BRICS as an Emerging AI Power Bloc
In terms of AI capability, China continues to be the leading nation within BRICS. Stanford's 2024 AI Index indicates that China is responsible for 47.2% of the world's most frequently cited AI papers and holds the global lead in AI patent applications. The government's "New Generation Artificial Intelligence Development Plan" has secured over $150 billion in funding. Furthermore, Chinese companies such as Baidu and Huawei have developed AI chips and large language models that are competitive with those from Google and OpenAI.
India is actively embracing sovereign AI, driven by its technologically adept populace and expanding startup landscape. A key initiative in this direction is the "IndiaAI" mission, launched in 2023. This program, supported by $1.2 billion in funding, aims to foster the development of open-source Indian language models, create AI tools tailored for sectors such as agriculture, education, and health, and encourage indigenous chip design.President Putin, in 2023, highlighted AI as a "battlefield of the future," intertwining Russia's AI development with its national security. He announced the "National AI Strategy 2030," allocating over 100 billion rubles (around $1.2 billion) to defense technology, speech recognition, and automation.
Brazil and South Africa are becoming leading centers for ethical AI innovation, especially in agriculture and public health. Brazil's Embrapa has developed AI tools for precision agriculture using satellite data. Similarly, South Africa's CSIR is advancing AI through its Smart Mobility and eHealth initiatives. Ethiopia and Egypt are also making strides in digital sovereignty. They are investing in AI research centers and building smart government infrastructure, as seen with Egypt's "Digital Nation" platform, an e-governance suite powered by machine learning analytics.
Breaking Free from Western AI Hegemony
The BRICS AI strategy aims to counter the monopolisation of digital power by Western corporations and governments, extending beyond mere technological progress. A significant challenge lies in the current AI infrastructure, which is predominantly built on Western platforms such as Amazon Web Services, Google Cloud, and Microsoft Azure, dominating cloud computing. Additionally, foundational models like GPT-4 and Claude are trained on datasets that reflect Western epistemologies, often neglecting the languages, values, and contexts pertinent to the Global South.
In response to the global AI landscape, BRICS nations are actively developing their own Large Language Models (LLMs). China has introduced "WuDao" and "Ernie," while Russia has launched "GigaChat." India's "Bhashini" initiative is a significant stride towards AI linguistic sovereignty, focusing on a multilingual AI platform trained in Indic languages. Furthermore, in 2024, Brazil and China announced a collaborative AI research venture to create a Portuguese-Spanish LLM specifically designed for Latin American contexts.
AI Governance: A Parallel Regulatory Framework
BRICS AI strategy also encompasses governance. The 2024 BRICS Summit in Kazan saw the adoption of the 'BRICS Charter on Responsible AI.' This document promotes AI development that is inclusive, transparent, and culturally sensitive, offering a stark contrast to the EU's AI Act. Many in the Global South criticize the EU's Act for its Eurocentric norms and for limiting AI experimentation in developing countries.
Financing and Infrastructure: Toward AI Autonomy
The New Development Bank (NDB), an institution owned by BRICS member states and based in Shanghai, is increasingly active in financing AI infrastructure. In 2025, the NDB introduced a $5 billion 'Digital Sovereignty Fund.' This fund supports AI research parks, data centers, and semiconductor fabrication in member nations, with notable projects such as the UAE's AI cloud cluster and Ethiopia's AI Research and Education Zone in Addis Ababa.
Beyond financing, BRICS is also working towards a non-Western AI compute stack, prioritizing semiconductor independence. China's SMIC and India's CDAC are developing 7nm chip production to reduce dependence on NVIDIA and Intel. Iran's national quantum computing program could also contribute to future AI compute capabilities, while the UAE has made substantial investments in its national AI conglomerate, G42.
By challenging Western dominance over data, infrastructure, ethics, and narrative, BRICS is laying the foundation for a truly sovereign AI ecosystem. This ecosystem will reflect the diverse needs, values, and ambitions of a majority-world future. As we enter a new era driven by technological advancements, the expanded BRICS bloc is not merely trying to catch up; it is actively redefining the rules of engagement.

