A plan for warehouses, fitness center and more advances in Palm Beach County's Agricultural Reserve
The plant nursery business owner has owned land in the Palm Beach County Agricultural Reserve for more than 40 years. At one point, Morningstar Nursery, Okean's business, went on to become a major supplier for large retail stores including Kmart, Kroger and Albertsons.
'My nursery days are behind me for a variety of fateful reasons. However, I am grateful for every moment they held,' Okean said during a recent County Commission meeting. 'But I also look ahead with anticipation because I now have the opportunity to begin a new chapter alongside my children.'
Okean has been trying to redevelop his more than 50 acres of land in West Delray for years, but proposals to do so have been met with concerns about disrupting the area with traffic, chipping away at the county's Ag Reserve or possibly harming the equine industry.
The most recent plan is technically two proposals: Park West North and Park West South. The north project could be on a 50-acre plot wedged at the intersection of Atlantic Avenue and Florida's Turnpike, east of Starkey Road. Park West South is a 10-acre plot east of Persimmon Avenue and directly south of Atlantic Avenue.
The larger Park West North pitches self-service storage, a fitness center, a manufacturing and processing space with a taproom and a warehouse with accessory office, while Park West South proposes a warehouse with accessory office.
Both Park West North and South were approved to move forward by the county commissioners but not without mixed reactions. Some people want the entire plan scrapped while others believe Okean and other farmers in the Ag Reserve should have the opportunity to redevelop the land they own into something unrelated to agriculture.
And while the commissioners voted to approve Park West for transmittal — which means the project goes to the state for review before going back to the Palm Beach County Commission — they said they hope the developers behind it make some revisions before it comes back before them sometime in the fall.
'There needs to be more conversation. There is some considerations to be made that can be done between now and when this comes back to us,' Commissioner Marci Woodward said during the meeting where the project was discussed.
The Park West project wasn't always called Park West. Originally, the plan for the about 60 acres of land was called Tenderly Reserve.
When presented to the county commissioners in the spring of last year, the project proposed more than 700 multifamily units, a 150-room hotel, hundreds of thousands of square feet of storage, commercial retail and office space, an 'indoor adventure rec and workspace,' a neighborhood grocery, workforce housing, a main street, town center and a public preserve.
At the time, members of the public and county officials mainly took issue with the development's requests for county policy exemptions. These included a request to increase density from one residential unit per 5 acres to 12 residential units per acre, a request to be exempt from a county traffic policy and a request to allot only 20% of the total project to preserve land, a little more than 16 of the 60 acres, and allow water management to count as part of that preservation.
In response to the opposition, the Park West developers scaled back, taking away the residential and hotel components and replacing it with more light industrial-type uses, such as the warehouses.
Jennifer Morton, the president of JMorton Planning and Landscape Architecture, which is representing Park West, said this request is the only request out of the four that have been made to have support from the county planning staff and the only one that does not require any zoning changes.
'We meet the specific (Agricultural Reserve) policies such as low-impact development with uses that serve the residents of the Ag Reserve,' Morton said during the meeting.
Since the proposal was known as Tenderly Reserve, Palm Beach County residents have expressed opinions about the project, varying from complete opposition to advocating for Ag Reserve landowner rights.
Some people used to be in Okean's position and urged county commissioners to approve the project. Suzanne and Joe Mulvehill, who are siblings, owned (and, in Joe Mulvehill's case, still own) land in the Ag Reserve for years as legacy farmers but ultimately had to bow out when the industry began to decline.
'This is about doing the right thing,' Suzanne Mulvehill said to the commissioners. 'This is about property rights.'
But others, such as Wellington resident David Larson, told commissioners he believes the Park West North project is 'ill-conceived and inconsistent' with the spirit of the Ag Reserve master plan.
Barbara O'Donnell, who owns horse farm Irish Acres with her husband, Joseph O'Donnell, which is just north of where Park West could be, said the development could disrupt Irish Acres' efforts.
'Our shared vision was to create a sanctuary for horses, unlike anything else in South Florida. We have 60 acres of beauty and tranquility to offer horses and their owners a chance to enjoy nature, which is slipping away to development,' O'Donnell said. 'We are recognized every year as one of the very best boarding farms in South Florida. … This requires peaceful surroundings. If this development is approved, it will destroy us.'
The county commissioners have found themselves attempting to strike a delicate balance between competing interests with the Park West project, and the most recent decision was no different. Besides Commissioner Maria Sachs, who did not want the project to move forward at all, the commissioners agreed the project should have the opportunity to go to a transmittal but should undergo modifications before it is presented to the commission again in a few months.
'I do want to see something a little less dense on the property,' County Mayor Maria Marino said. 'The community (came) out on both sides, those in support and those not in support. That's what community does. That's what commissioners do. That's what brothers and sisters do.
'Let's get it right.'

