Patnaiks health condition significantly improved, says hospital
Bhubaneswar, Aug 19 (PTI) The health condition of BJD chief Naveen Patnaik has significantly improved, the hospital where he is undergoing treatment said on Tuesday.
Patnaik, the former chief minister, is fully stable, talking to doctors, and doing well, it said.
'There has been a significant improvement in the health condition of Shri Naveen Patnaik," it added.
Patnaik, the leader of the opposition in the assembly, was admitted to SUM Ultimate Medicare on Sunday evening due to dehydration.
He was shifted from the observation room to a cabin on Monday.
In a video message on Monday, Patnaik said the hospital staff were taking 'wonderful" care of him.
He asked his anxious supporters to meet him at the Naveen Niwas after his discharge from the hospital.
His supporters from across the state had thronged the hospital.
State Congress president Bhakta Charan Das said, 'Visitors were not allowed into Patnaik's room as per the doctor's advice. I met his close aide VK Pandian, his wife Sujata and other leaders of BJD and enquired about his health. As chief of a political party in the state, I went to the hospital to meet the former chief minister." State Health Minister Mukesh Mahaling and Law Minister Pritihiviraj Harichandan, who visited the hospital on Sunday, were also not allowed into Patnaik's room when he was under observation.
As a result of this, there was a strong resentment in the rank and file of the BJD.

Maharashtra cabinet waives stamp duty for proposed cancer hospital in Raigad
Agency: Mumbai, Aug 19 (PTI) In a move aimed at expanding healthcare infrastructure in Maharashtra, the state cabinet on Tuesday approved a complete stamp duty waiver for a proposed cancer hospital by Tata Memorial Centre in Raigad district. As part of the project, 10 hectares of government land at Tambati in Khalapur taluka has been allotted to the Tata Memorial Centre on a 30-year lease at a nominal rent of Rs 1 per year. The stamp duty of Rs 38.99 lakh applicable on the lease agreement has been fully waived, it was stated. The centre is establishing an Integrated Ayurvedic Cancer Hospital and Research Centre, which will include a 100-bed facility. At least 12 per cent of beds at the facility will be reserved at subsidised rates under Central and state government health schemes for poor and economically weaker sections. Additionally, accommodation for one attendant per patient will be provided at minimal cost. The decision to waive the stamp duty was taken under provisions of the Maharashtra Stamp Act, with necessary notifications to be issued after consultation with the Law and Judiciary Department. In another decision, the cabinet approved the regularisation of encroachments at Vengurla Camp Gawaliwada in Sindhudurg district. At least 42 families, most of them from the Gawli community, have been residing on this land since the British era, with structures dating back to 1905, as per a resolution passed by the Vengurla Municipal Council. The residents have been demanding legal ownership of the land and their homes. Under the approved policy, encroachments of up to 1,500 sq ft per household will be regularised free of cost. For any area above 1,500 sq ft, occupants will be required to pay as per the 1989 government valuation rates, to which residents have already consented in meetings with the Sub-Divisional Officer of Sawantwadi. The land will be granted under Occupant Class-2 tenure, meaning it cannot be sold or transferred without the government's permission. The total area under encroachment includes 0.69.32 hectares of built-up land and 2.23.88 hectares of open land, totalling 2.93.20 hectares, excluding religious structures. The move overturns earlier rules from 2002, which mandated payment of 2.5 times the market rate plus interest for regularisation. Bawankule said this decision brings long-awaited justice to generations of the Gawli community, who have lived on this land for decades. Pregnant minor rape survivor agrees to give birth after moving Delhi HC
Agency: New Delhi, Aug 19 (PTI) A minor rape survivor who moved the Delhi High Court with a plea to terminate her 30-week pregnancy has agreed to give birth to the child, who would be given for adoption. The 14-year-old girl, who was abandoned by her parents, moved the court through her aunt. She was raped and impregnated by a cousin and is currently residing at a shelter home in the capital. Justice Swarana Kanta Sharma's August 18 order observed the survivor was abandoned by both parents and the mother of the rape accused, her aunt, was the only guardian with whom she wanted to reside. 'With these peculiar background circumstances, this court by way of abundant caution, deems it appropriate to hold that the child will be in need of care and protection under the Juvenile Justice Act, 2015 and CWC is directed to independently interact with the child, obtain her opinion and inform this court regarding the same before passing of a final order," the court said. The survivor and her guardian agreed on giving birth after being counselled about the opinion of the medical board, which examined her and said the termination of her pregnancy was not possible given the medical complications. The board opined any pre-term C-section for delivery or medical termination of pregnancy would pose higher future obstetrical implications, and if undertaken, and could adversely affect her future reproductive prospects. The board's report indicated at the present gestation period, the child would be born alive and the doctors have informed the girl and her guardian about the implications of terminating the pregnancy. The board informed the court that the minor and her guardian were willing to continue with the pregnancy for the next four to six weeks. The court noted the minor's pregnancy would continue given the statements and it couldn't direct the termination against their will. 