
FBR introduces Pakistan's first AI-powered customs clearance system
The new system, launched on the directive of Prime Minister Shehbaz Sharif, aimed at enhancing transparency, reducing human intervention, and facilitating trade, is expected to enhance the efficiency of import-export operations.
The development came to light during a meeting regarding matters related to FBR held on Monday, read a statement released by the Prime Minister's Office (PMO).
The briefing was told that under this system the cost and nature of goods, during import and export operations, will now be assessed using AI and bots.
It was learnt that the risk management system will continue to improve automatically through machine learning, alongside the movement of goods.
The meeting was informed that during initial testing, the new system demonstrated over 92% improved performance. The RMS not only determined 83% more Goods Declarations (GDs) for tax collection but also enabled 2.5 times more GDs to be cleared through the green channel.

The attendees were told that the new RMS will bring transparency to the system, minimize human intervention, and facilitate the business community.
The system will allow instant and efficient estimation of goods and their value, resulting in time savings, the meeting noted.
'Reforming the FBR is among the top priorities of the government,' said PM Shehbaz.
'By automating the tax system, we are making it more transparent and effective. This technology-driven system will ease doing business and provide convenience to taxpayers,' he added.
The prime minister also instructed that the new system be made integrated and sustainable, and praised the officers and staff involved in developing the new RMS.
Moreover, a review meeting, chaired by PM Shehbaz, was held to assess ongoing FBR reforms.
The meeting was informed about video analytics-based measures to improve tax collection in the manufacturing sector.
The PM was told that through this system, tax recovery will be conducted in an automated and transparent manner. This will increase government revenue and allow taxpayers to pay taxes without human interaction.
The system is low-cost and showed 98% efficiency during initial testing. Officials also briefed the meeting on the system's potential to increase tax collection from the manufacturing sector.

Pakistan and Turkiye sought to deepen their defence cooperation amid regional instability as the two sides, in the level talks here on Wednesday, vowed to increase the bilateral trade to $5 billion. Turkish Foreign Minister Fida Hakan and Defence Minister Yasar Guler, who arrived in Islamabad in Tuesday night, held a series of meetings with Pakistani civil and military leaders. Turkiye has emerged a strong supporter of Pakistan in the wake of recent conflict with India. The presence of Turkish foreign and defence ministers in Islamabad highlighted the deepening cooperation and increased high-level exchanges between the two countries. While Foreign Minister Hakan, who was also joined by the Defence Minister Guler, held formal talks with Foreign Minister Ishaq Dar at the Foreign Ministry, they met Prime Minister Shehbaz Sharif at the Prime Minister's Office, where Field Marshal Syed Asim Munir, National Security Adviser and Direcotr General of Inter-Services Intelligence (ISI) Lt General Asim Malik and other senior officials were also present. The presence of top civil and military leadership of Pakistan highlighted the importance of close ties with Turkey. Welcoming the Turkish delegation, according to an official handout, the prime minister underscored the longstanding fraternal ties between Pakistan and Turkiye, saying that there relations remain deeply rooted in shared history, culture, and mutual respect. He expressed satisfaction over the positive trajectory of bilateral relations and reaffirmed Pakistan's unwavering commitment to further strengthening cooperation with Turkiye in diverse fields, including trade, investment, technology, and defence. Recalling his interactions with President Recep Tayyip Erdogan during the year, including the most recent meeting between the two leaders on the margins of the 17th ECO Summit, Shehbaz reaffirmed Pakistan's firm resolve to transform Pak-Turkiye ties into a strategic partnership in the days to come. Welcoming the convening of the joint commission meeting, co-chaired by Dar and Fidan, the prime minister expressed the hope that the bilateral relations between the two countries would attain further momentum, leading to bolstering of cooperation in multifaceted areas. While reiterating the commitment of the both countries to continue their strong and unwavering support for each other's core interests, the prime minister emphasised the need for closer coordination between the two sides amidst the fast evolving regional and global environment, particularly in the context of Gaza and Iran. He once again expressed his deepest gratitude to the Turkish nation and leadership for their steadfast support to Pakistan during the recent Indian aggression. The prime minister stressed the need for concerted efforts by both sides to enhance the bilateral trade to the mutually agreed target of $5 billion. Highlighting Pakistan's investor-friendly policies, he invited Turkish companies to expand their investment footprint in Pakistan and invited Turkish side to share its expertise to assist in Pakistan's structural reforms, economic growth and development efforts. Meanwhile, at a joint press conference with Foreign Minister Dar, Fidan underlined the ongoing efforts to boost the bilateral trade volume to $5 billion. He noted that both countries were evaluating cooperation mechanisms in sectors such as mining, natural gas, oil, and rare earth elements. "In this context, the agreement signed in April between Turkish Petroleum Corporation (TPAO) and Pakistan's national oil companies represents a highly significant step forward," Fidan said. "This is one of the outcomes of the more institutionalised approach we are working to establish," he added. Dar said that Islamabad and Ankara have agreed to bolster cooperation in a string of areas, including economy, defence industry, energy and infrastructure. Lauding the Turkish defence industry, Dar said that Islamabad wishes to further strengthen its ongoing strategic and defence industries cooperation and promotion of peace and stability in the region. The two sides are "actively" engaged in different activities, including capacity building in counterterrorism, said Dar. Turkish companies will also be participating in the privatisation of distribution companies in the power sector, he added. The two sides, Dar continued, were pursuing the establishment of a special economic zone dedicated to Turkish entrepreneurs in Karachi and Istanbul. "We are actively following up on benefiting from Turkish experience and expertise in shipbreaking and storage and efficient use of agricultural water," Dar said. He said Islamabad and Ankara agreed to revive the long-dormant joint ministerial commission after a hiatus of 11 years, which will be co-chaired by Pakistan's Commerce Minister Jam Kamal and Turkish Defence Minister Yasar Guler. "All this work will lay a solid foundation for the eighth high-level Strategic Cooperation Council," which will be held next year in Turkiye, he added. In a separate engagement, Turkish Defence Minister Guler met with Air Chief Marshal Zaheer Ahmed Baber Sidhu at the Air Headquarters to assess the state of bilateral defence cooperation and discuss emerging regional threats. According to the Inter-Services Public Relations (ISPR), both sides agreed to set up joint working groups to deepen collaboration in aerospace technologies, advanced training, and new domains of warfare. Guler praised the operational readiness of the Pakistan Air Force (PAF), particularly during its recent conflict with India, and expressed interest in expanding industry-to-industry partnerships. He also emphasised the importance of joint ventures in disruptive technologies, including unmanned aerial systems, advanced avionics and pilot exchange programs. Both sides pledged to enhance joint air exercises and finalise plans for more intensive training cooperation. The ISPR said that the meeting reflected the "shared commitment of both the brotherly nations to enhance strategic cooperation, solidify defence ties and promote lasting institutional linkages between the Armed Forces of Pakistan and Turkiye".

