Reforms underway to strengthen parliamentary service
KUALA SELANGOR: Several reform initiatives are underway to strengthen Malaysia's Parliament as an autonomous institution following the recent passage of the Parliamentary Services Act 2025 in March, said Dewan Rakyat Speaker Tan Sri Johari Abdul.
Key measures being implemented include adequate staffing, facility upgrades, and the institutionalisation of 10 Parliamentary Special Select Committees, with Johari anticipating completion 14 months ahead of the 24-month implementation period.
"We're currently working towards these goals," he told reporters after a dialogue session with Universiti Selangor (Unisel) student leaders at the Unisel Bestari Jaya campus today.
The event was also attended by Unisel Vice-Chancellor Prof Emeritus Datuk Dr Muhammad Redzuan Othman, who is a Senator.
The Act, passed by the Dewan Negara on March 20, establishes parliamentary service as a separate entity from the civil service and creates a Parliamentary Service Council to oversee appointments, finances, and training programmes.
Johari revealed that Malaysia was adopting international best practices from the United Kingdom, Australia, and New Zealand to modernise its parliamentary system.
On the Youth Parliament initiative, he confirmed the Election Commission (EC) would assist in candidate selection processes, with seven campus-based political parties to be established nationwide to nurture future leaders.
Standard operating procedures for the Youth Parliament registration are expected by September 2025.

The challenge was to find more convincing ways to win over the non-Malays ahead of the general election, which is due by February 2028. While some PH supporters may have become disappointed with the coalition's inability to execute various reforms it had promised, he admitted that they still disliked PAS due to its perceived hardline Malay-Muslim stance. 'This is what we're currently thinking about: how to win their support,' he said, adding that the Islamic party must preserve its clean image to retain young voters. Amar also took a swipe at its Perikatan Nasional partner Gerakan for making statements that have 'harmed and undermined' PAS. He urged Gerakan, the only multiracial party in the opposition coalition, to exercise control in making public statements, adding that PAS keeps an eye on such matters. 'I have to be honest here, because occasionally their remarks have backfired. They need to be careful and exercise control, because we're part of the same coalition. There must be give and take,' he said. Gerakan has 'much to improve' in attracting Chinese voters, who have been largely supporting DAP, and Gerakan's machinery and groundwork needed improvement, while the party's image itself needed to be rebuilt, he said. In November last year, Gerakan president Dominic Lau urged PAS to declare that it will not interfere with the rights of other communities, in order to ease the concerns of non-Malays and boost their support for PN. However, PAS deputy president Tuan Ibrahim Tuan Man shot down the proposal, saying Gerakan should not blame the Islamic party for its failure to muster support from the Chinese community.

AIPACODD meeting: ASEAN Parliamentarians convene to address regional drug threat
KUALA LUMPUR: The presentation of issues regarding drug threats, progress reports, and discussions to expand the scope of parliamentary cooperation will be among the main agenda at the 8th Meeting of the ASEAN Inter-Parliamentary Assembly (AIPA) Advisory Council on Dangerous Drugs (AIPACODD) 2025, hosted by Malaysia, in Kuantan from June 10 to 12. The theme 'Uniting Parliament for an Inclusive and Sustainable ASEAN in Addressing Contemporary Drug Challenges' aligns with this year's Malaysian ASEAN chairmanship theme, which emphasises inclusivity and sustainability. According to a statement from the Office of the Speaker of the House of Representatives (Dewan Rakyat) today, the meeting will be officiated by the AIPA president and Dewan Rakyat Speaker Tan Sri Johari Abdul, while Deputy Dewan Rakyat Speaker Datuk Dr Ramli Mohd Nor will be appointed as the chairperson of the 8th AIPACODD Meeting. 'Among the main agenda of the meeting are a panel session featuring representatives from the ASEAN Senior Officials on Drug Matters (ASOD), National Anti-Drug Agency (AADK), and the Ministry of Health Malaysia, alongside progress report presentations by all AIPA member country parliaments,' according to the statement. Also scheduled is a discussion session on the transformation of AIPACODD's role in addressing cross-border crime and the preparation and validation of the meeting's draft resolution. Meanwhile, the Office of the Speaker of the House of Representatives also announced that in conjunction with the meeting, a royal banquet will be held on June 10 in Kuantan, with the consent of the Sultan of Pahang, Al-Sultan Abdullah Ri'ayatuddin Al-Mustafa Billah Shah. 'This royal banquet is the highest honour of the nation to the ASEAN parliamentary representatives, and the Sultan of Pahang's presence reflects the royal institution's support for the strategic role of parliamentary diplomacy in addressing the drug threat and building a safer and more sustainable future for the region,' said the statement. AIPACODD was officially established in 2017 as a platform to strengthen the role of parliaments in addressing drug issues through policy monitoring, information sharing and regional cooperation.