Initially peaceful commemorations descended into chaos as scattered groups ripped up flagstones to throw projectiles at security forces and chanted for the resignation of President William Ruto. The marches had been called for the anniversary of massive protests last year against tax rises that left at least 60 people dead and peaked when a huge crowd stormed parliament on June 25. 'We are marching against police brutality, against oppression by the government, against high taxation, everything that is going wrong in this country,' said Anthony, 25, who was also selling flags and did not want to give his full name. A coalition of rights groups said eight people died as protests were held in 23 counties. The government ordered TV and radio stations to halt live coverage of the protests, which gained momentum beyond the capital, including in the port city Mombasa. NetBlocks, a global internet tracker, said social media platform Telegram had been restricted. 'We are here as the young generation. We want a complete overhaul of the system, the system is rotten, the system is rogue,' said protester Florence Achala in Nairobi. A group of peaceful protesters was attacked last week by a gang of motorbike-riding 'goons', as they are known in Kenya, armed with whips and clubs and working in tandem with the police. Western embassies in Kenya, including those of Britain, Germany and the United States, criticised in a joint statement 'the use of hired 'goons' to infiltrate or disrupt peaceful gatherings'. The 'goons' were not clearly present on Wednesday but police used large amounts of tear gas and water cannons as they attempted to push back groups of protesters. Analyst and lawyer Javas Bigambo told AFP he was worried political groups would exploit the volatile mood to foster violence. Many are disillusioned by continued stagnation, corruption and high taxes, even after last year's protests forced Ruto to cancel the unpopular finance bill. His government has been at pains to avoid direct tax rises this year. Africa on edge: How global tensions between Israel, Iran and the US threaten stability

The conflict in Iran may seem far away, but it's creating volatility that African leaders must act on urgently. Israel, Iran and the United States' (US) escalating hostilities have sent geopolitical tremors far beyond the Middle East. With the fragile ceasefire holding for now, the world waits tensely to see if a broader regional or global conflict will erupt. For African policymakers, three critical vectors demand close scrutiny — security, diplomatic and economic. Each carries risks that may have outsized effects on the continent. The first danger lies in the security sphere. The conflict risks drawing multiple global powers — Russia, China, the North Atlantic Treaty Organization (Nato) — into yet another Middle Eastern quagmire. Historically, when the great powers collide, Africa often becomes an unintended theatre of competition and collateral. The scars of the Ukraine and Gaza conflicts are still apparent in myriad economic, diplomatic and security shocks. There is a worrying sense of déjà vu in the current situation. If global tensions spill into new ideological or military standoffs, African countries could get trapped in the messy middle. North and East African states face particular exposure to direct risks from primary and proxy actors. Security vulnerabilities Iranian projectiles have already lit up Cairo's night sky — a reminder of Egypt's security vulnerabilities; with Egyptian President Abdel Fattah el-Sisi advocating for de-escalation. Elsewhere, US-aligned military assets in Djibouti and Somalia, and Israel's assets in Eritrea, could become the focus of retaliatory strikes by Iran or its regional proxies, such as the Houthis. There is also an indirect security risk arising from a reprioritisation of Western strategic interests. With defence budgets and attention stretched by the Ukraine war and domestic concerns, Africa's security sectors may find themselves increasingly under-resourced and unable to manage transnational threats. Testament to Africa's declining geostrategic value in the Western security psyche, the continent received little attention during recent G7 and Nato meetings. Nigeria, Cameroon, Chad, Mali, Burkina Faso and Niger are already feeling the brunt of Western retrenchment in the Sahelian theatre. Further disengagement would leave them even more vulnerable to insurgencies. Human security — often overlooked — is also at stake. Food insecurity, climate shocks and governance deficits already strain many African states. Fresh pressures could arise if Middle Eastern instability fuels large-scale migration or refugee flows into Europe. European diversion of development funding to manage such spillovers could further undermine safety nets for Africa's most vulnerable populations. Religious and sectarian tensions, exacerbated by Middle East developments, may also inflame local disputes in Africa's multi-faith societies. A concern is Nigeria where Shia groups could engage in attacks in