BJP ministers hand over performance reports to CM Mohan Majhi
BHUBANESWAR: With the BJP government set to complete one year in office on June 12, all ministers have submitted their annual performance report cards to Chief Minister Mohan Charan Majhi.
Informing this to mediapersons on Sunday, Law minister Prithiviraj Harichandansaid these reports not only give a detailed insight on the progress achieved over the past year, but also outline strategic plans for the future. The chief minister will review these reports, he said.
'We had made 21 promises in our election manifesto out of which 18 have either been fulfilled or initiated. Seven major promises including Subhadra Yojana and additional input subsidy to farmers over and above the minimum support price of paddy have been fulfilled. Work has begun on the remaining 11 promises,' Harichandan said.
Described this as a significant achievement for the first year of the BJP government, the minister said it will fulfil all the promises made to the people.
The ruling BJP has planned to celebrate one year completion of the government in a grand manner. It will be a three-day affair from June 11 to 13. The state-level function will be held at Janata Maidan here where the Majhi government will give its report card to the people.

The Congress leader also said that all government events scheduled for tomorrow have been postponed after the tragedy. "...Tomorrow, except the cabinet meeting, all programmes have been postponed. The Karnataka government announced a compensation of ₹ 10 lakh to the families of the deceased killed in the stampede. Karnataka Chief Minister Siddaramaiah addressed a press conference and said the government would also provide free treatment to the injured. "A major tragedy occurred during the victory celebrations. No one expected such a huge crowd. The stadium has a capacity of only 35,000 people, but 2-3 lakh people came," CM Siddaramaiah said.

Census-2027 reignites delimitation row: ‘BJP plans to reduce Tamil Nadu's Lok Sabha seats,' alleges MK Stalin
The Union government has announced the dates of the long-delayed Census. The government said on Wednesday that the Census will be carried out in two phases before 1 March 2027. This time, the enumerators will collect caste details of residents along with the population numbers. This is happening for the first time since independence. The annoucement has, however, reopened the debate on deimitation with Tamil Nadu Chief Minister MK Stalin accusing the Bharatiya Janata Party (BJP) government at the centre of planning to reduce Tamil Nadu's parliamentary seats. The Census data is likely become the base for delimitation, women's reservation and one nation, one election. Stalin, the DMK chief, demanded an answer from the Union government over the timing for conducting a caste census, highlighting the constitutional mandate that delimitation must follow the census after 2026. "The Indian Constitution mandates that delimitation must follow the first census after 2026. The BJP has now delayed the census to 2027, making their plan clear to reduce Tamil Nadu's Parliamentary representation," Stalin posted on X. Stalin said that the warnings he issued earlier regarding delimitation are unfolding now. Stalin further attacked All India Anna Dravida Munnetra Kazhagam (AIADMK) General Secretary Edappadi K Palaniswami, accusing him of being "complicit in this betrayal" by siding with the BJP. As per the Ministry of Home Affairs statement on Population Census 2027, the reference date will be March 1. For the Union Territory of Ladakh and the snow-bound areas of Jammu and Kashmir, Himachal Pradesh and Uttarakhand, the reference date will be October 1, 2026. The full schedule will be notified on June 16. The reference date is actually a cut-off date, as the population of a country is usually declared as of a specific day or date. The official headcount, and the houselisting process precedes this cut-off date. The whole exercise might take up to another three years for the numbers to be finalised and released. In 2011, the last time the census was conducted, the entire process of houselisting and enumeration was completed before the reference date of March 1, 2011. Census enumeration and the final report released in the next few months is expected to open the doors for delimitation of Lok Sabha seats. The government has also promised to implement 33 per cent reservation for women in Parliament following the delimitation. Parties in the southern states fear that they will lose representation in Parliament if delimitation is conducted based on population enumeration of the latest Census. They argue that southern states have been able to control their populations better compared to northern states over the years and hence they will get less representation in the Parliament if seats are alloted based on population. Earlier this year, the ruling DMK in Tamil Nadu even passed a resolution opposing Census-based delimitation. In March, Stalin-led a joint action committee (JAC) comprising the chief ministers of four states and political parties from three others called for a fair delimitation. The JAC urged the Centre to extend the freeze on the delimitation on parliamentary constituencies by another three decades. During the Emergency (June 25 1975 – March 21, 1977) the Congress government headed by Prime Minister Indira Gandhipassed the 42nd amendment, officially known as The Constitution (Forty-second amendment) Act, 1976. This meant that the 1971 census was used as the reference point until the first census after 2000. It basically froze the number of Lok Sabha seats until after the first Census taken after 2000. In 2002, Prime Minister Atal Bihari Vajpayee-led National Democratic Alliance (NDA) government extended the freeze for next 25 years until at least 2026. It is this freeze on the number of Lok Sabha seats that Tamil Nadu Chief Minister MK Stalin is urging the Centre to extend for another 30 years. A 2019 analysis by Milan Vaishnaw and Jamie Hintson of Carnegie Endowment for International Peace, projected that a delimitation exercise could see the overall strength of the Lok Sabha rising to 848, with Uttar Pradesh alone seeing its tally increase from the current 80 to 143 by 2026. In contrast, the analysis said, Tamil Nadu, which currently sends 39 representatives, could see the number rise to just 49. Kerala, which sends 20, would see no change at all. This is precisely the concern raised by states in the south. In February, Union minister Amit Shah assured that no southern state, including Tamil Nadu, will see a reduction in Parliamentary representation due to the delimitation exercise. 'I want to reassure the public of South India that Modi ji has kept your interest in mind to make sure that not even one seat is reduced pro rata,' Amit Shah said addressing a gathering in Coimbatore, Tamil Nadu. 'Whatever increase is there, Southern states will get a fair share, there is no reason to doubt this," he said. It's now clear that he has surrendered to Delhi's domination. The census, due in 2021, was delayed due to the COVID-19 pandemic. Census 2027 is slated to be one of the most comprehensive data-gathering exercises undertaken by the Indian government. Census of India is conducted under the provisions of the Census Act, 1948 and the Census Rules, 1990.