Facing Trump tariffs, India's shrimp farmers consider switching to other businesses

Srinivas thrived for two decades by farming shrimp, as the country became the top supplier of the delicacy to the United States. Now, Donald Trump's 50% tariff threat is forcing many to consider other ways of making money. Andhra Pradesh state sends the most shrimp from India to the U.S. and farmers there have spent millions of rupees (hundreds of thousands of U.S. dollars) over the years to cultivate high-quality shrimp in saline ponds. Now they are being hit hard as Indian exporters have slashed rates they offer farmers by almost 20% after the tariff shock, wiping out most of their profits. "I am contemplating if I should do fish farming," said the 46-year-old from Veeravasaram village who has already mortgaged his family property and has $45,800 in outstanding loans. "These prices will not help me get any profits and I will not be able to pay off my loan." The United States is the biggest market for India's shrimp farmers and exporters, with clients including U.S. supermarket chains such as Walmart and Kroger. Last year, total seafood exports from India globally stood at $7.4 billion, with shrimp accounting for 40%. But the industry is now in troubled waters with President Trump's 25% tariff on imports from India already in place - the highest among major economies, and another 25% levy to kick in from August 27 to penalize New Delhi for buying Russian oil. By comparison, Ecuador, India's main rival for shrimp exports to the U.S., faces a much lower 15% tariff, heightening its competitive edge. In Andhra, there are around 300,000 farmers engaged in shrimp farming, selling products to dozens of exporters who ship to America. Pawan Kumar, head of the Seafood Exporters Association of India, said orders from U.S. clients have been paused in recent weeks as buyers aren't willing to absorb the tariff, and neither can exporters, forcing the latter to cut prices they pay to farmers. Although India also sells shrimp to other countries such as China, Japan and the UK, and likely will look to expand sales there and diversify into new markets, "that's not going to happen overnight," Kumar said. The impact is yet another example of how Trump's tariff threats are causing business disruptions across the world, especially in India, given it faces one of the steepest levies that have soured its relations with Washington. In Andhra, six of 12 farmers Reuters interviewed said they were considering putting shrimp farming on hold and looking at fish farming, vegetable retailing or other local businesses to tide over the crisis. The other six are choosing to wait it out a bit. Each round of shrimp cultivation takes about 2 months or more. While prices being offered for their shrimp are being slashed, the farmers said they still face loan payments and high operating costs for electricity, raw material and feed, as well as high land rentals. "There's hardly a 20-25% profit for us on good days, and if that's getting eaten up, what else is left?," said Gopinath Duggineni, the chief of a local union in Ongole city, adding the farmers plan to seek financial support from the state government. Ecuador, meanwhile, is closely tracking tariffs on India to seize on business opportunities, but producers there will go slow on new investments amid uncertainty over whether India and the Trump administration could strike a tariff deal, said Jose Antonio Camposano, president of National Chamber of Aquaculture of Ecuador. "India's exports are highly concentrated in the United States ... just as China is for us. So that is where we could gain ground if India withdraws," he said. It's a Center of attention
Aug. 18—STERLING — School's almost out. You watch those last few minutes on the clock that seem to take forever. Then the dismissal bell rings and you charge for the door. Finally! It's the end of a long day and now it's time for some fun — and there's a place in Sterling that's making the time. If you're a middle or high school student, Sterling Township's Elevate Youth Center is a place where you can gather to have fun with friends, play a game, or engage in a little more enrichment. Located in the township's headquarters on West Lynn Boulevard, behind Kroger, the Center has a large, wide open room where students can be competitive or creative: enjoying recreational activities, playing video games, doing some arts and crafts, or learning more about life through guest speakers who talk about teen topics. When Sterling Township supervisor Angela Schneider was elected in 2021, she saw a need in the community for a safe, nurturing and fun environment where kids could gather after school. "One thing townships can do is have youth services, and we decided that was an area that not a lot was being offered, and we can have something to benefit youth," Schneider said. Schneider looked at examples of existing places, recruited help from community members and sought input from local students to find out what makes a successful youth center. "I talked with a friend of mine in Rotary, Allen Przysucha, and told him about my idea to have a youth center. Together, we put together a committee of 10 people and worked on it for about a year with planning. We found out about Second Story, a youth center in Princeton, and we contacted them and they helped us out in the process of what they do." A place to hang out The center opened in May 2024, funded with money from replacement taxes provided to townships by the State of Illinois. It is open from 4 to 8 p.m. Tuesday for all middle and high school students, and the high-schoolers have it to themselves from 4 to 8 p.m. Thursdays. To participate, students must have their parents or guardians set up a free KidCheck account at and complete enrollment and code of conduct forms. Through KidCheck, parents are notified when their child has checked in and out at the center. As of late May, about 25 students have been using the center on a consistent basis, most from Sterling Public Schools, with a few coming from the local parochial schools and nearby school districts. The township bought the building, formerly home to the Fun Jump indoor inflatable playground business, in 2022 and moved its offices there from its previous building near downtown Sterling. Where bounce houses and obstacle courses used