solidarity with Iran. Compounding these risks is the spectre of nuclear proliferation. If Iran abandons nuclear restraint, other regional players may follow, raising the chances of an arms race with global consequences. Weakened influence For Africa — a strong proponent of nuclear disarmament under the Pelindaba Treaty — such a shift would weaken its influence in future global arms control negotiations. Diplomatically, pressure on African states to take sides will intensify. They may be forced into uncomfortable choices — between Washington and Tehran, or the US and its rivals in Moscow or Beijing — with sanctions or aid withdrawal the price for defiance. South Africa is in a particularly delicate position. Its inconsistent foreign policy has left it walking a narrow tightrope. Washington has sparred with Pretoria over its stance on Israel, its domestic policies, proximity to Iran, and its alignment with BRICS. The US could react punitively to any sign of sympathy towards Iran. Multilateral institutions, especially the United Nations Security Council and expanded BRICS+, will also be tested. Iran's recent accession to BRICS has added complexity and may strain the bloc's unity. African members like South Africa, Egypt and Ethiopia could face awkward choices should the bloc lean towards favouring Tehran. The implications are profound. A world that abandons international law for raw power threatens the very framework that protects smaller, less powerful states. For Africa, this is an existential issue — without rules-based multilateralism, the continent's collective influence diminishes. Worse, a global slide into 'might is right' politics may embolden expansionist African leaders. Ethiopia's Abiy Ahmed Ali, Rwanda's Paul Kagame and Morocco's King Mohammed VI could feel encouraged to pursue territorial ambitions under the cover of global disorder. Others may take 'preventive' strikes against perceived enemies like the US and Israel — illegal under current international law. Africa's collective voting strength at global forums may also erode in such a scenario. If influence weakens, so too does Africa's leverage on crucial matters such as debt restructuring, climate finance and development aid. Only through a unified, strategic voice can the continent avoid marginalisation. Yet the most immediate and tangible impact is economic. Global uncertainty traditionally sparks a 'flight to safety', strengthening the US dollar and weakening African currencies. This raises debt servicing costs for African sovereigns, many of which are heavily dollar-indebted. Bond yields could spike, and fiscal pressures — already strained by post-pandemic recovery and fallout from the Ukraine war — would tighten further. Energy security is another looming flashpoint. Disruption of the Strait of Hormuz — the conduit for a third of the world's oil — would send energy prices soaring. Net oil importers, including many African economies, would suffer painful imported inflation, raising transport, food and energy costs. This would intensify cost-of-living crises and complicate monetary policy just as central banks prepare to loosen rates to spur growth. Recession Broader trade disruptions, coupled with the expiry of US President Donald Trump's tariff reprieves, could drag the global economy into recession. For Africa, the fallout could be severe. Depreciation-driven debt deterioration could complicate restructuring in Zambia, Ethiopia and Ghana. Others — like Kenya and Nigeria, where debt servicing swallows more than 30% of revenue — would face even tighter fiscal constraints. Smaller economies reliant on customs-sharing arrangements, like Lesotho and Eswatini, are also vulnerable, with Southern African Customs Union earnings there already projected to decline by as much as 20% this year. Limited fiscal buffers would force many African governments to divert funds from development spending to cover external gaps — risking social unrest, political instability and the erosion of already thin reserves. Still, a few bright spots exist. Rising gold prices could benefit producers like Ghana and South Africa. Likewise, higher oil prices may boost revenues for exporters like Nigeria, Angola, Algeria and Libya. Yet these gains probably wouldn't offset the broader economic harm of disrupted supply chains, slower global growth and weaker demand for non-commodity African exports. In this volatile context, African leaders must act. Security capacities and collaboration must be bolstered to reduce dependence on foreign powers and cushion against internal and external threats. Diplomacy must become more unified and strategic — both to protect Africa's interests and uphold the international rules that safeguard its sovereignty. Economic resilience, through fiscal prudence, dollar de-risking and deeper regional market development, is urgent. The Iran crisis may rage abroad, but its sparks are falling on African soil — and the continent must brace for impact. DM

Driving impressions: the Mini Aceman combines classic design with cutting-edge electric performance

