Union Minister Sonowal envisions BIMSTEC Maritime Transport pact as blueprint to transform Bay of Bengal for tourism
The two-day event played a critical role in strengthening regional maritime connectivity, ports cooperation and sustainable development in the Bay of Bengal region.
The event is being attended by policymakers, high end officials, maritime experts, port authorities, private sector stakeholders, and academic scholars from all seven BIMSTEC nations, i.e. Bangladesh, Bhutan, India, Myanmar, Nepal, Sri Lanka and Thailand, added the release.
Envisaging the role of BIMSTEC Ports Conclave as the springboard for sustainable development of port led industrial clusters, the Union Minister Sarbananda Sonowal shared his vision and said, 'The BIMSTEC Ports Conclave stands as a springboard to unlock the immense potential of Blue Economy from the Bay of Bengal region. Under the dynamic leadership of Prime Minister Narendra Modi, India has a 'Neighbourhood First' Policy and in this sees BIMSTEC nations as key partners in regional prosperity.'

Building upon the momentum of the 1st BIMSTEC Ports Conclave, the meet aims to operationalise the recently signed BIMSTEC Agreement on Maritime Transport Cooperation (AMTC), facilitate dialogue on port-led development, and foster deeper integration in maritime trade, logistics, cruise tourism, and skill development.
The Conclave is designed to chart a common path towards a sustainable, resilient, and integrated maritime future for the Bay of Bengal, promoting robust economic growth while ensuring environmental stewardship. India was first to ratify the agreement. The Union Minister called upon its speedy ratification of AMTC and implementation, added the release.
Sarbananda Sonowal announced that a BIMSTEC Sustainable Maritime Transport Centre is going to be established under the Indian Ocean Centre of Excellence for Sustainable Maritime Transport (IOCE-SMarT) at the Maritime Training Institute in Powai, Mumbai.
Underlining the role of this centre to operationalise AMTC BIMSTEC, Sarbananda Sonowal said, 'The centre marks a significant step forward in operationalising the BIMSTEC AMTC pact. This Centre will act as a catalyst for harmonising maritime policies, advancing digital and green transformation, and building the skills and capacity of our maritime workforce. By fostering collaboration and innovation, it will help reduce trade costs, enhance connectivity, and position the Bay of Bengal as a vibrant, sustainable hub of regional and global trade.'
The Conclave featured two key sessions shaping BIMSTEC's maritime future. The first focused on boosting private sector investment and PPPs to overcome outdated infrastructure and limited coordination, proposing a regional PPP facilitation platform and harmonised laws.
The second explored opportunities from shifting global supply chains, highlighting prospects to attract manufacturing hubs in shipbuilding, logistics, electronics, and renewables. Both sessions stressed the need for co-coordinate strategies, improved connectivity, and policy reforms to unlock the Bay of Bengal's potential as a resilient trade and industry hub.
The Conclave's sessions focused on operationalising the BIMSTEC Maritime Transport Agreement, harmonising customs and logistics to boost intra-regional trade, and unlocking cruise tourism's potential through PPPs and joint branding. Panels explored plans for port-linked industrial zones, digital integration, and sustainable cruise routes, alongside proposals for a BIMSTEC Ports Coordination Centre and a regional Port Community System.
Emphasis was placed on joint investment in multimodal logistics parks, SEZs, and enhancing hinterland connectivity. The need to upskill the maritime workforce through cross-border training, industry-academia ties, and green shipping innovation was highlighted as crucial to the region's future. Collectively, these discussions charted a strategic roadmap to transform the Bay of Bengal into a resilient trade, tourism, and logistics hub.
Speaking about Kaladaan project, which is being discussed at the event, the Union Minister Sarbananda Sonowal said, 'The Kaladan Multi-Modal Transit Transport Project stands as a transformative gateway connecting India's Northeast to the Bay of Bengal, dramatically reducing transit time and trade costs while unlocking new economic opportunities for the region. As envisioned by our dynamic PM Modi, under India's Act East Policy, Kaladan is not just a bilateral initiative with Myanmar, but a model for seamless regional connectivity across BIMSTEC. By linking ports, trade corridors, and value chains, it has the potential to catalyse inclusive growth, deepen integration with our neighbours, and bring the Northeast closer to the global marketplace.'

