No need for ‘ventriloquists' to give NHS patients a voice

Patients do not need 'ventriloquists' from arm's length bodies to speak for them, and more weight should be given to the likes of MPs and councillors, according to the Health Secretary.
Wes Streeting suggested the patient safety landscape is 'cluttered', with NHS leaders receiving 'competing and contradictory instructions' from different organisations.
He also said the creation of 'totally undemocratic' organisations is 'self infantilising' on politicians.
It comes as reports from over the weekend suggested hundreds of bodies that oversee and run parts of the health service will be axed under the upcoming 10-year health plan.
This could include Healthwatch England, the National Guardian's Office and the Health Services Safety Investigations Body.
In March, Prime Minister Sir Keir Starmer also unveiled plans to scrap NHS England in a bid to slash bureaucracy and duplication.
When asked about the reports on Healthwatch England and other organisations at the Local Government Association's annual conference in Liverpool on Tuesday, Mr Streeting said: 'There are way too many checkers and not enough doers in the system.
'And I think there are lots of ways in which we have tried to create new bodies to fulfil the failure of other parts of the state to do their job effectively.
'I mean, the revolution we're leading in patient voice will mean we can get rid of some of the intermediaries, and we don't need ventriloquists to speak for patients, patients can speak for ourselves if we're given the opportunity to do it.'
He also called for 'more weight' to be given to democratically elected representatives, adding that some organisations were created to 'do the jobs politicians should be doing'.
'We're councillors, leaders, cabinet members, mayors and Members of Parliament, and at the moment, I think lots of us would feel that as elected representatives, that we don't have enough sense of agency and partnership and democratic accountability that I think we are owed,' Mr Streeting said.
'I think this actually speaks to the corrosion of of our democracy and politics more generally; we keep on inventing a whole load of organisations to do the jobs that politicians should be doing, and thereby sending a message to the public, that voting doesn't change anything, that we don't trust politicians and government to lead things locally or nationally, so we create a totally undemocratic set of organisations to do things for us, because we almost don't trust ourselves.
'And not only, I think, is that self infantilising on the politicians, it's also wasting public money that is in scarce supply. So we're taking the axe to lots of those organisations.'
Mr Streeting also vowed to 'take a much more data and evidence based approach to quality and safety and try and declutter the patient safety landscape'.
He said: 'I understand how we got here. Many of my predecessors, with good intentions, encountered challenges around patient safety and quality.
'They could see the bodies that already existed weren't doing an effective enough job.
'Rather than grasp to nettle and sort those organisations out, they created new organisations.
'If they felt that regulations weren't working effectively, they introduced more regulations, and in doing so, gave false comforts themselves and false comfort to the country that by adding more organisations and more regulations, we will necessarily be safer.
'We have cluttered the patient safety landscape to such an extent that the poor people on the front line and NHS leaders are on the receiving end of a whole number of sometimes competing and contradictory instructions from a wide range of organisations all trying to do the same job.'
Mr Streeting also vowed to start working with local government on NHS winter planning 'much earlier' this year.
He said: 'I am under no illusion about how serious the pressures are, and you'll be pleased to know that we are going much faster this year on winter planning, and we'll be engaging with you much earlier in the year on preparations for winter.'

Metropolitan Police commissioner Sir Mark Rowley has called for the creation of 12-15 mega forces as part of what he described as 'the first serious reform of our policing model in over 60 years'. Writing in The Sunday Times, Sir Mark said the current system of 43 county forces had not 'been fit for purpose for at least two decades'. He added that bigger forces would be better able to utilise modern technology and would reduce 'expensive' governance and support functions. Sir Mark said: 'The 43-force model was designed in the 1960s and hasn't been fit for purpose for at least two decades. It hinders the effective confrontation of today's threats and stops us fully reaping the benefits of technology. 'We need to reduce the number of forces by two-thirds, with the new bigger and fully capable regional forces supported by the best of modern technology and making better use of the limited funding available.' He characterised Chancellor Rachel Reeves' decision to increase police funding by 2.3% above inflation each year in the recent spending review as 'disappointing'. Gavin Stephens, chairman of the National Police Chiefs' Council, last month warned forces were facing 'difficult choices' and some would 'struggle to make the numbers add up' as the cost of borrowing spirals. Some have increasingly relied on borrowing, and the cost of debt is expected to rise by 49% in the next three years. 'Forces' borrowing costs have been going up because for the last decade, local forces have had no capital investment at all,' he said. 'The main capital investment has gone to big projects at the centre.' Force chiefs want greater say over how they structure their workforces, with the removal of restrictions on ring-fenced funding that was granted by the previous government to replace officers cut during austerity. Mr Stephens said policing needs a variety of workers other than officers, including cyber specialists, crime scene investigators and digital forensic experts, in the same way that 'the health service is much more than just about doctors'. He added: 'We know that the Government had some very difficult choices to make, as a consequence of this, policing is going to have some very difficult choices to make too.'