In the Mini hierarchy the Aceman sits between the Cooper and the Countryman and is the result of a joint venture with Chinese manufacturer Great Wall Motors. Image: Supplied When Sir Alec Issigonis famously first sketched a small car on a napkin, little did he know how popular the Mini would become, and he definitely didn't have a clue what an Electric Vehicle was either. Fast forward 65 years or so, and you struggle to read a vehicle review without the words New Energy Vehicle (NEV). Not so small This is one of those reviews, and it is the Battery Electric Vehicle (BEV) Mini Aceman. In the Mini hierarchy, the Aceman sits between the Cooper and the Countryman and is the result of a joint venture with Chinese manufacturer Great Wall Motors using the Spotlight EV architecture. It's also not a small car by the original brief, standing at just over four metres long with a boot capacity of 300 litres that expands to 1,005 litres with the rear seats folded, while front headroom is said to be 1,003mm and rear 958mm. Power There are two variants of the Aceman: the E and the one we had on test, the SE. With a permanent magnet synchronous motor coupled with a 54.2kWh lithium-ion battery, it produces 160kW and 330Nm and is good for a 0-100km/h time of 7.1 seconds. It will accommodate DC charging of up to 95kW, which should take about 30 minutes to get from 10-80% and an AC charge of five hours and 50 minutes from 0-100%. Fully charged, Mini says it should have a range of 400km, but in the real world, depending on how you drive, it's closer to 330 km. Exterior There's still no denying that it very much still has the mini design DNA with a combination of sculptured lines and angular surfaces, bug-eye LED headlights, and in this case, roof rails, front and rear skidplates and all-round black plastic cladding appealing to its SUV-type appeal. Image: Supplied Interior The interior also maintains its quirky style and design. It's one of the more unique interiors in an almost same-same big screen-dominated interiors. Continuing its homage to the original Mini, the Aceman's centrepiece is the round 9.4-inch infotainment system running on their Operating 9 system. The display is easy to use and quick to respond with clear graphics. The 'floating' door handles are unique to the Aceman, and they've used several different recycled materials with bold accents on the dash and other trim to keep it fun and vibrant. Like I said, it's unlike anything else out there. The remodelled toggle bar has a proper tactile feel to it and allows you to switch between eight driving modes that include Core, Personal, Vivid, Green, Timeless, Balance, Trail and Go-Cart, which enhances throttle response. Each mode has its own unique sound, with Go-Cart providing a 'whoohoo' voice when selected. Using Green Mode and driving gently over the week, the screen said I had managed to save 20 kilometres, which is quickly gobbled up when you switch to Go-Cart. Driving As with the entire Mini range, they're always fun to drive with keen handling and precise steering, and the Aceman is no different. It's rather brisk on take-off, but not as gut-wrenching as some other EVs, and that's a good thing because I think the novelty of the immediate torque jettisoning you forward is starting to wear off. Thanks to the fairly low centre of gravity, it sits rather well around sharp corners, while stomping on the accelerator quickly takes care of slower traffic. The ride is rather firm, which does make driving over badly maintained tar and even smooth gravel roads a bit uncomfortable. When pressed hard in Go-Cart Mode, there's a motorsport-inspired sound piped into the cabin, which I found intrusive. On the other hand, my son, in his early twenties, provided a different perspective, saying that it's a modern, fun electric car aimed at non-grumpy people, unlike his father apparently. Fitted with lane-keeping assist and adaptive cruise control, highway driving is completely effortless. Image: Supplied Different point of view There was also an interesting conversation I had with a lady that clearly knows her stuff, while charging at a 150kW charging point at a shopping centre close to where I stay. It was her first look at the Aceman, and she was impressed with how it looked and the interior setup. Her biggest issue was range anxiety, not so much around town with her kids, but more so over long distances. She knew that South Africa has a fairly good charging infrastructure, but the usual loadshedding, having to wait while it's charging, and all the other what-ifs came up, as it always does. She baulked at the R892 000 price tag and said that she would rather spend less money on something similar, like the Mini Countryman (R810,774) or, as a BMW fan, a BMW X1 or X2 and not have to concern herself about EV challenges. She's not wrong. The Mini Aceman is a decent overall package, but is a city-centric car and definitely aimed at a niche buyer looking for something different in the EV shopping cart while still having the characteristic Mini look and feel.
