arabia's US$267 billion in infrastructure investments have been highlighted as key contributors to industry growth The latest automotive advancements and regional industry updates will be showcased at Automechanika Dubai from 9 to 11 December Dubai, UAE: Automechanika Dubai returns from 9 to 11 December at the Dubai World Trade Centre and in the lead up to the event, industry experts have emphasised that significant investments in large-scale construction and infrastructure projects are key to ensuring the growth of the GCC commercial vehicle market. In 2024, the global commercial vehicle market experienced a downturn, with the medium and heavy-duty truck segment particularly impacted. Light commercial vehicle volumes also declined in Asian markets such as China, India, and the ASEAN countries despite strong growth in recent years. Amid these shifts, China's electric truck segment emerged as a standout, more than doubling sales from the previous year due to strong government support and a growing focus on sustainability. However, according to industry experts, the GCC's commercial vehicle market is poised for growth, driven by substantial infrastructure investments and strategic economic initiatives in key member states. Sunny Manjani, Mobility Consultant at Frost & Sullivan, said: 'Dubai has earmarked US$10 billion for infrastructure spending, focusing on scaling the Emirate's tourism economy. Meanwhile, Saudi Arabia has announced investments worth US$267 billion, and Qatar is focusing on tourism and hospitality under its Third National Development Strategy 2024-2030.' According to Frost & Sullivan's research, Saudi Arabia is leading the commercial vehicles industry in the Middle East, leveraging its strategic location and substantial infrastructure investments. Manjani continued: 'Current supply chain disruptions in maritime routes are creating short-term opportunities for road transportation in the region. For example, goods from Europe are currently being transported from Saudi Arabia, through the UAE, and then to Asia.' He further noted that the Middle East is emerging as a prime destination for investment and emphasised that supportive policies and increasing trade ties with Asian partners are catalysing multisector growth across the region. Looking at the year ahead, Frost & Sullivan's research predicts that the non-oil economy in the Middle East will remain a key driver of economic growth, with key industries identified as manufacturing (including automotive), renewables, infrastructure, construction, tourism, artificial intelligence, and fintech. In the UAE, a resilient non-oil economy performance will push GDP growth to 5.8% in 2025, up from 4% in 2024, while investments in Saudi's non-oil segments including, tourism, technology, infrastructure, and renewables, will see real GDP growth reach 4.8% in 2025. Both scenarios have the potential to positively impact the commercial vehicle market due to increased demand. Commenting on the upcoming edition of Automechanika Dubai, Tommy Le, Show Manager for Automechanika Dubai, said: 'Automechanika Dubai is the largest international trade show for the automotive aftermarket industry in the MEA region. The 22nd edition will span 20 halls at the Dubai World Trade Centre, featuring over 20 Pavilions and a host of new features. Madbouly witnesses alliance signing between Arab Contractors, China's CSCEC

Prime Minister Mostafa Madbouly witnessed the signing of a cooperation protocol between Egypt's Arab Contractors Company and China State Construction Engineering Corporation (CSCEC), establishing a strategic alliance to implement major projects in Egypt and across the African continent. The agreement was signed by Hassan Mostafa Kamel, Senior Vice Chairperson of Arab Contractors, and CSCEC Chairperson Zheng Xuexuan. The ceremony was attended by Sherif El-Sherbiny, Minister of Housing, Utilities, and Urban Communities; Dong Jian Guo, China's Vice Minister of Housing and Urban-Rural Development; Abdel Khalek Ibrahim, Assistant Minister of Housing for Technical Affairs; Hesham Sheta, Chairperson of INCOME (CSCEC's representative in Egypt); and Heba Abou El-Ala, Vice Chairperson of Arab Contractors. Following the signing, Prime Minister Madbouly affirmed that the protocol reflects deepening strategic ties between Egypt and China, highlighting expanding bilateral cooperation across various sectors. He emphasized that the current momentum in Egyptian-Chinese relations provides a strong foundation for advancing joint initiatives and shared interests. Housing Minister Sherif El-Sherbiny described the agreement as a key outcome of Egypt's recent high-level visit to China, which included extensive meetings with Chinese officials. During the visit, the proposed collaboration between CSCEC—one of the world's largest construction firms—and Arab Contractors—Egypt's leading state-owned construction company—was advanced to capitalize on their shared expertise and regional reach. In a related development, Prime Minister Madbouly also attended the signing of a comprehensive operation and maintenance agreement for the Central Business District (CBD) in Egypt's New Administrative Capital. The agreement, signed between the New Urban Communities Authority (NUCA) and an Egyptian-Chinese alliance represented by Horizon Management and Operations Company, aims to ensure world-class service delivery and infrastructure sustainability. The agreement was signed by Amin Ghoniem, NUCA Vice President for Real Estate Affairs, and Qi Zhang, Managing Director of Horizon Management and Operations Company. Minister El-Sherbiny explained that the agreement introduces a modern 'Cost + Margin' management model—balancing service quality with operational sustainability. It enables the state to maintain full oversight through budget controls and regular reviews of technical and financial performance. The agreement covers the maintenance and operation of critical infrastructure such as electricity and water networks, fire safety systems, and other essential facilities. It also includes cleaning, security, landscaping, and environmental monitoring services. All operations will adhere to strict technical specifications and legal standards, with ongoing performance monitoring and financial oversight. El-Sherbiny noted that this approach reflects a shift toward integrated, high-efficiency urban management aligned with Egypt's vision for modern, sustainable cities. He stressed that the agreement sets a new benchmark for managing public utilities, protecting state investments, and delivering services that meet the expectations of residents, visitors, and investors in the CBD. He added that the contract underwent rigorous institutional review, overseen by a ministerial committee tasked with ensuring full compliance with legal and technical standards throughout the pre-contract and implementation phases. 'This marks a pilot model for smart, integrated urban management that we aim to replicate across the New Administrative Capital and other new cities,' El-Sherbiny concluded. 'It represents a shift from traditional service models to sustainable frameworks based on performance, accountability, and governance.'