'Considering the above, the prayer to direct the respondents 1 and 2 (Delhi government) to medically terminate the pregnancy of the victim in view of the Explanation 2, Section 3(2) of the Medical Termination of Pregnancy Act, 1971, will be infructuous," it said. The court then posted the matter for August 20, when the Child Welfare Committee would submit its report. The girl learnt about her pregnancy in early August when she saw a doctor. She was already 27-week pregnant by then. She subsequently moved the court after the doctors referred to statutory restrictions under the MTP Act, limiting such procedures to 20 weeks in ordinary cases and 24 weeks in certain categories such as rape survivors. New NMC chief vows to boost regulatory mechanism amid graft charges in medical college inspections
New Delhi, Against the backdrop of allegations of corruption in the inspection of medical colleges, newly appointed National Medical Commission chief Dr Abhijat Sheth said the apex body would conduct a root cause analysis of the assessment system to weed out any probable shortcomings and strengthen the regulatory mechanism to prevent such lapses in future. New NMC chief vows to boost regulatory mechanism amid graft charges in medical college inspections In an exclusive interview with PTI, Dr Sheth acknowledged that such allegations are a serious concern for the NMC, and he, along with his team, reviewed the overall processes and the problems immediately after joining the Commission as its chief. Dr Sheth, who also heads the National Board of Examinations in Medical Sciences , was appointed as chairperson of the NMC in July. He took charge on August 5. In July, the Central Bureau of Investigation busted a network of officials of the Union Health Ministry, NMC, intermediaries and representatives of private medical colleges allegedly involved in a litany of "egregious" acts, including corruption and unlawful manipulation of the regulatory framework governing medical colleges. The agency has named 34 people in an FIR, including eight Health Ministry officials, a National Health Authority official and five doctors who were part of the NMC inspection team. Dr B N Gangadhar was the NMC chairperson then. In an immediate response to the FIR, the Commission initiated action, blacklisting four assessors and stopping the renewal of the existing undergraduate and postgraduate seats in six medical colleges. Dr Gangadhar resigned last October, citing health reasons. However, he continued to work in the position as his resignation was not accepted for want of a suitable candidate for the post. In his interview with PTI, Dr Sheth pointed out that the allegations of bribery were against a handful of staffers and officials, and considering the pan-India operations of the NMC, it would be unfair to put the whole organisation in the dock. "We take this as a serious concern and NMC has already adopted a zero tolerance policy against corruption, and they have taken immediate steps to regulate the people and institutions which are alleged in this issue, and appropriate action has been taken against them," Dr Sheth said. On how the assessment process can be improved, Dr Sheth said even before he joined, the NMC had already introduced some of the systems to do away with the physical dependency of inspection, which include institutionalisation of self assessment reports, deployment of central control and command centre for NMC inspections via CCTV surveillance and Aadhaar Enabled Bio-metric Attendance System to monitor the faculty and the hospital staff. The NMC Act provides enough provisions to ensure that any deviation from the standard of practice will be taken seriously and appropriate regulatory or penal action will be taken to ensure that maximum compliance has been achieved, he said. "What we are going to do now, after my joining with our team is going to have a detailed root cause analysis of the problem, and based on the problem, we will find out shortcomings, any area for the improvements, and at the same time, we will ensure that one the regulatory mechanism has to be strengthened based on our root cause analysis, and also we need to take adequate steps to ensure the further prevention of such alleged incidences," he said. Regarding how the NMC will operate with the posts of presidents and members on various Boards like the UG Medical Education Board and Ethics and Medical Registration Board being still vacant, Dr Sheth said, "As far as I know, the posts of president of the UG Board and Ethics and Medical Registration Board are vacant. Also, the posts of members and part-time members are vacant. Filling of these posts is in process." "Until then, we have the president of the Post-Graduate Medical Education Board, Medical Assessment and Rating Board and myself, as well as a very strong admin team in place. Since these responsibilities have been entrusted to me, we will ensure that the operations do not suffer and the necessary reforms are initiated. We are expecting that all other posts will be filled up and the processes will get streamlined in the next couple of months," he added.
