UP govt to increaseprivate sector role in fertiliser distribution

Lucknow: The UP govt has decided to carry out major part of fertiliser distribution through private sector, considering it as "more compatible" for the farmers.
The development attains significance amid reports of a serious fertiliser crisis hitting various districts of Uttar Pradesh.
Fertiliser distribution is equally divided between the cooperative and the private sector.
Now, the state govt has decided to get 65% of the fertiliser distribution done through private agencies while restricting the stocks in the cooperative societies to 35%.
Last year, the state govt had decided to divert 30% of the fertiliser from private to cooperative societies. By prioritising cooperative societies, which often have a wider and direct reach in rural areas, the govt sought to ensure "equitable distribution" and prevent hoarding and supply bottlenecks.
Fertiliser is supplied by IFFCO and KRIBHCO to cooperative societies. Principal secretary, agriculture, Ravinder told TOI that private agencies were better equipped to distribute fertiliser to farmers.
"This will mitigate the crisis, if any, regarding fertiliser distribution," he said, maintaining that the state govt was keeping a close vigil on the diversion of fertiliser. The agriculture department has been apprehending diversion of fertiliser to Nepal through bordering districts like Balrampur and Deoria.

Agriculture department officials said that in the ongoing Kharif season, 42.64 lakh metric tonnes of fertiliser was sold, which was approximately 6 lakh MT more than in 2024 when 36.76 lakh MT of fertiliser was sold. Nevertheless, allegations of mismanagement in fertiliser distribution by cooperative societies came to the govt's notice. "We are keeping a close check and issuing instructions to address the crisis," the principal secretary said.
He said that the department also came across instances of glitches in fertiliser distribution through PoS. "This needs to be addressed. We are taking corrective measures to mitigate the situation," he said. The agriculture department has been claiming that every district has a stock of urea for 7-10 days. Ground reports, however, showed farmers lining up in long queues to get fertiliser. There have been reports of demonstrations.
Ruckus for fertiliser has also been reported in certain districts, including Ayodhya, prompting police to control the situation sternly.
According to data of agriculture department, about 16 lakh metric tonnes of fertiliser is available, in which about six lakh metric tonnes of urea is present. "Racks of fertilisers are on way and are expected to reach in a couple of days," a senior official said.

The hearing, chaired by Anjaw DC Millo Kojin, saw the participation of women and child development minister Dasanglu Pul, THDC officials and over 350 project-affected persons (PAFs) from 33 villages. Pul, recalling that her late husband and former CM Kalikho Pul had initiated survey work for Kalai-I and II in 2009, said she was glad to see his vision nearing reality. Urging locals to back the project, she cited Uttarakhand's Tehri dam as an example of the benefits of large hydropower infrastructure. She also assured that 50% of the project's employment opportunities would be reserved for land-affected families, besides boosting self-employment and entrepreneurship in the region. With an investment of nearly Rs 14,000 crore, Kalai-II is expected to generate free power worth Rs 318 crore annually after commissioning, while contributing Rs 2.2 crore every year to the Local Area Development Fund. While most speakers backed the project, concerns were raised by some over land rates, compensation, employment and the local area development. Summing up, DC Kojin assured villagers that their suggestions would be reflected in the minutes and proposed exposure visits for two representatives from each affected village to Uttarakhand's Tehri dam. 1 2 Prayagraj: In the days to come, residents of Sangam City will be able to deposit house and water tax and even electricity bills, at ration shops. With the state govt modernising ration shops, 75 Annapurna Bhavans are proposed for Prayagraj, and land has already been designated for 63 of them. These upgraded centres will offer free ration, daily essentials, and utility services such as property tax, water tax, and electricity bill payments, and even issue certificates. This initiative aims to simplify services for residents and boost income for ration shop operators, with govt approval expected soon for full-scale implementation. In a significant step towards digital inclusion and service integration at the grassroot level, the Uttar Pradesh govt is planning to transform govt ration shops in Prayagraj into hi-tech multi-utility service centres. This initiative is part of a broader plan to modernise the public distribution system (PDS) and enhance convenience for residents, particularly building owners, who will now be able to pay their taxes at nearby ration shops instead of visiting distant municipal offices. According to district supply officer, Sunil Singh, to facilitate this, the govt has ordered the construction of 75 'Annapurna Bhavans' in Prayagraj. These buildings will house the upgraded ration shops and will be equipped with computers and internet connectivity. These Annapurna Bhavans will also sell essential commodities beyond ration items, including pulses, sugar, salt, and basic spices, to make them one-stop convenience centres. Plans are also underway to provide services like issuing birth and death certificates and accepting electricity bill payments. "Discussions are ongoing at the govt level to finalise the inclusion of water and property tax services. Once the approval comes through, the district administration plans to prioritise implementation to ensure smooth access for citizens," said chief tax assessment officer of the Prayagraj Municipal Corporation, PK Mishra. He added that all efforts will be made to ensure that people face do not face any inconvenience while accessing these services. 1 2 Lucknow: The plan for Viksit UP-2047, which coincides with the idea of Viksit Bharat by the centenary year of India's independence, has gathered momentum after Chief Minister Yogi Adityanath shared a detailed proposal in the monsoon session of the UP Assembly last week. All departments have been directed to frame their plan of action, and a vision document will be prepared within the next 4-6 months. The plan will focus on 12 sectors, each encompassing various departments. Short-term goals, looking at developments within the next five years, and medium and long-term goals have been identified, and the planning department has been deputed to lead implementation and ensure coordination among CM had said in the Assembly that UP was already on the path of becoming a USD 1 trillion economy by 2029-30, for which it had set a target of a growth rate of over 20% in the next five years.