Sonam Wangchuk: ‘Govt's Ladakh notifications a partial resolution… If our main issues not met, BJP will face the consequences'
The Centre on Tuesday notified a series of regulations aimed at addressing Ladakh's concerns over jobs and cultural preservation. The new legal framework introduces a domicile-based job reservation system, and talks of recognition of local languages and procedural clarity in civil service recruitment. However, it stops short of any safeguards regarding land, promise of a Legislature for the newly formed Union Territory, and extension of the Sixth Schedule of Constitution to Ladakh. Climate activist Sonam Wangchuk, who has been spearheading some of these demands, speaks to The Indian Express on the new regulations. Excerpts: * What is your view regarding the regulations the government has announced? To put things in perspective, the notification is only a partial resolution of the third point on the agenda of the negotiations between Ladakh and the Government of India. It was highest in terms of urgency, but low on priority. There was a concern regarding unemployment and that has been addressed. But our main issues are safeguarding our land and culture through Sixth Schedule protections… and the restoration of democracy. Ladakh has no form of people's participation at the moment. People have always expected constitutional safeguards for this region. The BJP assured us of the Sixth Schedule in two elections – the 2019 Lok Sabha polls and 2020 LAHDC (Ladakh Autonomous Hill Development Council) polls. It was part of their manifesto… People have expressed their displeasure by not electing the BJP in recent polls, and it will happen again if this issue is not addressed in the next talks that will be held in June and July. * The government notifications make no mention of land. This is only a partial resolution of our third point – of employment. It was mutually agreed by our leaders and the MHA (Union Ministry of Home Affairs) that they will first sort out the issue of employment of youth, and then issues of the Sixth Schedule and the rest would be taken up. But there is fear here as to what if the government just leaves things at this and doesn't take forward the main issues till the LAHDC elections. That will be a problem. So the coming two months are important (to gauge the government's sincerity). The next meeting (is expected to) discuss safeguards and democracy. If not, then the Hill Council elections will see an upheaval. … All Opposition parties have formally announced that if they (the government) resolve the main issues, they will offer the Hill Council elections on a platter to the BJP. But the reverse is also true: that if they do not address the main issue, they will face the consequences in the coming elections. * But you agree that the government has addressed the language and culture issue? That was never an issue. That was just mixed (in) as a feel-good factor. It was never demanded. At least it was not a part of the key issues. But it is a good step. * The demand from Ladakh was also for a 30-year-stay clause to get domicile. But the new regulations set this at 15 years. Yes. That is why I call it a partial resolution of our issues. People are not fully happy with the notifications. The demand was either 30 years or a cutoff date of 1989. But this issue will no longer figure in our negotiations. We hope that at the next two meetings, the real issues of safeguards and democracy will be taken up. Otherwise it will be a breach of trust and confidence. * Do you see the government's plans to open up Ladakh for the renewable energy industry as contrary to your demands regarding land safeguards? I always start with full hope and faith that the government will be sincere in its words and provide Sixth Schedule safeguards. As far as power projects and other industrial endeavours of national interest are concerned, it is the highest priority of Ladakhi people to be of use to the nation. Our only thing is it should be done in consultation with the people. The Sixth Schedule will not stop any important industrial project. It will only make Ladakhi people a partner in it. With the knowledge and wisdom they have about the land, it will be even better. But without the Sixth Schedule, people who know nothing about Ladakh are making big decisions. (For example) This big solar project without any consultation is earmarked at a place where the most precious Pashmina is produced. Those pastures will be gone. With public participation in such decisions, national interest will be served along with environmental protection. * Are you okay with the idea of no Sixth Schedule but similar protections? Yes, if these protections are based on the indigenous tribal identity of the local people. If they give similar protection or more, people will respond logically. But if you are ready to give all of those, why not the Sixth Schedule? * If the government gives you all the protections you are seeking but does not give you statehood or an Assembly, will that be acceptable? The Sixth Schedule and statehood are our main demands. Even if one of the two is given, it would be called progress. If both are denied, we will have to continue engaging in our struggle.
