
Property resellers pocket $280k average profit in first three months of 2025 despite soft market
'Despite house prices still sitting about 16% below their early 2022 peak, most property owners are continuing to sell for a profit – especially those with longer ownership periods.'
The median resale loss decreased slightly to $50,000 in the first quarter of the year, continuing a three-year trend of relative stability in the $50,000–$60,000 range, the report said.
Davidson said longer hold periods remain key.
'A typical property resold for a profit in the first quarter of 2025 had been owned for 9.1 years. That's unchanged from the prior quarter and underscores how time in the market generally shields owners from volatility,' he said.
The pain and gain figures across the main centres mostly shifted against resellers in the first quarter of 2025, according to the report.
In Auckland, 14.2% of property resales in the first quarter were made below the price originally paid, up slightly from 13.5% in the previous quarter.
The share of resales made for a gross loss in Wellington rose from 9.8% to 10.9%, while Tauranga jumped from 6.7% to 9.4%.
The only main centre to improve from a reseller's perspective was Christchurch, improving slightly from 4.7% to 4.6% share of resales made for a gross loss.
Across the country, eight cities averaged $300,000-plus profit gains for the quarter, including Tauranga ($362,500), Auckland ($356,000), Hastings ($345,000), Wellington ($339,500) and Gisborne ($338,000).
Hamilton recorded a median gross profit of $290,000, Christchurch ($267,700) and Dunedin ($270,500).
Apartments under pressure
In the first three months of the year, 32.8% of apartments were resold at a loss compared to just 8.4% of houses.
For apartments, that was an increase from 28.6% in the previous quarter.
The median loss on apartment resales was $63,000, while the median resale profit was $128,000.
Davidson said the data didn't indicate a rush to offload apartments.
'There's no evidence that apartment owners are abandoning the market en masse,' he said.
'Loss-making sales of apartments might tend to reflect unexpected personal changes such as family issues, rather than widespread market retreat.'
Slow and steady gains
Davidson said while the abundance of property listings and a soft labour market are likely to weigh on prices in the near term, lower interest rates will lend gradual support.
'We're not anticipating a sharp rebound,' he said.
'But conditions are in place for a slow and steady uplift in values, which should continue to support profitability for resellers over the remainder of 2025.'
The Official Cash Rate (OCR) has fallen 200 basis points since August last year from 5.5% to 3.5%.
The next OCR decision will be made on May 28.

Borrowers hold off locking in mortgage rates for longer terms, snatching attractive one-year rates
Borrowers were waiting for interest rates to fall, before locking in rates for slightly longer terms. The latest data shows that by June, borrowers had moved towards slightly longer term rates, but were still giving themselves flexibility. Indeed, locking in a two-year rate wasn't a very popular option. Economist Tony Alexander, who does a regular survey of mortgage brokers, believed borrowers snatched one-year rates, because they were the most attractive in June. He believed borrowers didn't feel the need to lock in two, or even three-year rates, because they didn't see interest rates being higher in a year's time when they came to refinance. Rightly or wrongly, they simply chased the most attractive rate. 'It's the kiwi way,' Alexander said, noting that banks in New Zealand compete most aggressively in the shorter-term mortgage rate market. In March and April, two-year rates became quite popular – again, because banks offered attractive rates at these terms. The June data suggests borrowers didn't opt for the stability of a two-year rate on the back of the Reserve Bank in May surprising some observers by suggesting it might slow its Official Cash Rate (OCR) cuts. One of the bank's Monetary Policy Committee members wasn't in favour of cutting the OCR at the time, noting the uncertainty around where the United States would set tariffs and how this would impact inflation. The committee still cut the OCR in May, but kept it at 3.25% when it met in July. It confirmed further cuts were still likely. Like Alexander, Cotality New Zealand chief property economist Kelvin Davidson believed that in June, borrowers might have been more fixated on locking in attractive rates than acting on the slight change of tack in the Reserve Bank's commentary. He believed some may have simply opted for flexibility. Indeed, there was a record amount of bank switching in June, as borrowers chased cash contributions banks offered new customers. Furthermore, by late-June, the sluggishness of the economy may have given some borrowers the impression more rate cuts were surely on the way. 'People are still hedging their bets,' Davidson said. Both he and Alexander noted how in 2020 and 2021, most borrowers didn't take the opportunity to lock in exceptionally low rates for longer terms. They questioned whether the same situation was playing out now, but neither could see interest rates shooting up in the near future as they did after the Covid era of extremely loose monetary policy. While many in the business community, including former Prime Minister Sir John Key, are urging the Reserve Bank to cut interest rates more aggressively to stimulate growth, Alexander wanted to remind people that the Reserve Bank's job was to keep inflation in check, not target the optimal level of growth. Accordingly, he believed it couldn't cut the OCR much more, as this would create too much inflation. Davidson, on the other hand, believed the Reserve Bank would look through near-term inflation risks caused by tariffs and cut the OCR further. The rate will be next reviewed on August 20. The lowest New Zealand economists typically see the OCR going is 2.5%. Because cuts have been well signalled, banks have largely priced them into mortgage rates on offer now. Firms React More To Recent Inflation Than Expected Future Inflation
