
Starmer's grand plan to save industry is too little too late
Sir Keir Starmer and his Cabinet have rightly identified high energy costs as one of the biggest challenges to British industry, but their proposed solutions fall woefully short.
The Government's deluded conviction that 'clean energy' will equate to cheap energy is all over its new Industrial Strategy, published on Monday. It promises to 'tackle high industrial electricity costs' and there's lots of hubristic talk of a 'clean energy superpower mission'.
The report notes that Britain's energy-intensive businesses paid twice the European average in electricity costs last year despite having comparable gas prices – an unexpected admission that gas is not to blame for expensive energy.
Costs are higher despite the fact that the UK's energy-intensive industries are exempt from the green levies that are added onto bills for the rest of us.
However, these factories are not exempt from many of the other costs of the energy transition that are recovered through bills. Not only do renewables need subsidies – the most recent subsidies for offshore wind were 13pc higher than the supposedly expensive cost of generating electricity using gas – they also have a significant impact on the cost of running the network.
Renewables have low energy density, meaning many more cables are required to connect an equivalent amount of generating capacity. They are intermittent, meaning the real-time costs of balancing the grid – that is, ensuring supply and demand match at all times in order to maintain system stability – are significantly higher. These additional, hidden costs are added to both industrial and domestic bills.
To address all of these challenges and bring energy costs down, the Government does not intend to revolutionise the way costs are recovered, or to require those responsible for creating these costs to pay for them. No, from 2027, some 7,000 British businesses will simply receive a £35-40 per megawatt hour (/MWh) reduction in their bills.
Ministers insist that the policy won't be funded through higher bills or taxes, and instead will come from carbon taxes on polluting businesses. But this is yet another stealth tax imposed, with minimal scrutiny, on businesses that generate emissions.
This makes no sense: if reducing energy costs worked as intended, it would increase the international competitiveness of British industry, and so the Treasury would reap the benefits in terms of higher corporation and sales taxes. So the more equitable way to fund these discounts would be through taxation, not by increasing the energy cost burden on everyone else.
It's also highly unlikely that this paltry reduction, worth around 15-18pc of last year's industrial electricity bills, will be anywhere near enough. For one thing, it will only be granted two years from now. Meanwhile, in Europe some industries receive huge rebates of up to 90pc on their network costs – something the UK Government is now proposing to extend to the largest industrial users in Britain – and are still not competitive as a result of subsidies elsewhere.
Steel makers in the US, Japan, South Korea and China benefit from both cheaper energy, fewer carbon taxes and direct subsidies that make their pricing difficult to beat. Europeans are largely prevented from even trying to compete by EU rules barring similar support.
On the subject of carbon taxes, what the Government is trying to give with one hand (lower bills in two years' time) it is taking away with another (as we speak). Back in January when Sir Keir announced his intention to harmonise the UK and EU carbon trading schemes, UK carbon prices jumped by £10 per tonne. Full harmonisation is expected to lead to even higher prices, eroding some of the promised benefit.
Elsewhere, the Strategy raises the prospect of wider electricity market reforms though a possible move to zonal pricing. This would see wholesale electricity prices varying around the country based on local supply and demand.
Unfortunately it's unlikely to result in any changes to the competitiveness of British industry. Some regions of Great Britain would see higher electricity prices in a zonal model and few businesses have the flexibility to move locations. And if they were to move, they are far more likely to move to a cheaper country, rather than a cheaper region of the UK. Senior industry figures have also warned that any changes to the structure of the power market would also see investment stall while the new market rules were hammered out.
Even under its unrealistically optimistic projections, the Climate Change Committee does not expect to see savings from net zero before 2037 at the earliest. And despite all of the evidence that net zero is making energy more expensive, the Industrial Strategy clings to the fantasy that 'accelerating to net zero' will magically lower bills. It won't.
Industry supply chains are lengthening and finance costs are increasing. Trying to build more renewables and more grid infrastructure when materials and skilled labour are in short supply is not a recipe for lowering costs.
Of course no UK Industrial Strategy would be complete without reference to new technologies. There are high hopes for carbon capture and storage – a technology that other countries have thrown huge sums at with little in the way of results. Apparently the UK will succeed where everyone else has failed.
Nuclear fusion also gets an honourable mention, despite it still being decades away from being commercialised. The reactions need to produce 10 times more energy than they do now just to offset the amount of energy consumed by the plant, so they probably need to be 100 times better to be commercially viable.
One of the biggest problems with the Industrial Strategy is its focus on Europe. All the talk is of levelling the playing field with European peers. This ignores the fact that European industries also lack international competitiveness. Germany industries have been shutting at a fast rate, with some upping sticks to China.
Like most things produced by this Government, there are a lot of words but little of substance. Energy intensive industries are likely to be disappointed. And the rest of us are likely to pick up the tab.