I don't think there's a better way for me to source a passive income than by buying UK dividend shares. London's stock market is packed with high-yield income stocks with strong balance sheets and robust market positions, of which many are also reliable dividend growth shares. Here are two such dividend heavyweights I think deserve serious consideration. As you can see, their dividend yields comfortably beat the FTSE 100's prospective average of 3.4%. Under real estate investment trust (REIT) regulations, Primary Health Properties has to pay at least nine-tenths of yearly profits from its rental operations out in dividends. Tritax Big Box's dividend growth policy isn't quite as impressive as that of its FTSE 250 counterpart. One reason is that it's only been in existence since 2013. Another reason is that the annual dividend fell for the first time during the height of the pandemic five years ago. But this REIT has grown shareholder payouts steadily since then, and is tipped to continue through to 2027 at least. In fact, predicted dividend growth for this year is more than double the rate predicted for the broader UK share complex. Tritax Big Box doesn't operate in defensive sectors, which can leave profits vulnerable during lean periods. But its portfolio composition helps to reduce (if not totally eliminate) the threat to dividends and its share price. It has more than 128 tenants on its books spread across 102 properties. These cover multiple industries and include blue-chip companies like Amazon and Ocado, providing strength through diversification. With online shopping still growing, supply chains being onshored, and data centre demand increasing, I expect demand for its big box assets to rise over time. PLANS for a new ambulance station in a Gwent town have been shelved in favour of refurbishing an existing building. However the Welsh Ambulance Service has said a refurbished station in Monmouth could be completed by end of the March 2026. Crews have operated from a temporary building since the closure of the town's ambulance station some 13 years ago when it was 'sadly, condemned as not fit for purpose,' according to Councillor Martin Newell. The Conservative member for the Town ward said paramedics and crews now operate from what he called 'a Portakabin' and said 'winter is coming and it is draughty and it leaks.' He asked if Monmouthshire County Council's cabinet member Ian Chandler, whose role also includes health, could provide an update on any discussions over a new ambulance station with the service. Cllr Chandler said the service had signed off on plans to rebuild the station in November last year, and the county council's planning department had offered pre-application advice, but it has since decided on a refurbishment instead. The Green Party councillor said: 'The Welsh Ambulance Service NHS Trust has now assessed the options and decided to press head with a refurbishment of the existing building they tell me they are scoping out what they can do with the internal structure and a final design to be to be signed off and go out for tender.' Cllr Chandler said the service has said its project board is 'very supportive of the refurbishment option and it hopefully means work can begin in early autumn and be completed by the end of the financial year but that could be subject to change due to a range of factors.' Cllr Chandler promised to keep councillors updated and added: 'In my view it's very positive news we will have a refurbished and fully functioning ambulance station within the next nine months.' Mitchell Troy and Trellech councillor Richard John, the leader of the Conservative group, said the ambulance service had initially considered a joint emergency services base with the fire service, which has a station next door to the ambulance station on Rockfield Road, and police but that plan was abandoned on cost grounds. Cllr John, writing on social media, said while it was 'disappointing' the revised plans for a standalone ambulance station had also been dropped he welcomed the 'scaled back proposals' as 'infinitely better than current conditions' as he said in the temporary building crews have been left without running water during the winter.