How businesses set prices for their goods and services is a key driver of inflation and how long it will last into the future. To better understand the price-setting behaviour of firms, new research by the Reserve Bank of New Zealand looked at how well two kinds of measures of price-setting behaviour – from surveys and from models based on recent data – help explain actual inflation. 'When explaining and forecasting domestic or non-tradables inflation, modelled measures of price-setting behaviour perform better than survey-based measures,' the Analytical Note authors Ross Kendall and Marea Sing say. Modelled measures that are more sensitive to recent inflation are better for forecasting domestic or non-tradable inflation than those that are not, the research found. In other words, businesses are more likely to change their prices based on the inflation they experienced recently, rather than the inflation they experienced several years ago. Recent inflation also has more influence on price setting behaviour than expectations of future inflation. However, the various measures of price-setting behaviour are not significantly different from each other and it is best to consider all measures when explaining and forecasting inflation. This is especially true as price-setting behaviour can change over time. This research can help the Monetary Policy Committee make judgements about the inflation outlook and where to set the Official Cash Rate. 'These judgements about price-setting behaviour are particularly important following episodes of high or low inflation, as they influence how persistent the effects of these periods will be and how quickly inflation is likely to return to the 2% target midpoint,' the Note says. Notes: Analytical Note key findings Price-setting behaviour describes how firms dynamically adjust their prices based on past and expected future inflation. Price-setting behaviour plays a key role in the inflation process, in particular, influencing how persistent inflation tends to be. We can use 'survey measures' (inflation expectations of households and firms) or 'modelled measures' (such as those calculated as a function of past inflation outcomes) to summarise the influence of price-setting behaviour on inflation in our models. Given the large increase and subsequent decline in inflation in recent years, we have updated and extended our previous research on price-setting behaviour. In line with the original research, our updated analysis suggests that when explaining and forecasting non-tradables inflation, modelled measures of price-setting behaviour perform better than survey measures. We find that modelled measures that are relatively sensitive to recent inflation data generally perform better than one that is less sensitive to recent inflation data. The results on the relative strengths of the range of measures of price-setting behaviour considered in this paper can help the Monetary Policy Committee (MPC) to inform judgements about the outlook for inflation. These judgements about price-setting behaviour are particularly important following periods of high or low inflation, as they influence how persistent the effects of these periods will be on future inflation. The differences in performance that we find between measures are relatively small, which reinforces the need to monitor a range of measures. Why we did this research Price-setting behaviour plays a key role in determining how past and expected inflation influence inflation today. This research helps us to see which methods of estimating price-setting behaviour can improve our understanding of inflation the most. Improving our understanding of what drives inflation helps us to understand the outlook for inflation over the medium term. This in turn helps the Monetary Policy Committee to set monetary policy so that inflation is within their 1 to 3% target range over the medium term.

Kiwi small business sales stagnate as agriculture shines in June
Small business sales in New Zealand remained largely unchanged in the June quarter, according to the latest Xero Small Business Insights (XSBI) data. The figures reveal an ongoing trend of subdued sales performance, with overall Kiwi small business sales down by 0.1% year-on-year for the June quarter. This follows a marginal increase of 1.1% in the March quarter and a 0.5% decline in December, marking the third consecutive quarter where sales have lagged well behind the historical national average of 6.3% year-on-year growth measured between January 2017 and June 2025. Xero's data also showed New Zealand's recent performance fell short of neighbouring Australia, which recorded a 3.0% year-on-year sales increase during the same period. A closer month-by-month look did indicate a modest improvement in June 2025, with national sales rising by 4.4% compared to June 2024 - the strongest increase since April 2024. Despite this, the broader quarterly picture remains weak. Regional differences Sales weakness was especially pronounced in the North Island. Northland saw year-on-year sales fall 3.5%, while Wellington experienced a 3.1% decrease, and Auckland recorded a 1.3% decline compared to the same period last year. The South Island exhibited stronger resilience. Otago sales were up 3.9% year-on-year, while Canterbury saw a 1.8% increase, bucking the national trend and supporting overall economic activity in those regions. Sectors diverge Across industry categories, the agricultural sector stood out, registering a 10.9% year-on-year sales increase for the June quarter. Agriculture's strong result builds on previous quarterly gains of 11.1% in March and 14.9% in December, effectively reversing what had been a prolonged period of lacklustre performance during the preceding 18 months. Industries more affected by discretionary spending and interest rate changes, such as construction, continued to face difficult conditions. The construction sector saw sales decline by 6.4% year-on-year in the June quarter, a slump persisting since late 2023. The significance of this result is highlighted by Bridget Snelling, Country Manager – Aotearoa New Zealand at Xero: "This is particularly concerning given construction's multiplier effect across the economy, from retail to manufacturing." Retail sales in June 2025 were unchanged when compared with the same month in 2024, following a prolonged period of four consecutive quarters marked by year-on-year declines. "While the pace of decline has eased in recent quarters, this moderation suggests only tentative signs of recovery," says Snelling. The hospitality sector faced the fifth consecutive quarter of year-on-year contraction, with sales in the June quarter down 2.1%. "These subdued sales figures highlight an ongoing challenge for Kiwi small businesses," says Snelling. Policy and planning Despite repeated reductions of the Official Cash Rate by the Reserve Bank since August 2024, the XSBI data indicates that neither consumer nor business activity has recovered as anticipated. Snelling commented on the situation: "Despite consistent OCR cuts by the Reserve Bank since August 2024, we're yet to see the expected boost to consumer and business activity. While there are some bright spots like agriculture, the overall picture remains muted," says Snelling. She further outlined the challenges small businesses face in the current environment: "Planning is particularly difficult right now, with global economic uncertainty adding to the pressure. In these conditions, it's more important than ever to stay on top of cash flow, get paid promptly, and keep a close eye on costs.