DWP disability benefits cuts could be stopped as MPs rebel
Some 108 MPs signed their names to a Commons bid to halt the Government's welfare reforms in their tracks - crucially, that's enough to threaten Sir Keir Starmer's majority. The rebellion, the Prime Minister's largest yet, would be enough to defeat the Government's plans if opposition MPs joined the Labour rebels. The signatures appear on a reasoned amendment declining to give the welfare reform Bill a second reading when it returns to the Commons on July 1. The amendment calls for the Commons to decline to continue scrutinising the Universal Credit and Personal Independence Payment Bill 'because the Government's own impact assessment estimates that 250,000 people will be pushed into poverty as a result of these provisions, including 50,000 children'. The Government published its UC & PIP Payment Bill today. Wales already has the highest poverty rates among disabled people in the UK - this will push them deeper into hardship. We wrote to the DWP urging the cuts be abandoned. I will be voting against this Bill. There has been no formal consultation with disabled people who will be impacted by the changes, the MPs said. They also point to the fact that an analysis of the impact of the reforms on employment from the Office for Budget Responsibility will not be published until the autumn. Several Labour select committee chairs were among those who put their name to the amendment, including chairwoman of the Treasury committee Dame Meg Hillier, and Debbie Abrahams, chairwoman of the work and pensions select committee. Once again I'm having to say that PIP has such a low occurrence of fraud that the DWP in 2024 said it considered PIP to have a 0% fraud rate. PIP isn't the issue, it's extremely hard to be awarded and it's an in work benefit. Surely if they must look at any benefit they look at… The MPs who signed the amendment 'want the Government to listen and to think again on this Bill', Ms Abrahams said. She added: 'We are being asked to vote for this Bill before disabled people have been consulted, before impact assessments have been conducted and before we have given enough time to some of the Government's key policies – investing in the NHS, to the right to try, and to work coaching – (to) have been able to bed in.' Vicky Foxcroft, the former Government whip who resigned over the welfare plans, has also signed the amendment. Commons Speaker Sir Lindsay Hoyle would need to select the amendment when MPs debate the legislation at its second reading. Under the proposals in the Bill, ministers will limit eligibility for the personal independence payment (Pip), the main disability payment in England, and limit the sickness-related element of Universal Credit (UC). Ministers have previously said the reforms could save up to £5 billion a year. Work and Pensions Secretary Liz Kendall spent Monday night speaking to backbench MPs about the reforms at a meeting of the Parliamentary Labour Party (PLP). Recommended reading: Those leaving the meeting insisted there was broad consensus in the room, with only few MPs standing up to make their opposition known. The Work and Pensions Secretary told the PLP that the plans are 'rooted in fairness'. She argued they are about ensuring the survival of the welfare state so there is always a safety net for those in need of it. Ms Kendall added: 'Above all, they are about our belief that everyone can fulfil their potential and live their hopes and dreams when, collectively, we provide them with real opportunities and support. 'This is the better future we seek to build for our constituents and our country.'

New Look to shut popular branch in WEEKS after already closing 32 branches – is your local going?
NEW Look will shut a popular branch in weeks after 32 stores have already closed across the UK and Ireland. The British clothing chain will close down a branch in Neath, Wales on August 6. 1 Locals shared a snap of the closing down sign on social media, prompting shoppers to share their heartbreak. One punter blamed online shopping for the closure, claiming it has "killed the high street". While another resident said they "couldn't believe it". And a third moaned there would be "nothing" in Neath soon. New Look previously warned it would shut nearly 100 stores ahead of National Insurance hikes which came into place in April. Approximately a quarter of the retailer's 364 stores are at risk when their leases expire. This equates to about 91 stores, with a significant impact on its 8,000-strong workforce. News of the closure comes just days after New Look pulled the shutters on its branch in Birmingham's Northfield shopping centre. The popular store closed on Sunday, June 8. Earlier this month, the fashion retailer closed its two-storey shop in the Willow Place shopping centre . At the time, the company said: "New Look's Irish operation has struggled for some years, impacted by a range of factors including supply-chain and in-market costs, and squeezed consumer spending". TROUBLE ON THE HIGH STREET New Look is not the only fashion brand facing a hard time. River Island revealed plans to shut 33 of its 230 stores, pending approval. A further 70 stores are also at risk, with its future depending on agreements being reached with landlords to cut rent agreements. Just weeks ago the British retailer drafted in advisers from PricewaterhouseCoopers (PwC) to come up with money saving solutions for the business. Poundland will close 68 stores following its £1 sale to US investmet firm Gordron Brothers. But even before this announcement, the bargain chain had already planned to close 18 stores, RETAIL PAIN IN 2025 The British Retail Consortium has predicted that the Treasury's hike to employer NICs will cost the retail sector £2.3billion. Research by the British Chambers of Commerce shows that more than half of companies plan to raise prices by early April. A survey of more than 4,800 firms found that 55% expect prices to increase in the next three months, up from 39% in a similar poll conducted in the latter half of 2024. Three-quarters of companies cited the cost of employing people as their primary financial pressure. The Centre for Retail Research (CRR) has also warned that around 17,350 retail sites are expected to shut down this year. It comes on the back of a tough 2024 when 13,000 shops closed their doors for good, already a 28% increase on the previous year. Professor Joshua Bamfield, director of the CRR said: "The results for 2024 show that although the outcomes for store closures overall were not as poor as in either 2020 or 2022, they are still disconcerting, with worse set to come in 2025." Professor Bamfield has also warned of a bleak outlook for 2025, predicting that as many as 202,000 jobs could be lost in the sector. "By increasing both the costs of running stores and the costs on each consumer's household it is highly likely that we will see retail job losses eclipse the height of the pandemic in 2020."
