
Petaling Jaya council backs state parking privatisation amid revenue concerns
The council's primary concern centres on maintaining, if not increasing, its current parking fee revenue.
Petaling Jaya Mayor Mohamad Zahri Samingon confirmed the council's stance, emphasising that any deal must guarantee the city receives at least the same level of income from parking fees as it does now.
"We also still need to fine-tune many aspects of enforcement, including the duration and basis of enforcement officers' involvement, to ensure a smooth privatisation process," he told reporters today after the closing ceremony of the PJ International Outdoor Expo 2025 at the Kelana Jaya Sports Complex on Sunday (July 27).
Zahri underscored the importance of ensuring the city council's revenue from parking fee collection remains stable, if not improved.
He added that the privatisation "should not disrupt the parking situation in Petaling Jaya".
The move follows an announcement on July 9 by state local government and tourism committee chairman Datuk Ng Suee Lim, who revealed that a newly appointed concession company would take over parking fee collection and enforcement in four Selangor local councils from Aug 1.
This initiative falls under Selangor's Intelligent Parking (SIP) programme.
Ng stated that the company was appointed by Menteri Besar Selangor (Incorporated) (MBI) for the first phase, which includes MBPJ, Subang Jaya City Council (MBSJ), Shah Alam City Council (MBSA), and Selayang Municipal Council (MPS).
Zahri noted that MBPJ had "on multiple occasions requested for MBI Selangor to present an agreeable proposal." He said that "there are parts that we agree with, and there are some that require further details," indicating ongoing discussions with MBI.
On July 15, Mentri Besar Datuk Seri Amirudin Shahri clarified that the operator for SIP was appointed by MBI through an open tender, which saw 26 interested companies submit requests for proposals.
Amirudin also explained that enforcement would remain the responsibility of the respective local authorities.
The SIP initiative has, however, drawn criticism from several state MPs who have voiced concerns.
They warn that the privatisation deal could lead to a shortfall of up to RM10mil for MBPJ and potentially infringe upon the statutory rights of local councils to manage parking under the Road Transport Act 1987.

Aviation expansion is another priority, with plans to introduce 178 new aircraft by 2030 to enhance regional connectivity. Infrastructure projects in East Malaysia, including the Sabah-Sarawak Link Road and Pan Borneo Highway, were noted as crucial for tourism growth. Kota Kinabalu: Minister of Tourism, Culture and Environment Datuk Seri Christina Liew is confident that Sabah will fully unleash its potential as a leading destination for Business Events (BE) or Meeting, Incentive, Convention & Exhibition (MICE) tourism. She said going by the relentless efforts made by the Sabah International Convention Centre (SICC), Sabah is on the right track towards reaching this milestone in the not too distant future. 'We (Ministry of Tourism, Culture and Environment) fully support the SICC-organised Bigsabah Sale 2025 from October 31 to November 2, given its role in driving domestic tourism, empowering local entrepreneurs, and elevating Sabah's profile in the regional economic landscape. 'I understand that the event will feature 500 booths, up from 300 in 2024, and is expected to attract 50,000 visitors,' Liew said after a courtesy call by the Chief Executive Officer of SICC, Datuk Dr Hajah Rosmawati Haji Lasuki on Tuesday. Mayor: MBPJ still in talks over parking privatisation

A PLAN for Petaling Jaya City Council (MBPJ) to temporarily transfer 50 of its enforcement officers to the Selangor Intelligent Parking (SIP) programme is still being negotiated. Petaling Jaya mayor Mohamad Zahri Samingon said these personnel were involved in other tasks, such as responding to disasters, aside from parking management. The city council, he said, was also waiting to hear what its guaranteed income would be under the SIP. 'We are still in talks over these details,' the mayor told StarMetro after MBPJ's full board meeting at its headquarters. 'We also want certainty over revenue that MBPJ will receive, which has to be what we are currently receiving from the parking system or more but not less.' He said MBPJ had given its conditional backing to the Selangor government's decision to privatise on-street parking across the state. The move follows last month's announcement by state local government and tourism committee chairman Datuk Ng Suee Lim, who revealed that a concession company would take over parking fee collection and enforcement in four Selangor local councils from today. On a separate issue, Mohamad Zahri said MBPJ's Engineering team was conducting its own Traffic Impact Assessment (TIA) on the closure of Jalan Tanjung, off Lebuh Bandar Utama. The road was ordered to be permanently closed from July 25, following a court order. Mohamad Zahri said Works Ministry, through the minister, had the power to request roads to be opened if it was deemed necessary for public use. However, it must be backed with evidence. Residents from areas such as Tropicana, who previously used the road daily, want the road reopened. The closure, they said, would cause traffic snarls in existing alternative routes. Mohamad Zahri said traffic in the area was currently under control with the help of traffic police. The Malaysian Highway Authority had said during a recent town hall meeting that Jalan Tanjung was initially a temporary road built in 1991 on North Klang Valley Expressway (NKVE) road reserve. It was to facilitate construction of a half-diamond junction and was intended to be closed once construction works completed.
