The contract with AJCL was officially revoked in June 2025 after the company was found to be in serious breach of multiple clauses, including financial irregularities and failure to implement a cashless system for parking.
The CDA spokesperson told the media that multiple First Information Reports (FIRs) were also filed by both the DMA and concerned citizens at local police stations against the company. AJCL subsequently challenged the contract termination, requesting that parking sites not be reclaimed and that the proposed re-auctioning of smart parking sites be halted.
However, the court rejected all such claims, declaring them baseless and upholding the DMA's actions as legally sound and procedurally proper.
Legal experts and civic stakeholders alike have praised the decision, calling it a major step toward enforcing transparency, upholding the rule of law, and improving urban services in Islamabad.
"This judgment empowers us to take stronger, more effective steps for enhancing public amenities," said a senior CDA official. "This verdict is a testament to our commitment to good governance, transparency, and merit-based decisions," said Chairman Capital Development Authority (CDA) and Chief Commissioner Islamabad, Muhammad Ali Randhawa in a statement on Sunday.
The verdict has been hailed by CDA officials as a precedent-setting move under the leadership of Member Administration Talat Mahmood and Deputy DG Enforcement and Director DMA Dr Anam Fatima.
The CDA reiterated its commitment to modernising urban infrastructure, promising that no lapses in governance or public service delivery would be tolerated.

3-day commercial plots auction: CDA generates revenue of over Rs17.14bn on first day
ISLAMABAD: Capital Development Authority (CDA) successfully conducted the first day of its three-day commercial plots auction, generating a record-breaking revenue of over Rs17.14 billion. The auction is being personally supervised by CDA Chairman and Chief Commissioner Islamabad, Mohammad Ali Randhawa. Among the top bids on the first day: (1) Plot No 13, Blue Area (G-8) fetched the highest bid of approximately Rs7.24 billion; (2)Plot No 14, Blue Area (G-8) was sold for around Rs4.16 billion; (3) Plot No 12, Blue Area (G-8) went for nearly Rs3.60 billion; (4) Plot No 3-A, I-14 Markaz fetched Rs749.32 million; (5) Plot No 3-B, I-14 Markaz was auctioned for Rs709.32 million; (6) Plot No 10-A, I-14 Markaz sold for Rs669.32 million. The open auction, taking place from July 15 to 17, includes 46 commercial plots and shops across prime sectors of Islamabad, including Blue Area and various Markaz centres. The auction also features commercial shops in a Blue Area parking plaza. The auction has witnessed enthusiastic participation from investors, reflecting strong market confidence in CDA's investment-friendly initiatives. All plots are being offered through open bidding in a transparent manner, with multiple categories of commercial properties available. In line with Randhawa's vision, senior CDA officials, including Member Estate Talat Mehmood, Member Finance Tahir Naeem, Member Engineering Syed Naffasat Raza, and Member Planning Dr Khalid Hafeez, are personally overseeing the auction proceedings. Additionally, a high-level committee headed by Member Finance Tahir Naeem has been formed, which includes DG Resource, DG Building Control, DG Law, and other senior officers. To further engage the business community, CDA is also hosting an Investment Expo at Jinnah Convention Centre, featuring booths by the Environment Wing, MCI, and Sports and Culture Directorate. Randhawa emphasised full facilitation of investors and directed that all possible services be extended. Investor-friendly incentives include a five per cent discount for full lump-sum payments made within one month, with an additional five per cent discount offered for payments made in US dollars. 'The proceeds from this auction will be utilized for the development of Islamabad, including sector infrastructure, road improvement, and beautification,' stated Randhawa, adding the ultimate goal is to make Islamabad a model and exemplary city. Islamabad witnesses surge in heinous crimes
ISLAMABAD: The capital city witnessed a surge in heinous crimes over the past week, with three cases of murder, a case of custodial torture and a case of domestic violence. According to data gathered by Business Recorder through registered First Information Reports (FIR), four murders were reported, including the custodial death of a suspect, while a young woman who was allegedly set on fire by her husband and father-in-law also succumbed to her injuries during the same period. In addition to the murder cases, 31 incidents of auto theft were reported, including four car thefts and 27 motorcycle thefts. The city also saw eight cases of street crime involving armed mobile snatching and cash theft, as well as five robberies where citizens were deprived of valuables. Several police jurisdictions have emerged as hotspots for criminal activity, including Ramna, Sabzi Mandi, Aabpara, Margalla, and Bhara Kahu police stations. Residents in these areas have expressed concern over the boldness with which criminal elements appear to be operating. One of the most shocking incidents was the death of 28-year-old Sania Bibi, a mother of an 11-month-old baby, who died at the Pakistan Institute of Medical Sciences (PIMS) after battling severe burn injuries. According to her legal counsel, Sania was allegedly set ablaze by her husband Aadil Mehmood and his father on June 8, following ongoing domestic disputes. She had been married to Aadil for nearly two years. In another grim case, a suspect identified as Noman Khan died in police custody at Tarnol police station after reportedly being subjected to brutal torture. Police picked up Noman from Mianwali on July 10 in connection with a murder investigation and brought him to Islamabad. According to sources, he was moved from the lock-up to an interrogation room around 9:50pm, where three officials — including an Assistant Sub-Inspector (ASI) and a constable — allegedly tortured him. His condition deteriorated upon returning to the lock-up, prompting other detainees to shout for help. Police sources confirmed that the station clerk (Moharrar) and a constable rushed to the scene and found clear marks of torture on Noman's body. He was shifted to a hospital after 2:00am on July 11 but died en route. Before his death, Noman reportedly named his torturers, including the ASI and two others. A case has since been registered against SHO Shaoukat Mehmood, Moharrar, Investigation Officer Rana Asalam, and three constables of the Tarnol police station. In the same period, Ramna police registered two cases each of motor vehicle theft and street crime, one case of murder and three cases of auto theft reported to Sabzi Mandi police station and another two cases each of street crime and auto theft were reported to Aabpara police station.