Tarar tells APNS officials: Govt to enforce PM's pledge on ad rate hike
ISLAMABAD: The federal government will shortly implement the assurance of Prime Minister Shehbaz Sharif to increase the government advertisement rates as it believes in the promotion and development of vibrant print media to counter the fake media platforms, stated Attaullah Tarar. The Federal Information Minister was addressing members of the APNS Executive at a dinner hosted by the Information Ministry. He stated that the issues of payments faced by the newspapers industry are being addressed and the federal government has paid over Rs.6 billions to the media towards their dues. He announced that the share of print media in the payment as well as the quantum of advertising would be increased. He assured that the Ministry is putting its best efforts that all dues be cleared regularly leaving no dues pending for payment. He stated that a committee of all stakeholders to weed out dummies has been formed which will benefit the economies of genuine publications. He advised newspapers to innovate themselves in order to brave the challenges being faced by the print media. The Minister was earlier briefed by the President APNS Senator Sarmad Ali and members of the Executive Committee on the issues confronted by the newspaper industry. The members stated that the Prime Minister in August 2023 had announced increased in the government advertisement rates but the decision has not yet been implemented despite various assurances. They also apprised that the print media was facing acute monetary crunch due to non-payment of their dues as the major share of the payment released was allocated to electronic media, whereas newspapers were paid less than 20% of the released payments. They also requested that a fair share in the quantum of advertisement for the print media be allocated. The members reiterated their demand that the regional PID offices be empowered to suggest media of their region. The dinner was attended by Secretary Information, Ambreen Jan, Mubashar Hasan, PIO and officials of the Ministry. The APNS was represented by the Muhammad Athar Kazi, Secretary General, Navèed Kashif, Finance Secretary, and other members of the Executive Committee. The Executive Committee of APNS held its meeting on July 09 at Islamabad chaired by its President, Senator Sarmad Ali. Mohammad Athar Kazi, Secretary General announced the decisions of the meeting and stated that the members urged upon the federal and provincial governments to expedite payments of long pending bills to help newspapers to meet the financial crunch faced by the print industry. The members expressed their concern over the non-payment of dues by DGPR relating to previous tenures. The members also decided that a delegation led by APNS President will meet Secretary Information Sindh to press for payment of long overdue non budgeted payments. The Executive Committee approved the report of Advertising Committee and granted provisional accreditation to M/s Brand Spectrum (Pvt) Ltd Lahore. The meeting was attended by the following. FBR chief rules out withdrawal of law disallowing 50pc cash sales expenses
ISLAMABAD: Chairman Federal Board of Revenue (FBR) Rashid Mahmood Langrial categorically stated that the government will not withdraw the new legislation, disallowing 50% of expenditure attributable to cash sales exceeding Rs 200,000 per transaction. FBR Chairman informed the Senate Standing Committee on Finance that the law has been approved by the National Assembly Standing Committee on Finance and could only be changed in the next Finance Bill (2026-27). 'We have understanding that the law has also been cleared by the Senate Standing Committee on Finance. The legislators have approved the law and not the FBR', Langrial clarified. Senate committee members were surprised to hear that the Senate Finance Committee has cleared the said law. Senator Mohsin Aziz pointed out that it is a anti-business law and you can ask any businessman about the negative implications of this law. Businesses struggle with new tax rule on high-value cash sales FBR Chairman responded that we are moving towards cashless economy. If a person is engaged in sales, it should not be done in cash beyond a certain limit. Senator Sherry Rehman stated that the PPP is against this law which is a draconian law. This new provision introduced through Finance Act 2025 has been implemented from July 1, 2025.