to be are now occupied by craft tables, couches, a ping pong table, an open area for tossing bags, and a place to watch movies. There are also video games, a place to shoot hoops and and an air hockey table. There's also a snack bar for students, and dinner is served each Tuesday and Thursday. One of the committee's goals was to get feedback and suggestions ahead of time, so that when the center opened it was ready to go, rather than starting out small and expanding. "There was a lot of ideas," Schneider said. "We were finding the right timing, figuring out whether we wanted to do high school and middle school together, what can we provide — those were all conversations that we had among the youth committee and that group of 10 people that first were a part of it. With the timing, do we do it after school? How long do we stay open? What nights of the week are we available? There was some trial and error, and waiting for the building to be renovated and really have the things in the space to be prepared for the students. We didn't want to open it up and not be fully prepared." A place to learn The center also is home to a separate after-school program for Challand Middle School students, done in a cooperation with the township and the Lee-Ogle-Whiteside Regional Office of Education. The program runs from 3 to 5:30 p.m. from Monday to Thursday during the school year, and 9 a.m. to noon on Monday and Tuesday during the summer. The program had about 10 students enrolled as of late May, and they are bused to the center from Challand during the school year. Heather Waninger, the township's youth coordinator and a career pathway navigator with the ROE, helps coordinate the program, which offers team building and learning activities such as gardening and robotics, both with help from the University of Illinois Extension. Through gardening projects, students are learning how to care for vegetables grown on a plot outside the township building for toppings on pizzas they will enjoy at a party later in the year. During the school year, the after-school program also utilizes the nearby Sterling-Rock Falls Family YMCA for workout classes on Monday and swimming on Wednesday. "With the middle school, there are clubs and sports, but a lot of students are just going home by themselves," Waninger said. "This is an opportunity to provide a space for them to come, have some structure, and also be able to use the Youth Center as well." There's a another side to what the after-school program offers, too. About a half-hour of homework time is set aside each day, and Waninger makes sure they use that time. "They always swear they don't have homework, but I know that they do, so we provide that quiet time for them to do their homework," she said. Counselors and other mental health professionals are occasionally brought in to give talks that offer advice, education and some words of inspiration. "They'll teach the children something that's going to be beneficial to them," Waninger said. "We've had counselors come in and talk about mental health, conflict resolution, and basic things that everyone needs to learn that is helpful to them. We had someone come in and talk about 3D printing, so it's any topic that we feel that can be interesting and beneficial to them." A place for hope Having been open for a little more than a year, Waninger and Schneider have found out that by the center simply existing, they're able to make a difference in students' lives. They and the center's volunteers find the time to get to know each student and help point them in positive directions if need be. Sometimes they'll join them in playing games. Getting to know students can also help lead to better outcomes, such as uncovering a personal issue or a problem like food insecurity. Waninger recalls one student who was struggling and was able to get the help and support he needed. "We had a young man when we first opened that had food insecurities and is an unaccompanied minor, so we were able to make connections for him," Waninger said. "We got him connected with the ROE's Nexus support program, and he's since been able to find a job. We've provided food from boxing up our leftovers at the end of the night and sending them home with some students, so we're able to provide that kind of support and help support kids with shampoo, conditioner and soap and all of those things for him until we were able to connect him with other resources in the community. Though that student doesn't come by anymore, Waninger said she wonders how his life is now, but she at least knows that the center was able to make a difference in his life: "It was because we were able to support that next step and next thing for him." Schneider knows another student who struggled with social skills and making new friends, and having a place to hang out at helped him come out of his shell a little more. "There was one student who started coming here who really didn't have any friends at school, and he's got a good set of friends now," Schneider said. "It was a way to build friendships and connect with other kids that he wouldn't have had if we weren't open." Schneider and Waninger are looking at expanding the number of days the center can be open, and they are always looking for more volunteers who can help make each student's day a little better. What does it take to be a good volunteer? A willingness to build relationships with students, Waninger said. "Sometimes it's just about being available, being able to have conversation. Each of us kind of have our own strengths and weaknesses, and students that we can connect with. If you're just willing to have a conversation with a kid and build a relationship, that's usually what they're looking for." While most teens see the facility as a place to have fun, the adults see it as a place where memories can be made, issues can be overcome and lives can be changed, Schneider said. "We envisioned this as a place to go where it's safe, and they're building healthy relationships with adults and other students," Schneider said. "They're having fun and learning things, and that's basically our vision in a nutshell." The Elevate Youth Center at Sterling Township, 505 West Lynn Blvd. in Sterling, is open from 4 to 8 p.m. Tuesday for middle and high school students, and 4 to 8 p.m. Thursday for high school students only.
