Telangana govt grants administrative sanction for Phase 2B of Hyderabad Metro

Indian Express4 hours ago

Telangana on Monday accorded administrative sanction for Phase 2B of Hyderabad Metro Rail (Phase 2B), estimated to cost Rs 19,579 crore, as a joint venture between the state government and Centre. The order in this regard from the Municipal Administration and Urban Development department, dated June 16, is applicable to three upcoming corridors.
According to the order, after careful examination of the matter, the government accorded 'administrative sanction for implementation of Hyderabad Metro Rail Phase-II (B) project consisting of three corridors for a length of 86.1 km to be undertaken by Hyderabad Airport Metro Limited as a 50:50 Joint Venture (JV) project between Government of Telangana and Government of India…'
The estimated cost will be funded through a JV model, adhering to the Government of India's norms and policy guidelines. While the state government will contribute Rs 5,874 crore (30%) of the total cost, the Centre will provide Rs 3,524 crore (18%). A significant portion, Rs 9,398 crore (48%), will be sourced as debt or loans from financial institutions like Japan International Cooperation Agency (JICA), Asian Development Bank (ADB), etc. Finally, a Public-Private Partnership (PPP) component will cover the remaining Rs 783 crore (4%).
Under Phase 1, the state government operates three corridors covering 69 km and is the largest public-private partnership metro rail project in the world. Since 2017, the Hyderabad Metro Rail Ltd (HMRL) has been operating trains on the LB Nagar to Miyapur, Nagole to Raidurgam, and JBS to MGBS corridors. The stretch from MGBS to Falaknuma, however, has not materialised, mainly due to objections related to property acquisition and route alignment issues, and the new government has taken up the work for this stretch too along with the rest of the Phase 2 corridors.
Under Phase 2A, a proposal covering five corridors (76.4 km) at an estimated cost of Rs 24,269 crore has been sent to the Union Ministry of Housing and Urban Affairs (MoHUA). Phase 2 A includes Corridor IV: Nagole – Shamshabad RGIA (Airport Corridor) stretching 36.8 km, Corridor V: Raidurg – Kokapet Neopolis covering 11.6 km, Corridor VI: MGBS – Chandrayangutta (Old City Corridor) extending 7.5 km, Corridor VII: Miyapur – Patancheru covering 13.4 km, and Corridor VIII: LB Nagar – Hayat Nagar stretching 7.1 km.
The Hyderabad Airport Metro Limited (HAML) submitted proposals for Phase 2B to the government in May this year. Under Phase 2B, a 39.6-km stretch is proposed between RGIA to Future City (Skills University) as Corridor IX; a 24.5-km stretch is proposed between Jubilee Bus Station (JBS) and Medchal as Corridor X; and a 22-km stretch is proposed between JBS and Shamirpet as Corridor XI.

Reliance Industries (RIL) announced Monday that it sold the remaining 87 lakh equity shares of Asian Paints at an average price of Rs 2,207.65 per share to ICICI Prudential Life Mutual Fund in a block deal worth Rs 1,876 crore. This follows last week's disposal of 3.50 crore shares to SBI Mutual Fund for Rs 7,704 crore at Rs 2,201 per share, completing RIL's exit from the paint timing couldn't be more strategic. RIL has offloaded its entire 4.9% stake held through subsidiary Siddhant Commercials just as Asian Paints faces its toughest competitive challenge in decades, with shares down over 30% in the past two years, making it one of the worst-performing bluechip stocks in that exit comes as Asian Paints' once-impregnable fortress crumbles under siege from new entrants, notably Birla Opus Paints backed by the Aditya Birla Group. According to Elara Securities, Asian Paints' market share has plummeted from 59% to 52% in paint maker has posted muted revenue growth for four straight quarters, citing sluggish urban demand and an early Diwali. Morgan Stanley's Mayank Maheshwari noted: "RIL is in its 4th monetisation cycle as its investments in new energy and eventually AI infrastructure start to fructify in F26. By end-2027, we see monetisation of the petrochemical investments as well."The brokerage expects RIL's re-rating to gain traction as confidence in ROCE improvement beyond 9% rises, with the company's annual average capex spend of approximately $15 billion over the next three years comfortably supported by its cash original investment demonstrates Ambani's contrarian investing prowess. Back in January 2008, when markets were in a tailspin amid the global financial crisis and Lehman Brothers' collapse, RIL picked up the 4.9% stake for just Rs 500 crore through its subsidiary — a move that now appears had explored divesting this stake five years ago ahead of launching India's largest rights issue while deleveraging its balance sheet following a mega capex plan in telecom. However, it held onto the investment and instead raised a combined $25 billion for its digital, telecom, and retail ventures through marquee global strategic and financial the challenges, Asian Paints maintains significant market presence and operates with an annual domestic decorative paint capacity of 1.85 million kilo litres, serving consumers in over 60 countries through the country's largest distribution network of 74,129 brokerages have turned cautious. Nuvama recently cut its FY26-FY27 earnings estimates by 6-8%, forecasting a modest 7.2% EPS CAGR through FY28. The brokerage slashed its target price to Rs 2,200 with a neutral rating, assigning a valuation of 45x forward earnings — a notable 20% discount to the stock's 10-year paint industry is also facing potential antitrust scrutiny, adding another layer of uncertainty for Ambani books one of corporate India's most remarkable investment returns, the exit marks the end of an era while positioning RIL for its next phase of growth in new energy and digital infrastructure.