At the inaugural session, the Union Minister Sonowal was joined by the Union Minister of State for MoPSW, Shantanu Thakur, the MP of Visakhapatnam, M Sribharat; the Secretary General of BIMSTEC, Mani Pandey; the Secretary of MoPSW, TK Ramachandran; the Chairman of Visakhapatnam Port Authority (VPA) and Dredging Corporation of India (DCI), M Angamuthu along with 28 delegates from all the BIMSTEC member nations. The Calcutta High Court on Wednesday asked the Union government if there was truth to the claims that Bengali-speaking persons were being deported to Bangladesh, The Indian Express reported. 'Why suddenly in June?' the newspaper quoted a division bench of Justices Tapabrata Chakraborty and Reetobroto Kumar Mitra as having asked. 'There is an uproar in the state that Bengali-speaking people are being deported.' Over the past month, Indian authorities have been pursuing a policy to 'push' individuals claimed to be undocumented migrants into Bangladesh. Many of those forced out of the country claim that they are Indian citizens. The bench made the remarks verbally while hearing a habeas corpus petition filed by the relatives of Sunali Khatun, a woman from West Bengal's Birbhum district who was allegedly deported to Bangladesh by the Delhi Police. Her husband, Danish, and their five-year-old son were also allegedly deported. The police had picked up Khatun and her family on June 20 from a settlement of Bengali migrants in Delhi's Rohini. According to two police statements seen by Scroll, the three were held in a detention centre. On June 23, they were produced at the Foreigners' Regional Registration Office in Delhi. Another family was detained along with them. A deportation order against the two families was issued by the FRRO the same day. According to the police, they were tipped off by an informer, who identified Danish as 'a Bangladeshi national'. The police also claimed that Danish had 'confessed' to being a Bangladeshi citizen. On June 26, they were 'pushed' into Bangladesh, according to a statement of the station house officer of the KN Katju Marg police station in Rohini and an order of the FRRO. During the hearing on Wednesday, the counsel for the Delhi Police told the court that Khatun's family was deported to Bangladesh in June, The Indian Express reported. The counsel noted that the matter was pending in the Delhi High Court and sought a dismissal of the habeas corpus petition. The petitioners had 'suppressed the facts in this [West Bengal] court', the counsel claimed. The counsel said that the Delhi High Court had been told that the family was deported on orders from the FRRO. Following this, the petitioners withdrew the habeas corpus application and filed a fresh petition in that court against the FRRO orders, the police said. The bench expressed displeasure at the non-disclosure of the facts by the petitioners, The Indian Express reported. However, it directed the Centre, the Delhi government and the West Bengal government to file affidavits in connection with the arrest of the family. The Union government was asked to file its affidavit by July 28. The court said that the petitioners must file their reply to the government's affidavit by August 4. The matter will be heard next on August 6. Meanwhile, Kalyan Banerjee, the counsel representing the West Bengal government, also sought an affidavit from the Centre on how many Bengalis had been detained and forced into Bangladesh, The Indian Express reported. 'Who will decide [about detention]?' the newspaper quoted him as having asked the court. 'The appropriate authority is not the police or constable. You cannot pick up someone just because they are speaking Bengali. There are procedures. These three-four cases are very alarming.' India has forced more than 2,000 persons, alleged to be undocumented migrants, into Bangladesh since the country launched ' Operation Sindoor ', a military operation against terrorist camps in Pakistan and Pakistan-occupied Kashmir. The legality of the 'push back' policy has been debated in India and internationally. Experts have told Scroll that the policy violated India's obligations under international law and customary international law. In June, four men from West Bengal, who had been picked up by the Maharashtra Police and forced into Bangladesh, were brought back on June 15. The Murshidabad Police in West Bengal had presented proof of them being Indian citizens.

Meeting of Andhra, Telangana CMs Ends in Stalemate as Key Issue in River Basin Linking Project Sidelined
Government Convened by Union Jal Shakti minister C.R. Patil in Delhi, the meeting was a sequel to Telangana CM A. Revanth Reddy's complaint over the proposal of Andhra Pradesh constructing the Godavari-Banakacherla project. Hyderabad: A meeting of the chief ministers of the sister states Andhra Pradesh and Telangana, N. Chandrababu Naidu and A. Revanth Reddy, respectively, was convened by Union Jal Shakti minister C.R. Patil in New Delhi on Wednesday (July 16), amidst high hopes of addressing a ticklish river basin linking project between the states. However, it ended in a whimper as a discussion on the issue was sidelined. Instead, it was decided to leave it to a committee of engineers and officials to study pending proposals for projects in both states and suggest a way forward in 30 days. The Jal Shakti ministry will constitute the committee with representatives from both states. Wednesday's meeting was a sequel to Reddy's complaint to C.R. Patil when he met him in Delhi on June 19 over the proposal of Andhra Pradesh constructing Godavari-Banakacherla project – which was given national status by Union government – to link the waters of Godavari river from Polavaram to Penna river basin via Krishna basin for irrigating the chronic drought hit Rayalaseema region of the state. Reddy had complained that Telangana would lose considerable share of water in Godavari if the project was sanctioned. He had also expressed anguish that projects of Andhra Pradesh were getting immediate approval while proposals of Telangana were overlooked. He blamed it on the close rapport enjoyed by Chandrababu Naidu with the Union government as a key partner of the Bharatiya Janata Party-led National Democratic Alliance. So, the Union minister promised to invite both the chief ministers to sort out the issue. A day earlier, Revanth Reddy convened an all party meeting in Hyderabad where there was broad consensus authorising the state government to take all steps to stall the Godavari-Banakacherla project. After the meeting was scheduled at the instance of Patil today, the Andhra Pradesh government had written to the ministry to include discussion on the controversial project as the sole item on the agenda. This was protested by Telangana arguing that there could be no discussion as it lacked the statutory clearances from the Central Water Commission, Godavari River Management Board (GRMB), Krishna River Management Board (KRMB) and the Apex Council constituted under the reorganisation Act. Moreover, the expert appraisal committee of the Ministry of Environment and Forest had rejected the pre-feasibility report of the project. The project also violated the Godavari Water Disputes Tribunal Award of 1980 and the Andhra Pradesh Reorganisation Act of 2014 by proposing to alter water allocations and project operations with the consent of co-basin states. A letter written by Telangana chief secretary K. Ramakrishna Rao to the ministry noted that the proposal for diversion of 200 thousand million cubic (TMC) feet of "flood water" from Polavaram was unilateral and fundamentally altered the operation schedule of Polavaram project and impacted the water rights of Telangana. Earlier, the Telangana irrigation minister N. Uttam Kumar Reddy shot off another letter to Patil over the injustice to Telangana by keeping in pendency irrigation projects of the state on Krishna and Godavari rivers. On the other hand, the Andhra Pradesh government was allowed to proceed with a lift-irrigation project for Rayalaseema from the bed of Srisailam reservoir despite a stay given by the National Green Tribunal. He demanded a reservoir on the lines of Polavaram for Telangana at Itchampally with a capacity of 200 TMC ft. The proposal of Andhra Pradesh for Godavari-Banakacherla project received not only political backlash but also stormy debates in civil society of Telangana. It was argued that Andhra Pradesh made a false claim to utilise flood waters which was a fictitious name given for non-existing water availability. What Andhra Pradesh was trying to project was average water over a 40-year timescale. Former advisor to Jal Shakti ministry Sriram Vedire gave a presentation saying the annual runoff of Godavari at Polavaram as per the gauze station of central water commission (CWC) for 57 years from 1966-67 to 2022-23 was about 3,000 TMC ft. The average flow of 3,000 TMC ft into the sea included the unutilised assured waters at 75% dependability allocated to the upstream states of Chhattisgarh, Maharashtra, Madhya Pradesh, Odisha and Telangana. It also included spills from projects of upstream states. The 75% dependability referred to water available for three out of four years for planned utilisation of a project and its success in irrigating the command area for three out of four years. Sriram said that the CWC, in its reports of 2018 and 2023, denied availability of surplus water in Godavari at 75% dependability. The runoff water of 3,000 TMC ft into the sea was frequently highlighted by former chief minister and Bharat Rashtra Samiti supremo K. Chandrasekhar Rao while stressing the need for more projects on Godavari in both Telangana and Andhra Pradesh. This was the butt of criticism by Revanth Reddy saying Rao mortgaged the interests of Telangana with Andhra Pradesh when Y.S. Jaganmohan Reddy was its CM. The Congress and BRS traded charges against each other over conception of Godavari-Banakacherla project in the context of Rao's demand to exploit the 3,000 TMC ft for mutual benefit of both states. In the background of raging controversy over the project, Wednesday's meeting of Naidu and Revanth Reddy in the presence of Patil assumed significance. But, the meeting skipped any discussion on the project, Reddy said at a press conference later. He said what was decided was the installation of telemetry stations from all water offtake points in Krishna river to quell doubts of both governments about over usage of water by each other. He said that the Andhra Pradesh government will undertake repairs and restoration of Srisailam dam on Krishna which is under its administrative control. The need for repairs to the dam was also stressed by the National Dam Safety Authority. Reddy added that it was also decided to locate the office of GRMB in Telangana and that of KRMB in Andhra Pradesh. Finally, the committee of engineers and officials will identify the river water issues of both States and suggest a way forward in 30 days.
